N00024-16-R-2200 Official RFP 11M RIB Bidders’ Questions and Answers Rev1 Updated November 3, 2016
No.
Question
Answer
1
It has been noted that between the original draft RFP and the most recent final RFP, some changes have been made that appear to indicate that the government may be willing to accept alternative hull materials. Will the government entertain the use of aluminum hulled craft for this solicitation?
The hull material for the 11m RIB Mk4 is required to be infused Fiberglass Reinforced Plastic (FRP). No alternative materials will be accepted.
2
[Proprietary information has been redacted from this question.]
In reviewing the specifications for the above mentioned 11M RIB, we notice you reference this being a small business set aside.
Section 166 stipulates that the "inflatable collar shall be a WING Inflatables" and allows only one company to supply the collars for these RIBs. Is this your intention?
By precluding fair and open competition by not issuing a performance based specification, you have unwittingly provided the means for just one company to charge you whatever they please, regardless of fair market value. Is this your intention?
Where components or equipment are specified by brand name or manufacturer and model number, such identification is intended to be descriptive, not restrictive, and is intended to indicate the required characteristics of the product. Offeror's may propose alternative items provided they prove they meet the general requirements for determining the equivalence of alternate products in the Specification Section 042-5 and the specific requirements in the drawings and Specification Section 166.
3
Is it the Government's intent to make a single award to one contractor or multiple awards to more than one vendor?
Yes, it is the Government's intent to award to a single contractor
4
Is there a tooling/design CLIN for Offerors who will have to develop tooling based on the Contract Drawings in order to fulfill the contract or does the Government expect the contractor to incorporate those added costs into the per boat/unit cost?
There is no separate CLIN for tooling/design and it is expected that the contractor incorporate those costs into the per boat/unit price.
5
Within Attachment 8: CLIN Pricing Chart and Section B CLINs, CLINs 1001AA and 1001AB appear to identical in terms of description. How do they differ? Furthermore, based on these documents, is it correct to assume that the government will not award the VBSS configuration until the 2000 CLINs are awarded and similarly will not award the LPD-17 Variant until the 3000 CLINs are awarded?
There is no difference between 1001AA and 1001AB. The assumptions are correct that the Government does not plan to award the VBSS CLIN until the 2000 CLINs are awarded, however, that CLIN is an option and the Government reserves the right to not exercise that CLIN. Same applies for LPD-17 variant in the 3000 CLINs.
6
Can the Government clarify CLIN 1011 Engineering Changes? What is this for? If this is for potential engineering changes due to obsolescence, then the engineering scope and costs could vary depending on the nature of the change, making this difficult to quote.
Correct, the Engineering Changes CLIN is included due to obsolescence issues. The Engineering Changes CLIN is currently an unpriced optional CLIN and request for proposals will be sent directly to the Offeror if a requirement is identified and will be negotiated at that time. Pricing is not required at this time.
7
Can the Government further define CLIN 1009AA, TDP - Non Recurring Engineering?
TDP - Non-recurring Engineering is the cost associated with providing the TDP material in Spec item 085 with each boat.
8
Regarding- Section L Volume 1- Factor 2 and Attachment 10- Past Performance Question- Will the Government consider accepting copies of Contractor Performance Assessment Reports (CPARS), when available, in lieu of the Contractor sending out Past Performance Questionnaires to Customers?
Please review Section L Factor 2 Past Performance and Experience, second paragraph for instructions regarding Past Performance and the use of CPARS.
9
IAW CLINS 1011, 2011,3011,4011,5011 of Section B of the Solicitation and stepladder pricing sheet(attachment 8)the Navy has requested pricing for any Changes as a result of obsolescence or Engineering Change Proposals issued in accordance with FAR 52.243-1 Changes- Fixed-Price (AUG 1987). Can the Navy provide additional historical data as to the number and type of Engineering changes over the life of the current boat contract to able industry to more accurately price these line items?
The Engineering Change CLIN is currently an unpriced optional CLIN and request for proposals will be sent directly to the Offeror if a requirement is identified and will be negotiated at that time. Pricing is not required at this time.
10
IAW CLINS 1010, 2010,3010,4010,5010 of Section B of the Solicitation and stepladder pricing sheet(attachment 8)the Navy has requested pricing for PIO spares, will the Navy provide a PIO Spares list to allow the contractor to price these CLINS?
The PIO CLINs are currently unpriced optional CLINs and requirements will be determined and negotiated on an as needed basis. Note that Attachment 3 related to CLINs 1008,2009…5008 (11M RIB Spares) are priced CLINs and per section M, vendors are required to submit pricing for Vendor Recommended Spares in Attachment 3.
11
Volume II: Price Proposal- Factor 3 Price: The following items shall be completed and included in the Price Volume of the Offeror's Proposal. Standard Form 33 Blocks 12-18 and any amendment issued, beginning with Amendment 0004. We do not see an amendment 0004 posted on FBO only Amendment 0001. Is this a typo?
This was not a typo. All amendments prior to amendment 0004 were issued or created under the Draft RFP as either official amendments or system amendments. All mods issued to date related to the Draft and Official RFP have been posted to FBO.gov. Amendments pertaining to the Official RFP are to be signed and submitted with the Offeror’s proposal IAW Section L, beginning with Amendment 0004 which is the Official RFP.

