NAVAL SEA SYSTEMS COMMAND
N00024-15-R-4406
QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
97. Regarding 582-80-001, AFT Capstan Controller Modification; accomplish:
For DWG 320-8487287, Item 101, Enclosure Controller Receptacle, please provide manufacturer and part number.
ANSWER:
The Government will provide the Enclosure Controller Receptacle material as GFM.
98. Regarding 522-90-001, ShipAlt DDG51-80255, Replace Magazine Fire Detection System;
accomplish:
1. DWG 8634713, Sheet 20 requires the use of Reference 22 DWG 8100-2447-0064 to manufacture Modular Gage Boards but is not included in the Bid Package. Are the Modular Gage Boards of Reference 22 pre-existing or provided as GFM? If neither, then Reference 22 is required to prepare bid.
2. DWG 8634711, Sheet 12, Section 12-2C has a note stating, “STANCHION STOWAGE – FABRICATE IAW FH-ALL0-05 SHEETS 104C THRU 106B”; Plan 12-6A details ripout and relocate Stanchion Stowage PC 503. What is the purpose and requirement of the note in Section 12-2C?
1. The government provided reference drawing via CD/DVD on Feb 6, 2015.
2. Section 12-2C note: The requirement is to re-locate the stanchion stowage rack in accordance with the specification and applicable NAVSEA STD items, but not to replace the “STANCHIONS”.
99. Paragraph (a) of Clause HQ G-2-0009 (page 44 of solicitation) indicates that the contractor will “submit invoicing reflecting costs incurred during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours invoiced; as well as a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level.” This solicitation is FFP and the contractor would invoice for the negotiated “price”, not costs. Will this paragraph be removed as it does not apply to FFP billings?
Paragraph (a) of Clause HQ G-2-0009 is required per NAVSEA policy when the clause at DFARS 252.232-7006 is required. Its purpose is to ensure costs are properly billed and allocated to the appropriate TI, SLIN or CLIN level for payment purposes. This traceability applies regardless of contract type. For a fixed price contract, “costs incurred” would be the fixed price contract costs in the awarded contract.
100. Regarding 442-11-001, TR-232(B)/WQC 2A Low Frequency, AN/SQS-53C(V)1 Sonar
Paragraphs 3.3, 3.5 and 3.6 only refer to the testing of the Low Frequency transducer cable in
1.3.1. There is no direction to test the (7 ea) transducer Elements in paragraph 1.3.2.
Please confirm testing of the (7 ea ) transducer elements will be the subject of a change order.
The Government is in agreement. Changes made to work item in Errata Three.
101. Regarding 264-90-001, Fuel Oil Tank Group One, 2, 3, 4, 5 and 6.
This item lists a 4720, Ship Alteration Material Summary in 2.13, and kitted material is identified in 5.1. However, the 4720 provided does not show this ShipAlt listed in the document.
Please provide offerors a detailed list of material the Government will provide for this ShipAlt.
Please refer to REF. 2.2 sheet 7 of 7 for the list of GFM to be provided.
102. Regarding 541-80-001, ShipAlt DDG51-80246D F-76 Small Boat Refueling Station:
Paragraph 4.1 states reference 2.17 is a list of kitted materials for the accomplishment of ShipAlt DDG51-80246D. There is no reference 2.17, contractor assumes this should read 2.16, 4720.
The 4720 provided does not identify any GFM material, however drawing 8504532 identifies some GFM.
Is the Government going to provide the material marked on the drawing as GFM.
Please refer to REF. 2.2 sheet 17 of 17 for the list of GFM to be provided.
103. Regarding 623-21-001, Accommodation Ladder and Stowage; Replace. PAR. NO: 2.14
There seems to be some pages missing from this reference. The title page has microfilm index sheet 1 of 94, but it stops at microfilm index sheet 50 (sheet 31A):
• 2.14: 623-6595872 Rev P, Fab of Accommodation Ladder FTG & STWG
Will a copy of the complete drawing be furnished? Please advise.
Drawing (623-6595872 Rev. T) and corrected work item provided in Errata Three.
104. Regarding 624-11-001, Balanced Joiner Door; Remove, Store, Repair and Install; PAR.
NO: 2.2
There seems to be some duplicate pages (7B, 7D) as well as some missing pages (7G) from this reference:
• 2.2: 624-6597115 Rev N, Joiner Door & Service Window List-Zone 2
Please provide a complete drawing.
Drawing (624-6597115 Rev. R) and corrected work item provided in Errata Three.
