DATE QUESTION NORFP REFERENCE/DISCUSSION (if necessary) QUESTION Government's Response

12/19/2014 33 TRD Appendix A provides both threshold requirements and objectives for ISM navigation performance. However, Solicitation Section M makes no mention of how proposals that approach, meet or exceed objective performance might be evaluated differently than proposals that meet only threshold requirements.

Will proposals that approach, meet or exceed objective performance be evaluated or scored differently than proposals that meet only threshold requirements other than as described in

Paragraph M.4?

Section M.4 will remain unchanged. In accordance with M.4 "the Government may be willing to pay a reasonable premium for a contract offering superior technical merit."

12/19/2014 36 CDRL A008 and A009, Software Test Plan and Software Test

Description, both require government approval.

Since A008 and A009 are due simultaneously with CDRL A010, Software

Test Report, is it the government’s intent that the contractor proceed with software testing prior to obtaining government approval on the test plan or test description?

CDRL A010 is due NLT 30 days after conclusion of software testing.

12/19/2014 37 All CDRLs except CDRL A007 list the Contract Line Item number as CLIN 0004. CDRL A007 list the applicable CLIN as TBD.

Under which CLIN should the CDRL expense be costed?

CDRL A007 is applicable to CLIN 0004.

12/19/2014 38 Block 12 of CDRL A007 indicates the first delivery of the

Software Version Description document is concurrent with the initial delivery the TDP (CDRL A016). Block 13 of CDRL A016 indicates that the initial (not draft) TDP is delivered 45 days prior to PCA.

Please verify that the Software Version

Description Document (CDRL A007) is due

45 days prior to PCA.

CDRL A016 states that the draft TDP reflecting the initial system configuration is due 45 prior to PDR. Submit A007 concurrently with A016 NLT 45 days prior to PDR.

12/19/2014 39 CDRL A014 is to be delivered 180 days prior to the end of the period of performance.

What is the anticipated period of performance for each of the Option CLINs?

12/19/2014 40 Block 12 of CDRL A011 Software Product Specification (SPS), A012 Computer Software Product document, A013 Firmware

Support Manual indicate their first delivery concurrent with the initial TDP delivery (CDRL A016). Block 13 of CDRL A016 indicates that the initial (not draft) TDP is delivered 45 days prior to PCA.

Please verify that initial delivery of CDRLs

A011, A012 and A013 are due 45 days prior to PCA.

A016 Initial Draft is due NLT 45 days prior to PDR. A011‐13 are due at the same time as the initial A016 submission.

12/19/2014 41 CDRL A019 mandates that technical report be submitted 5 days after the notification of a product recall, emergent change or obsolescence issue associated with a vendor component. The

Government will not have approved a preliminary design of an

EDM configuration until PDR and a pre‐production configuration until CDR.

Could the earliest submittal of CDRL A016 commence with CDR or does the

Government already have an assumed design that requires notification of an

EDM or pre‐EDM component issue?

The CDRL will be updated to state A019 is required after PDR.

12/19/2014 42 Section B, CLINs 3002 and 3003 refer to delivery of LRIP units. In Section B, should CLINs 3002 and 3003 refer to Production Units?

Yes, the RFP was revised 12/23/2014.

12/19/2014 43 CDRL A032 does not list the date of first submission. What is the date of first submission? The CDRL will be updated to state A032 first submission will be 30 DACA.

12/19/2014 44 Block 12 of CDRL A035 Progress Curve Report and A036

Contractor Business Data Report indicates the first delivery of this report is 180 days after the execution of option. CLIN 0006

CDR is the first optional event.

Is the first CDRL A035 and A036 deliverable 180 days after the authorization to commence CDR activity a correct interpretation of the RFP requirement?

Correct

12/19/2014 45 CDRL A041 is the As Built configuration list. The first delivery of this data item is 45 days prior to each TRR. Subsequent deliveries are 45 days prior to FCA. However, Block 13 also says a BOM will be delivered for each EDM. There is neither a TRR nor an FCA required for EDM configurations.

Should the EDM BOM delivery requirement be removed or the date of first delivery of A041 be amended?

A041 will be delivered per 3 separate events which are each TRR, each FCA, and upon EDM delivery and or refurbishment of an EDM.

12/19/2014 49 Clause HQ C‐2‐0026 indicates that, for this contract, “First

Article” is synonymous with the terms "preproduction model(s)". CLINs 1002 and 1003 contract deliverables are preproduction units (PPUs). Subparagraph (b) of this clause indicates that the first article will conform in every respect to the requirements of this contract. Subparagraph (c) of this clause indicates that the First Article shall not be part of the production quantity.

1. Please confirm that Contractor's will be required to build 2 additional PPUs

(surface and submarine) for First Article

Testing.

2. Does the Government intend re‐ accomplish testing of the environment requirements in which the contractor demonstrated during first article testing or utilize the contractor’s test data for the planned Government conducted EQT?

1) In accordance with Section B CLIN 1002 and 1003, the government needs four (4) surface PPUs and six (6) submarine PPUs. 2)

Offerors shall assume the Government intends to re‐accomplish testing of the environmental requirements for their proposal.

12/19/2014 50 Clause HQ C‐2‐0026 subparagraph (b) states that testing to demonstrate compliance will be at the Contractor's expense.

The RFP requirement that compliance testing of PPUs be accomplished on Contractor funds seems to violate Cost

Accounting Standards (CAS) 401, “Consistency in Estimating, Accumulating and Reporting Costs,” and 402, “Consistency in

Allocating Costs Incurred for the Same Purpose”

Please verify government intent and provide FAR or other citations that address the apparent violation.

Clause HQ C‐2‐0026 was removed from the solicitation 12/23/2014.

12/19/2014 51 The language in Clause HQ C‐2‐0026 is in conflict with FAR

52.209‐3 First Article Approval—Contractor Testing. Per FAR

52.209‐3, First article testing and approval ensures that the contractor can furnish a product that conforms to all contract requirements for acceptance. The Contractor must test the units specified in the contract and submit first article test reports. Prior to testing, the Contractor must notify the

Contracting Officer (CO) in writing of the time and location of testing to allow the Government to witness the test(s). By insertion of this clause, compliance testing of the PPU configurations is a contract direct charge.

Please clarify the Government's intent. Clause HQ C‐2‐0026 was removed from the solicitation 12/23/2014.

12/19/2014 52 Per FAR 52.209‐3 The requirement for first article test can be waived if identical or similar supplies have been previously furnished by the contractor to and accepted by the

Government.

Has the Government issued any such waivers for surface or submarine units which incorporate this RFP's requirements?

FAR 52.209‐3 was removed from the solicitation 12/23/2014.

12/19/2014 53 GFP list indicates NPM EDMs will be provided 60 days after contract award. CDRL A010, Software Test Report is to be delivered 45 days after award.

Is it the Government's intent that software testing is to be completed prior to

Contractor's receipt of GFP NPMs?