Att_1_-11MRB_Mk4_Specification.docx, Sep 29, 2016, Page 72, Section 662-1 Seating - Aft Of Console (Crew and Passengers), Paragraph 1 states that the boat shall be equipped with Shockwave seating.
Question: Is the Government willing to accept proposals for other seat manufacturers that meet the same requirement? If not, can the Government please provide the J&A for only specifying one (1) seat supplier?
Where components or equipment are specified by brand name or manufacturer and model number, such identification is intended to be descriptive, not restrictive, and is intended to indicate the required characteristics of the product. Offeror's may propose alternative items provided they prove they meet the general requirements for determining the equivalence of alternate products in the Specification Section 042-5 and the specific requirements in the drawings and Specification Section 166.

From: Att_1_-11MRB_Mk4_Specification.docx, Sep 29, 2016, Page 72, Section 662-1 Seating - Aft Of Console (Crew and Passengers), Paragraph 1 states that the boat shall be equipped with Shockwave seating.
Question: Is there a reason for not allowing an “equivalent” proposal for seating?
Where components or equipment are specified by brand name or manufacturer and model number, such identification is intended to be descriptive, not restrictive, and is intended to indicate the required characteristics of the product. Offerors may propose alternative items that meet the criteria in the Specification Section 042-7

From: Att_1_-11MRB_Mk4_Specification.docx, Sep 29, 2016, Page 72, Section 662-1 Seating - Aft Of Console (Crew and Passengers)
Question: Is the Government concerned with or considering the level of shock mitigation performance the seats would provide? If so, will the Government be providing a specification for shock mitigation performance?
Where components or equipment are specified by brand name or manufacturer and model number, such identification is intended to be descriptive, not restrictive, and is intended to indicate the required characteristics of the product. Offeror's may propose alternative items provided they prove they meet the general requirements for determining the equivalence of alternate products in the Specification Section 042-5 and the specific requirements in the drawings and Specification Section 166.

