MSRA Holder
- Eligibility Documentation
- Proof of resource sharing / teaming agreement(s) confirming dry-dock availability(s)
- Technical Capabilities
- Past performance
Non-MSRA Holder (Applicable to LCS repair, maintenance, modernization, and overhaul only):
- MSRA equivalency documentation to demonstrate sufficient organization and facilities’ capabilities (specific documentation requirements provided upon inspection request)
Non-Price Proposal
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
Technical Proposal Quality Proposals should be organized in accordance with solicitation requirements and be complete, clear and consistent in all respects Be judicious in use of inter-document cross-references
- Avoid multiple layers of references from one to section in the document to another
- Cross-referenced matrices can be disorienting and don’t always present a clear picture of what the Offeror is attempting to demonstrate
Unnecessarily complicated, confusing or incomplete proposals makes the review process more time consuming
Should stand on its own merits
- Do not assume evaluation team possesses any pre-existing knowledge about your company or its unique business practices
- Technical evaluation team instructed not to include any information or previous knowledge about your organization
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
The objective of this factor is to gauge the Offeror's management and technical experience as a prime contractor or subcontractor in completing work similar to the requirements expected to be ordered off the resultant IDIQ-MACs awarded in response to the contemplated solicitation
- Minimum Berthing Capabilities for LCS 1 Variant (CNO Avail, CM/EM Efforts)
- Performance on relevant contracts in the past as an indicator of the
Offeror’s probability of meeting the solicitation requirements and an indicator of the successful performance on the current requirement
Technical evaluation strictly addresses the merits of each proposal as it relates to the evaluation criteria
Technical Proposal Evaluation
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
Priced CLINs (FFP)
• Notional direct production man-hours representing skilled labor at the journeyman level, and support function labor will be priced at a fully burdened rate to determine a ceiling price by FFP CLIN
- Fully burdened ship repair labor rates will be capped for all five years
- The fully burdened rate is a fixed hourly rate that includes all wages, overhead, general and administrative expenses, Facilities Capital Cost of Money (FCCOM) and profit
- The fully burdened rate represents the ceiling for the blended rate to be performed by the Offeror, including labor transferred between divisions, subsidiaries, or affiliates of the Offeror under a common control
• Material mark-up rates will apply to the actual cost of the physical material. Actual cost does not include handling charges, general and administrative cost, overhead, profit, or any other indirect cost. These rates will also be capped for all five years
• Failure to provide the required price information may render the proposal non-responsive
Price Proposal
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
• Solicitation will provide templates. Offerors shall ensure all price data spreadsheets strictly adhere to Section L requirements
• Free of mathematical and formula errors
• To the greatest extent possible, do not include hard entered data with no traceability to formulas
• Efficiency of the price evaluation is directly related to price spreadsheet quality
Price Proposal Quality
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
Price Proposal Evaluations The objective of this factor is to conduct a price evaluation in accordance with FAR 15.305(a)(1)
- Direct Production man-hours and material dollar value will be provided on a notional basis for the purpose of calculating total evaluated price
- The hours and values will be based on historical data and will be indicative of the hour type proportions and the dollar value of material the Government anticipates within the execution of the IDIQ-MACs
- Proposed labor and material burden rates will be fixed ceiling rates for each one-year period (base period or option period, as applicable) regardless of how many hours are actually procured
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
Delivery Order Procedures Price and/or cost shall be considered in the issuance of each DO For fixed-priced CLINs, a price analysis will be conducted in accordance with FAR 15.404-
2(b). Prices for fixed-price work items, fully burdened ship repair labor rates, and material burden rates will be analyzed to ensure fair and reasonable pricing
For cost type CLINs, a cost realism analysis shall be performed on each Offeror’s cost proposal to determine if the overall costs proposed are realistic for the work to be performed.
- The Cost realism analysis will accomplish the following:
1) Verify the Offeror’s understanding of the requirements;
2) Assess the degree to which approaches and/or risk assessments made in the technical proposal as well as the risk that the Offeror will provide the supplies or service for the offered costs; and
3) Assess the degree to which the cost included in the cost proposal accurately represents the work effort included in the technical proposal
- No downward adjustment will be made to an Offeror’s cost or price during cost realism analysis
DISTRIBUTION STATEMENT D. Distribution authorized to the Department of Defense and U.S. DoD contractors only . Other requests shall be referred to NAVSEA.
