N00024-16-R-2215 DRAFT

11M RIB

Questions and Answers June 2, 2016

1. Question: Would consideration be given for another engine manufacturer if power and other requirements can be met?

Answer: Parts called out in the Specification have been chosen to reduce the overall Life Cycle Cost of the boat. Life cycle costs include commonality with existing maintenance planning and analysis, training (including Navy schools) and training support, supply support, technical documentation, and craft design integration. Major components also have undergone market survey analysis by the Navy to determine which product is specified. Offerors may propose alternative items that meet the criteria in the Specification Section 042-5.

2. Question: In accordance with Pre Solicitation Number N00024-16-R-2200, the government has stated the below; "The Government has invested substantial NRE into the 11m RIB design and as such, the Government will provide a Technical Design Package. Please see Section L of the Draft RFP for instructions on how to access the TDP." It is unclear in the Pre Solicitation when the TDP information can be requested, is it available now or will it be available only when the Solicitation is actually posted?

Answer: The Technical Data Package may be requested during the Pre Solicitation (draft RFP) and final RFP phase. All requests must be made in accordance with Section L, Item 19.

3. Question: [Per the pre solicitation] Hamilton HJ292 waterjets, as well as a Cummins diesel engine, was specified in the presolicitation for the (60) 11-meter RHIBs. [Will the government consider another water jet manufacturer if requirements can be met?]

4. Question: The Cabin version of the 11-meter Standard Navy RIB was not included in the models to be quoted and built. Does the Navy intend to issue a separate solicitation for the Cabin version boats at a later date?

Answer: The Navy does not have a requirement for the 11m RIB Cabin Variant at this time

5. Question: In looking through the TDP I do not see a layup schedule for the FRP hull. A layup schedule basically calls out how many layers of material shall be used, along with what type of resin. Is there a layup schedule available?

Answer: The layup schedule will be provided as part of the final RFP.

6. Question: Reference: Specification 11 METER RIGID INFLATABLE BOAT MK4- Section: 042-2 Definition : This Section has reference to several Contract Drawings, and Standards that form part of the Specification. We understand that we will need to formally request some items and invest on the other standards. Since the Solicitation did not define the required “Due Date” (Block 8, page 1 of the Draft Contract), what is the expected timeline for submitting the completed bid once all is approved – three months? Four months? It will take time to get possession of some of the standards since they will be purchase from overseas.

Answer: Information regarding a notional timeline for this procurement was posted via synopsis on FBO.gov. The proposal due date will be provided with the final RFP.

7. Question: Section: 070-1 Vessel Characteristics: What is the tolerance for the defined vessel characteristics defined? Also, will the prospective bidder be allowed to see, take pictures and conduct measurements to the actual vessel used for the specification write-up?

Answer: Tolerances will be defined in the final RFP. The table of offsets and CAD files will be provided to the awarded Contractor. Bidders will not be allowed to see, take pictures and/or conduct measurements to the actual vessel used for the specification write-up.

8. Question: Section: 084-4 Trailer: The specification defined the specific Boat Trailer manufacturer. There are other Trailer manufacturer (other than Boatmaster) that can comply with the specified requirements. Will the Government entertain Trailer Manufacturer other than Boatmaster? A company on the West Coast will have to be burdened by shipping cost of each trailer compared to a boat builder in the East Coast (or same State).

9. Question: Section: 166-1 Air Collar: The specification defined the specific Collar manufacturer for the boat. There are other collar manufacturer (other than Wing) that can comply with the specified requirements. Will the Government entertain US Collar Manufacturer other than Wing? A company on the East Coast will have to be burdened by shipping cost of each Collar compared to a boat builder in the West Coast (or same State).

11. Question: The draft RFP includes clause’s requiring scale weights for existing boats, as well as proof of construction of 6 similar boats. (Item 4 page 116) That requirement would disqualify any new competition. Will the government entertain any builders response if the company has not produced the 11M Rib specifically?