RFP Package- Posted to FedBizOps 9/29/16- Section L pg. 113 of 123 (b)(2). Can you please advise if CPARs pages are included in the page limitation for Factor 2 Past Performance?
Note- CPARs does not need to be sent as the Government has access to CPARs. Per Section L, “For those references that are not entered into the Contract Performance Assessment Report System (CPARS) or the Past Performance Information Retrieval System- Statistical Reporting (PPIRS-SR), provide a copy(ies) of the Attachment 10 Past Peformance Questionnaire(s) to each reference the Offeror elects to use to demonstrate acceptability and quality of the work performed.”
16
I am looking for clarification on the requirement to respond to our Prime contractors for attachment 6, Identification of non-Commercial Data which is DFARS 252.227-7017.
This only applies to non-commercial items. We are providing 100% commercial items for this project. In this case, do you expect a response to DFARS 252.227-7017 from Cummins Inc?
Attachment 6 (Identification of Non-Commercial Data) and Attachment 7 (Identification of Commercial Data) should be completed only by the Offerors IAW Section L. Both attachments were included in the official RFP release on FBO.
20
Please revise Attachment 9 provided in the last RFQ. Once opened it shows Attachment 12 and only goes to 60 boats not 62.
Attachment 9 has been revised and is issued under Amendment 0006.
THE FOLLOWING QUESTIONS AND ANSWERS WERE ADDED ON OCT. 21, 2016
21
Att-1 Specifications- Posted to FedBizOps 9/29/16- 080-2 Pg 22 of 74. Will the awarded contract be modified once the requirement for Long Term Preservation is required in a specific delivery order, as the current Section B does not have designated CLINs for this work? Also, the current CDRL checklist for the TDP does not include the requirement for Reactivation Procedures, as needed.
Section B and Attachment 8 have been updated to include Optional CLIN 1012 “Long Term Preservation”. Per Attachment 1, section 080-2 “Re-activation instructions shall be included in the TDP and a hard copy secured to the helm of each preserved boat.”

Att-2 Drawing 5111325 General Notes. The General Notes #6 advises “Bed all longitudinal girders and transverse frames and bulkheads in constructive adhesive, as defined in the Specification”. In searching Attachment 1- Specifications, we could not find a reference to “constructive adhesive.” We did find references to “structural adhesive” which is 3M 5200, in Section 611. Can you please advise what “constructive adhesive” is required for bedding these areas?
“Construction Adhesive” is meant to be the same as “Structural Adhesive 3M 5200.” See Section 100-3 in the Specification.
23
Att-1 Specifications- Posted to FedBizOps 9/29/16- 100-2 Pg 40 of 74; Att-2 Drawing 511325 Sheet 1. The last paragraph of Specification Section 100-2 states “Polyvinyl Chloride (PVC) or polyurethane core shall be utilized for all cored structure”. Drawing 511325 Sheet 1- Hull Construction Arrangement and Details calls out Corecell A500 in the Hull Bottom and Corecell A500 and A600 in the Spray Rails. Both Corecell A500 and A600 are Styrene Acrylonitirile (SAN). SAN is not allowed per the specification. Does the drawing take precedence?
This is an omission in the Specification. SAN per the Contract Drawings is desired.

The Contract Drawing defines the FRP and Foam requirement as shown in the Lay-up Schedule. Based on this, the material selected by the Government will yield certain characteristics that will comply with Section 096 and Section 100. To simplify and create a good baseline for the boat construction and test data gathering, the FRP Fabric (weight densities), Core (density ranges and cell type), Resin (fire retardant?) and Gelcoat should be defined or a guideline created to ensure that the Builder is procuring the same materials as shown on the drawings.
- All cloth designations are from Vector Ply material nomenclature. As a result all physical properties of the laminate layers were collected from Vector Ply.
- All cores are called out by vendor name on both Contract Drawings 5111325 and 5111326.

