13. Q. Work item 150-80-001 ShipAlt DDG-51-AER83007D Increase Deck Plate Thickness Modifications (Partial); accomplish. Paragraph 3.2 states to accomplish the requirements of 2.2 in locations listed in 1.2.2, 1.2.3 and 1.2.4. Reference 2.2 contains sheets for complete deck replacement and Partial deck replacement. Because the Item title states (Partial), the Contractor is drawn to the sheets for partial renewal. The local note on sheet 24 (for 03 level partial replacement) states "Size and location of partial deck repair to be determined by local ISEA at time of ship check". Then, the local note on sheet 28 (for 05 & 06 level partial replacement) states, "Material for partial deck repair is determined by size of repair required.” Please confirm that sizes and locations for partial deck replacements on levels 03, 05, and 06 will be determined by the local ISEA after award and that the contractor will submit a condition found report detailing same in order for the Government to finalize the requirements of 3.2 and issue a Request For Contract Change (RCC).
A. No, the work item was misinterpreted. "Partial" in the work item title indicates that only part of the D Alteration will be accomplished; it is not an indication of the type of replacement. The intent of the work spec is to complete the deck replacement in locations listed in 1.2 utilizing sheets 9A, 8 and 12. For clarification, Errata 1 changed paragraph 3.2 to read, "Accomplish the requirements of Sheets 9A, 8, 12, 9B, 23 and 28 in locations listed in 1.2 using 2.2 as guidance."

1.3.2 - Mfr. Dwg.: 1566 Rev E
A. Manufacturer's drawing will be provided to all offerors via AMRDEC. Correct manufacturer's drawing revision is “AJ.” Errata 1 changes paragraph 1.3.1 and 1.3.2 to "Mfr Dwg.: 1566 Rev AJ".
17. Q. Will the Government consider a time-phased Material In-Yard Need Date Plan submitted by offerors? Phased delivery of material would reduce Contractor warehouse space cost when compared to the current plan to deliver material at one point in time. If the Government agrees to an offeror proposed Material-In-Yard Need Date Plan, we ask that this be incorporated into the Solicitation by amendment and addressed in the terms of the awarded contract.
A. No. The Government cannot support a time-phased material in-yard need date plan. Contractor should plan for arrival of all GFM no later than A-30.
18. Q. The solicitation Attachment J-3 "Execution Milestones" indicates the Contractor work will be complete by end of January 2019, at which time the ship moves to NAVSTA. For a non-homeport offeror, how does the contractor complete the ship; i.e., is there any work after ship moves to NAVSTA?
A. All work within this contract is to be completed by 1 February 2019 stated in Attachment J-3. There is no additional Contractor work required, as part of this contract, after that date.
19. Q. Work item 042-37-001 General Requirements for Work Within Naval Station Norfolk and Joint Expeditionary Base (JEB) Little Creek - Fort Story; accomplish (OPTION ITEM). Is this Work Item not applicable to place of performance other than Little Creek
- Fort Story?
A. No. Work item is applicable to only Naval Station Norfolk. Errata 1 changes the work item title to "General Requirements for Work within Naval Station Norfolk;
accomplish (OPTION ITEM)."
20. Q. Work items 992-11-009 Messing and Berthing Barge, Temporary Service, Inspection and Repair in Contractor Plant, Electric Barge; accomplish (OPTION ITEM) and 992-11- 014 Messing and Berthing Barge, Temporary Service, Inspection and Repair in Contractor Plant, Steam Barge; accomplish (OPTION ITEM). Should offerors bid both a Steam and Electric Messing and Berthing Barge in their submittals?
A. Yes, please bid both the Steam (992-11-014) and Electric (992-11-009) Messing and Berthing Barge work items. Only one of Steam or Electric Messing and Berthing Barge options will be exercised.
21. Q. Work item 992-11-016 Fuel Assistance and Towboat Service for Fuel Barge (Local);
provide (OPTION ITEM). For offerors proposing a place of performance other than the Norfolk area, please confirm that this Work Item is not required.

22. Q. Work item 857-11-002 Temporary Duty Section Berthing Off-Ship; provide (OPTION ITEM). Paragraph 3.3 states "The berthing facility shall be in close proximity to the ship". Please clarify what is meant by "close proximity". Will the Government provide a specific range, in miles, that the berthing facility must fall within?
A. Yes, the Government considers "close proximity" to be one-quarter (1/4) mile or less. For clarity, Errata 1 changes paragraph 3.3 from "close proximity" to "within one-quarter (1/4) mile".
23. Q. Work item 993-11-002 Ship's Force Warehouse Storage Space; provide. Paragraph
3.1 states that stowage space should be "located within 1,000 feet of the ship,". This contradicts the provision in Paragraph 3.2 requiring contractor to "locate stowage space within 10 miles of the vessel." Please clarify the proximity requirements for Ship's Force Warehouse Storage Space.
A. Concur, distance in paragraph 3.1 is incorrect. Errata 1 removes "located within 1,000 feet of the ship" from paragraph 3.1.
24. Q. Work item 992-11-015 Transport Control Protocol/Internet Protocol Based T-1 Type Computer Network (T-1 Line) Support Service; provide. What are the requirements (if any) for shipboard telephone/internet connectivity while the ship is in dry dock?
A. Per work item 992-11-015, a T-1 type internet connection is required to either the ship or barge, based on the ship's force working location. Telephone services are not addressed in work item 992-11-015. Telephone services are addressed in temporary services work items for the ship and barge as applicable.