Answer: Section L states: "Offerors shall provide example scale weight reports for a minimum of six (6) hulls from a previous contract(s) (including Longitudinal Center of Gravity) of a similar size boat (11 meter +/- 4 meters) from the proposed production facility to show the weight variance between hulls is less than 2%." This allows data from boats ranging from 7 meters to 15 meters.

12. Question: We are requesting any available past award information for the 11m RIB boat such as previous award notices, suppliers, etc.

Answer: All publicly available information regarding this effort can be found on FBO.gov.

13. Question: Reference: Contract Drawing 11 METER RIGID INFLATABLE BOAT CENTER CONSOLE Section: 042-2 Definition: This Section has reference to several Contract Drawings, and Standards that form part of the Specification. In an initial review, we discovered several major discrepancies between the Contract Drawings and the Specifications.

1. In several drawings, the water jet depicted is DOEN water jet and the Specification (Section 247-1) specify the use of Hamilton Water Jet, Model HJ292. We understand that the Specification takes precedence over the Contract Drawing. Since the Shaft length is pre-defined, the engine location will need to change since the two water jets has different configuration. Hamilton jets is configured with more of its jet is about 60% inside the boat and the Doen Water jet is approximately 30%. This can affect the LCG / Performance of the boat.

2. The Contract Drawings defined the Lay-up Schedule which technically defines the thickness and strength of the laminate. Specification defines the use of Infusion Laminating Process as the means of constructing the hull assembly and deck (Section 078-1). FRP Materials defined on the Contract Drawings, is NOT suitable for Infusion Process. Also, changes to laminate schedule will certainly need major adjustments to accomplish certain structural components to fit properly – i.e., the two-point hoisting fittings.

3. As previously discussed, lay-up schedules are pre-defined by the Government. Is there a need for Section 100-1 since lay-up schedule, girder heights, transverse frames and bulkheads are ALL defined.

4a. The proposed approach is far more efficient than the one depicted in the Contract Drawing which will have some savings for the government in over-all cost of ownership. Will a built-in non-skid be acceptable in lieu of 3M Non-skid?

5. What is the allowed deviation to the Hull Offset and over-all hull design.

5a. Will the Government entertain a slightly different hull – deadrise will be slightly different but the width and length will be the same.

Answer:

1. The Contract Drawings and the Specification for the 11m RIB Mk4 only depict and specify Hamilton HJ292 waterjets. There are no references to DOEN waterjets.

2. The draft Contract Drawings and Specification for the 11m RIB Mk4 did not include any lamination schedules or FRP materials.

3. The layup schedule and materials will be provided as part of the Final RFP.

4. Per the Specification Section 630-4 Non-skid coating or texture is acceptable.

5. A Table of Offsets and allowable tolerances will be provided prior to the release in the final RFP.

5a. The Government will not accept alternative hull forms.

14. Question: Section: 042-2 Referenced Documents- Offeror requests the referenced documents.

Answer: Documents have been provided.

15. Question: Will the Navy release the Laminate schedule of the boat so that the materials required can be priced out. Due to the weight requirements, this will be necessary to achieve this requirement.

Answer: The laminate schedule will be provided with the final RFP.

16. Question: In an attempt to price out the tooling required to build the boats for this bid, we will need the AutoCad version of the drawings, “Hull Lines, Deck Lines and Offsets”. Will the Navy make these available to the vendors during the bidding process?

Answer: The Tables Of Offsets for the hull and deck, and the AutoCAD versions of the drawings will only be provided to the Contract awardee. The information provided in both the draft and final RFP is suitable for pricing the required tooling.

17. Question: In the drawing package downloaded we seem to be missing Sheet 5 of the Electrical Systems Drawings. Can you please check to see if this was an oversight or intentional and if so why.

Answer: The drawing package includes all sheets for electrical drawing (including sheet 5).