The defined VCG for Standard, LPD-17 and EVBSS variant appears to be incorrect. The VCG for the LPD 17 variant is less than the Standard variant and the EVBSS variant. Our assessment shows that the VCG for the LPD should be higher in value since the lifting frame is located well above the deck line. Please clarify the VCG Values.
VCG's are provided as preliminary design estimates. VCG's will be verified by the Contract awardee with the required weight estimates in the Specification Section 096.
THE FOLLOWING QUESTIONS AND ANSWERS WERE ADDED ON OCT. 27, 2016
49
Is a detailed weight estimate required for this RFQ?
A detailed weight estimate is not required for proposals. Weight estimates and reports are required by the awarded Contractor per Specification Section 096.
52
Section 303-2 AC Breakers are to be Airpax 209 or equal. The award drawings do not align with the callout for Airpax 209 breakers. Navsea drawing #5111328, detail 158-B shows the type of breakers currently used on 11M boats (Carling AM series, or Airpax IUGN series). The Airpax 209 series breakers are not waterproof, and physically different. Which breakers are we to use for this RFQ?
The Specification has been updated under Amendment 0007 with the following: Specification Section 303-1 will apply to DC and AC breakers, Section 303-2 will be deleted.
54
As CLIN 1009AC for TDP-Updates is listed as a PIO item and is excluded from step ladder pricing is it required to be priced at time of submission?
This was an error in Attachment 8 and has been revised with Amendment 00008.
55
Standard Form 33. Please advise if this has been provided in the package and if not, where to locate it.
Section L, Volume II: Price Proposal, Factor 3: Price A. has been revised to replace Standard Form 33 with Standard Form 1449.
56
Amendment 4: Under Sept. 29, 2016, Solicitation 1. Is the Form 1449 meant to be amendment 4? It does not state it however; previous amendments are all Draft RFQ.
Yes, Amendment 0004 is the SF 1449 to be signed, as this was the Official RFP. In addition to the revision stated in the Answer for Question 55, Section L, Volume II: Price Proposal, Factor 3: Price A, has been revised with Amendment 00008 to state “…and any amendment issued, beginning with Amendment 0005” for clarification.
58
[Redacted to remove proprietary information] We have received the recent Amendment with updated Questions and Answers and revised submission date. We respectively request the Government to extend the submission date by two days to November 11th if any further amendments/questions are issued.
Per Amendment 0008, the proposal due date has been extended to 2:00 PM (EST) November 14th, 2016. Section L has also been revised to reflect this change.
59
We noticed that we are to supply 1 paper copy and 2 cd's. Is this correct? In the past we have had to submit 2 paper copies and CD's.
Yes, please provide proposals in accordance with Section L.
THE FOLLOWING QUESTIONS AND ANSWERS WERE ADDED ON NOVEMBER 3, 2016
50
In section L of the solicitation under Weight Control. Example weight reports shall include hull, deck, and final lightship weights and center of gravity for each reported boat. Is the center of gravity just for the final light ship or does the center of gravity also applies to the hull and deck?
At a minimum LCG’s shall be provided for lightship.
51
What is the reasoning behind the specification of government service rating for the 480 HP variant versus using the intermittent rating at 480 HP? Utilizing the Intermittent rating will allow an extra 1000 hours of operation per year while delivering the same horsepower albeit at a lower RPM, 3000 for the IS vs 3300 for the GS. Intermittent service also allows a more rigorous duty cycle, 2 hours WOT / 8 hours for IS, while GS allows 1 hour WOT / 8 hours of operation. Would the Navy please confirm what rating they require?
The duty ratings per the Specification are desired to maintain part/configuration commonality as much as possible between 380 hp and 480 hp variants. These boats do not have annual operation usage or operational profiles that would benefit from increased allowable annual operation hours or more time at wide open throttle. The engine ratings shall be as defined in the Specification.

DWG 5107858, section E-1 specifies aluminum cable tags and Section E-16 seems to counter this, allowing machine printed markings. Are we to use aluminum tags or shrink tubing with mechanically applied lettering acceptable for all labeling of multi-conductor cables and single conductors
Specification Section 042-5, Order of Precedence applies here for the inconsistency. Follow the Specification Section 304-3 for the requirements on cable tagging. Specification Section 304-3 states:
"All conductors shall be labeled at termination points using heat shrink tubing with mechanically applied lettering (exception: color coded engine and other OEM wire harnesses)."