The material presented in electronic format shall be identical to the paper copy of the proposal. In cases where the hard copy and the electronic copy of the proposal conflict, the hard copy shall take precedence. All spreadsheets shall be in Microsoft Excel format such that each mathematical equation is obvious. No fields shall be password protected. If files are compressed, the necessary decompression program must be included." Please confirm that WinZip is an acceptable application to password protect, compress and encrypt multiple files.
A. Yes, WinZip is an acceptable format for submission of compressed proposal files.
26. Q. Work item 472-90-001 ShipAlt DDG51-80156K, AN/SLQ-32(V)6 SEWIP Block 2 Upgrade; accomplish. Paragraph 3.1.7 states to accomplish 009-26, including Attachment G, which is a peel and stick, then paragraph 3.1.7.1 directs contractor to apply high-durability deck paint and non-skid applications. Please provide the location the Government wants this application. There is nothing indicated on the drawing to apply this peel and stick and high-durability paint.
A. Errata 1 changes paragraph 3.1.7 to read "Accomplish the requirements of 009-32 of 2.1, including Table 2, Line 12, for surfaces receiving nonskid.” Errata 1 also changes 3.1.7.1 to read "intentionally Left Blank".
27. Q. Work item 541-90-001 ShipAlt DDG51-70403K, Digital Fuel Control System
Installation; accomplish. Paragraph 3.1 through 3.1.6 states AIT will accomplish all electrical rip-out and installation for this Shipalt. Then paragraph 3.2 states to accomplish reference 2.2 through 2.7. Reference 2.5 is the electrical drawing. Please confirm AIT will accomplish 2.5.
accordance with 2.5. The Contractor is responsible for rigging equipment on and off the ship and disposition of equipment in accordance with the rip-out notes. An Errata was issued adding paragraph "3.2.6 Perform crane and rigging services and disposition of equipment, using 2.5 for guidance."
28. Q. Work item 625-11-001 Window Wiper Assembly; repair. The coating system called out in paragraph 3.3.4 for each wiper assembly enclosure is the Fluidized Bed Method.
Due to the size and quantities of the wiper enclosures, the cost to the Government will be large due to the set-up costs to process a small batch. Will the Government consider using the standard powder coating system using Table 5, Line 26 or 27?
A. Yes, Errata 1 changes paragraph 3.3.4 from Table 2, Line 25 to “Table 5, Line 26 or 27.”
29. Q. Work item 625-11-002 Pilot House Window; repair. Paragraph 3.3.5 directs the Contractor to remove existing and install new special coating Type 12 Film material on each window. Will the Government provide the special coating Type 12 Film as GFM?
If this material will not be provided as GFM, can a source be provided?
A. Yes, Type 12 Film will be provided as GFM.
30. Q. Work item 120-11-001 Fan Room Structural Member; repair. Is the intention in paragraph 3.2 to preserve the entire space (Fan Room Pressure Zone Number 3 (01-240- 01-Q) or just in way of repairs? If the intention is to preserve the whole space, should 009-11 be called out?
A. Yes, the intention of the work item is to preserve the entire space. NSI 009-11 was intentionally omitted, as the lagging is in a separate area of the space not requiring preservation. There is no lagging requirement in work item 120-11-001.
31. Q. Work item 631-31-001 Underwater Hull; preserve. The subject work items both contain directions to install new capastic dielectric shielding:
631-31-001 (UW Hull) - paragraph 3.4 installs the traditional troweable capastic IAW Table 1, Line 7.
633-11-001 (ICCP System) - paragraph 3.11.1 calls out Table one, Line 6 which is the rarely used spray able type capastic.
Will the Government consider the recommendation to remove the capastic install from 631-31-001 paragraph 3.4 and change 633-11-001 paragraph 3.11.1 to use Table one, Line 7 for the capastic install, or clarify which system the Government prefers?
A. Errata 1 deletes paragraph 3.4 from Work Spec 631-11-001. Furthermore, Errata 1 changes paragraph 3.11.1 of work item 633-11-001 to “Table One, Line 7.”
32. Q. There is conflicting information between the Attachment J-4 Pricing Workbook, Section C, paragraph 3.1.4 and Section L, page 109. The “additional requirements” hours and material are not consistent. Please clarify.
A. The hours and material "additional requirements" estimate is correctly stated in
Section C, paragraph 3.1.4 and Attachment J-4. Section L was updated in Amendment 2 to reflect the correct amount of “247,616” hours and “$4,034,263” in material.
