SPECIFICATION NO: RFP PARAGRAPH NO. ________________
TITLE: CLIN 0074 Availability Type PAGE NO. 41 of 205
QUESTION:
CLIN 0074 is listed as a “EXECUTION PLANNING CVN TBD FY16-21 PIA”. Based on other references in the solicitation, this should be corrected to read “DPIA”. Reference CLIN 0076 page 42 of 204 and paragraph 72.1 on page 96 of 204.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: The availability type for CLIN 0074 under Section B should read as DPIA. Please see Amendment 0002.

SPECIFICATION NO: RFP PARAGRAPH NO. NOTE B
TITLE: Government Right to NOT Exercise Future Options PAGE NO. 45 of 205
In the “Contractor’s Schedule Performance” subparagraph, the solicitation states that the Government reserves the right to not exercise future options if “In third year of contract performance, all contractual dates met.” Logic says that a contractor is deserving of a contract option award if it is meeting all contractual dates. Shouldn’t this passage be changed to stipulate some negative performance condition?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: Note B related to contractor scheduled performance has been modified. Please see Amendment 0002.

SPECIFICATION NO: ___________ PARAGRAPH NO. Section B and HQ B-2-0008
TITLE: Capped Indirect Rates____________ PAGE NO. 47 of 205 and 61 of 205
Pages 47 and 61 seem to contradict each other. Page 47 refers to the “full 3 years of scheduled performance.” Clause HQ B-2-0008 on Page 61, as is normally the case, refers to “the first three Contractor fiscal years”. Offeror believes that the requirement for capped indirect rates apply to Contractor Fiscal Year. Please clarify.
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: The direct and indirect rate cap terms under Section B has been revised to reflect Contractor Fiscal Year. Please see Amendment 0002.

TITLE: CONDITION FOUND REPORT PAGE NO. 68-69 of 205
Paragraph (3) specified that CFRs must be submitted within three working days of identification of the requirement. What is the requirement, in working days, for the Government to make determination of the validity/acceptance of the CFR?
DO NOT WRITE BELOW THIS LINE ---- (SPACE BELOW FOR GOV'T USE ONLY)
ANSWER: The requirements are in accordance with MARMC’s internal operating guidance, The Government response to make a determination of the validity/acceptance of the CFR is provided on the same day. For requests for contract change, the Government will provide a response within 3 days.

SPECIFICATION NO: _______ PARAGRAPH NO. 5252.247-9110
TITLE: TUG AND PILOT SERVICES (SEP 1990) PAGE NO. 132 of 205
Solicitation states that Contractor shall provide necessary tug and pilot services to move the vessel(s) into and out of the “plant”. All CVN maintenance is performed either at NNSY or Naval Station Norfolk. Tug and pilot services are the responsibility of the Navy; therefore shouldn’t this clause be removed?

It is understood that a Small Business Subcontracting Plan is required as part of the Cost Proposal. “Utilization of Small Business” and “Regulatory Compliance” are mentioned one place in the solicitation, and nowhere else. For example, if the work was expected to take 10 days, expectation is the contractor would have to complete in 9 days to achieve the Dark Blue rating.
