32 N/A; SOW pg. 55 Section B, tems 0303 and

0304 and Items 0402 and

0404;

Att J-01, 3.6, lines 2230-

2238.

Items 0303 and 0304 are for the Long Lead Materials for Variant 1 and

Variant 2, respectively.

Items 0402 and 0404 are options where the Govt would buy two units each of Variant 1 and Variant 2, respectively.

SOW para 3.6 states that for CLIN 0303 and CL N 0304, the

“Contractor shall procure Production Long Lead Material (LLM) for one

(1) EASR production system listed in the Production Long Lead

Material List” (for First Unit Variant 1 and/or First Unit Variant 2)

The Government would achieve economies of scale by purchasing two shipsets of LLM if tems 0402 and/or 0404 were exercised.

Would the Government consider revising the LLM quantities in CLINs

0303 and 0304 to address the potential exercise of a 2 unit production quantity under CLINs 0402 and/or 0404?

We recommend creation of Item 0303AA for 1 Lot and tem 0303AB for 2 Lots for Variant 1.

We recommend creation of Item 0304AA for 1 Lot and tem 0304AB for 2 Lots for Variant 2.

The RFP represents the Government's requirements.

33 N/A Section B, tem 0406 Supplies/Services description states, “Travel in Support of tem No.

0409 Production Engineering Services” There is no tem No. 0409.

Item No. 0405 is for Production Engineering Services for EASR FY20

Production.

Please align tem No. 0406 with Item No. 0405. To be corrected in the RFP.

34 N/A Section B, tem 0707 Section B, Item 0707 states the CL N type is CPFF. Section B, under

“CONTRACT SUMMARY FOR PAYMENT OFFICE (COST/FIXED

PRICE) (FEB 1997)” states that tem 0707 is CPIF.

Please reconcile the discrepancy between the two conflicting CLIN types

The noted CLINS will be updated in the RFP.

35 N/A Section B and Attachment 4-

E

The hardware deliverable CL Ns in Section B, with the exception of

PIO Spares, specify FOB Destination. Attachment 4-E states that the shipping destination may be unilaterally changed by the Government at no change to CLIN pricing.

Request the FOB point for shipments be changed to FOB origin, particularly if the Inspection and Acceptance points for the option

Production CLINs are anticipated to be “Origin/Origin” by either delegation to DCMA or by IWS2 representatives.

To be corrected in the RFP.

36 N/A Section B, Note H Note H refers to CLINs 0411 and 0412. Schedule B does not include either of these CL NS; the last Option CL N in the series is CL N 0408.

Please clarify/define CL NS 0411 and 0412, or modify references in

Note H to align to the correct CL N(s).

The noted CLINS will be updated in the RFP.

37 N/A Att J-01 SOW Attachments J-05, J-07 thru J-14, and J16 thru J-20 are not referenced within the Statement of Work.

Should these attachments be specified within the Statement of Work?

If yes, please provide their correct titles and section(s) placement within the Statement of Work.

In the RFP, Attachments J-05, J-07 thru J-14, and

J-16 thru J-20 will be referenced in either the RFP document or the SOW as applicable.

38 N/A Att J-01 SOW The statement of work does not contain a reference to CDRL A011 or

CDRL A104.

Should there be CDRL A011 and CDRL A104? If yes, please provide the correct CDRL references and their placement within the SOW.

What timeframe should industry expect to receive responses for the questions submitted to the EASR DRFP in addition to the timeframe bridging the DRFP and Final RFP? As well, will the USN hold an

Industry Day for EASR where they will disclose the EASR acquisition timeline?

Please identify the timeframe for responses and if an Industry Day planned?

No Industry day is planed for EASR.

60 23 J-02 SRD/para. 3.2.3.3, EASR Draft SRD Line 642

The requirement for 20 days of continuous use, but with 4 'down' days for maintenance does not define when the 4 down days occur nor if the a single event of down time counts as a full day or percentage of a full day.

QUESTION: Please clarify when this 4 day period will occur, immediately after the 20 days of continuous use or within the 20 day period? Please clarify what constitutes a down day.

61 24 J-02 SRD/para. 3.2.3.4.3, EASR Draft SRD Line 685

The MBIT requirement to "detect and isolate faults to the first LRU in the call out list 98% of the time or better" seems to conflict with the requirement on line 722 that specifies "correctly identify the faulted

LRU 85% of the time and to the next higher assembly 98% of the time".

QUESTION: Can the Government confirm that the MBIT requirement on line 685 is to detect only (no isolation) and the requirement in section 3.2.3.5 specifies the isolation performance criteria?

A clarification will be provided in the RFP.

62 57 J-02 SRD/para. 3.3.14.1.1, EASR Draft SRD Line 1986

This requirement specifies that the Contractor shall develop and provide Logistics Product Data (LPD) (CDRL A108).

QUESTION: Can the Government clarify if the contractor is to develop and provide LPD data for the EMD only, or includes the optional production unit(s) in Section B.

Under CLIN 0001 LPD data is generated for the

EDM. Under the production CLINs, LPD data will be updated upon CLIN exercising.

67 46 SOW 3.1.5.15 It is not clear if the Government plans to procure spares based on a having a Repair and Engineering Services contract in place. Doing so would be more cost effective and allow valuable repair data to be collected by the Government and Contractor to support future estimates for repair cost, repair turn around time, required depot piece-part spares and future PBL contracts.

QUESTION: Can the Government include the following additional assumptions in 3.1.5.15:

d.) Repair Turn-Around Time (RTAT) of 60 days e.) For non-repairable items, spares to cover full two-year period of

Government testing following Contractor LBTS testing f.) Confidence Factor of 99% for Single Point Failures items and 80%

Confidence Factor for non-mission critical / redundant hardware.

g.) Assume 1% washout rate for mil-std parts and 2% washout for

COTS

h.) The model used to generate the spares list will be delivered with the Spares List (CDRL A110)?

Suggest the Government also permit the Contractor to use a dedicated

Spares Model other than the RAMSC Model to generate the spares list, as it is presumed the Government desires the RAMSC Model to be optimized for the production unit’s configurations, not EMD.

Disclosed within the SOW provided with the pre-solicitation notice, is the government's intent to leverage an existing radar system for EASR to minimize development and that ACRA\DAR is one example of a radar system that can be leveraged. Even though leveraging

ACRA/DAR into a solution for EASR is not a requirement for this solicitation, the USG states in the EASR SOW that "it may not meet all requirements for EASR"

Can the USG provide industry those EASR requirements in the existing ACRA/DAR radar system does not meet and any ACRA/DAR improvements and/or planned improvements in order for industry to better understand the maturity level of the ACAR/DAR radar system?

It is the responsibility of industry to determine the best solution for meeting the EASR requirements.

Available GFI on ACRA/DAR was released as
