General

(e) Offerors must propose prices for all supplies/services and quantities under each line (CLIN/ELIN) listed on on Attachment 9 – ELIN List Pricing Chart. The Government may reject as unacceptable any offer for less than the specified quantities for any item.

The following have been modified:

From:

Factor 3: Price:

2. Total Price. For the purpose of source selection, the government will develop a total evaluated price, which contains quoted prices for all line items, including Options. The total evaluated price will include prices for Vendor Recommended Spares. Vendors are required to submit pricing for Vendor Provided Spare Parts List (Attachment 3). The total Government evaluated price will be the sum total of all calculated CLIN prices, base and options years included, at the maximum total quantities on Pages 3 to 8 of the solicitation. The Government will evaluate each offer to ensure there are no unbalanced prices among the contract line items and options. The Government may determine that an offer is unacceptable if the individual prices and/or the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

For the purposes of evaluation, ELIN pricing for Shipping and Crew Training and Familiarization will be averaged at the unit price. Shipping will be then multiplied by the total boat units for the particular contract year to be included as part of the evaluated price. Crew Training and Familiarization will be multiplied by the total quantities listed for the particular contract year. For example for the base year, the unit price for ELIN A004 and A005 will be averaged, then multiplied by 10 before being added to the total for CLIN 1001. ELIN A008 and A009 will be averaged, then multiplied by 7. The Government will evaluate each offer to ensure there are no unbalanced prices among the contract line items and options. The Government may determine that an offer is unacceptable if the individual prices and/or the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
