RFP REFERENCE/DISCUSSION (if necessary) QUESTION Government Response:

12/5/2014 N Pg. 64 of 161, Para. 3.6.5

The instruction at 3.6.5 indicates that no INS‐R information may be developed, tested, fabricated or assembled by foreign nationals, facilities subcontractors, suppliers or vendors. Is this a firm preclusion or is it possible to use foreign designs and manufacture utilizing an approved export license from the U.S. Dept. of State, Office of

PM/DDTC? If it is possible to consider foreign designs as part of the soliciation response, is there a way transmit classified specification requirements Government to Government in order to meet the soliciation response deadlines? A prompt reply is respectfully requested because the Navy's response will dictate whether this is a bid or no‐bid decision for Kearfott.