105. Regarding 623-21-001, Accommodation Ladder and Stowage, PARA. NO: 1.2, 1.3, 3.1, 3.2, 5.1
The answer to question 34 is unsatisfactory in that it does not answer the main question. The answer refers the Contractor to Ref. 2.15 for clarification. Ref. 2.15 is the Test Memo and has nothing to do with the main question asked.
At this point of the bidding process the Contractor has no choice but to bid this item based on their rational interpretation.
Because the item requires the contractor to remove existing accommodation ladder and associated shell and deck fittings port and starboard (paragraph 3.1) but it requires the replacement of only one (1) ladder (provided as GFM in 5.1.), that is how we will estimate the cost for this item.
Please confirm that the Contractor is to remove existing ladders, port and starboard per para 3.1, and replace one (1) GFM ladder and assembly in accordance with 3.2, . . . . . as identified in 1.3.1 as Quantity (One ea.) LADDER ACCOMODATION FEATHERED TREAD, and associated equipment listed 1.3.2 thru 1.3.6 and 1.3.7 thru 1.3.25 for ONE ACCOMMODATION LADDER.
The government is in agreement. The work item is to remove two existing ladders and to replace one ladder that will be provided as GFM, as identified in 1.3, in accordance with paragraphs 3.1 through 3.9 and applicable NAVSEA STD items.
106. Regarding 411-90-001, 78511k ACB12 CIC Display Upgrade, PARA. NO: 2.42
WI 411-90-001 SHIPALT DDG51-78511k, AWS: ACB12/TI12 CIC Display Upgrade, Reference 2.42 “DDG MOD CRITICAL PATH EQUIPMENT Cable System to AIT and Test Requirement Turnover Schedule for DDG-57” is not included on the CD.
Please supply reference.
CD/DVD dated 6 Feb 2015 provided on 9 Feb 2015 contains the reference.
107. Regarding 633-11-001, Impressed Current Cathodic Protection System; inspect & repair, PAGE NO: 3.5 & 5.1
1) Paragraph 1.3.1 indicates (1) anode to be replaced and Paragraph 3.5 states to replace the equipment in 1.3. Para 3.1 identifies (1) ea. Anode, 8’ long. However, paragraph 5.1 indicates (2) anodes will be supplied as GFM.
Please verify and confirm the quantity of anodes to be installed.
2) Paragraph 3.6.4 directs contractors to submit a report listing results of the requirement of
3.13.1. There is no paragraph 3.13.1.
Please provide the correct paragraph.
1. The government is in agreement; replacement of the 8’ foot anode identified in 1.3 is the required quantity. The second anode (4’) supplied as GFM will be turned in to the government property administrator when directed by the Supervisor.
2. Changes made in Errata Three.
108. Regarding 655-80-001, SA 79196D Self Service Laundry Transition, PARA. NO: Ref. 2.19 & 5.1
The 4720 listed in para 2.19 does not identify GFM material, however the drawings for this item identify GFM.
Please confirm the Government will provide all material listed on the drawing as GFM.
Please refer to CD/DVD of 6 Feb, reference document (in MISC folder) 4720-DDG-57-FY15- A11. The reference document contains GFM listing for S/A 79196.
109. Please provide address where the proposal hard copies are to be delivered.
See Amendment #2.
110. Regarding 582-80-001, ShipAlt DDG51-76564D, AFT Capstan Controller, Modification, accomplish; PARA NO: 5.3
Regarding item 582-80-001, para. 5.3 refers to kitted materials. Ref 2.7 4720-DDG57-FY15 Ship Alteration Material Summary (4720/3) does not have any materials listed for this ShipAlt.
Ref 2.2 dwg 8487287 lists all material as IAF. From this list, my vendors state there is not enough information to quote pc # 101, enclosure controller receptacle.
Ref 2.3, LAR 76564/DDG78/1136263 Revise Remote Controller Connector, on the other hand, lists material as GFM for this ship.
Questions:
Are there any kitted materials for this item? If so what are they? If pc 101 on reference 2.2 is not kitted material, please provide more information to identify the correct enclosure. Is the material in ref 2.3 GFM?
Yes- there is kitted material for this work item.
The kitted material is the Enclosure Controller Receptacle and will be provided as GFM.
111. Solicitation for USS MITSCHER ESRA(d) was received on Friday January 16th.
Immediately upon receipt, specifications and drawings were requested, and the CD containing this information was received on Tuesday January 20th. Review of same began upon distribution, and the process of requesting clarification and missing information dates back to January 21, 2015. To date, the Contractor has more than 30 unanswered questions, making it impossible to finalize the preparation of our price proposal.
Please consider an extension to the bid date of at least three (3) weeks, to 3/16/15, to allow the Contractor ample time to receive, process, and incorporate the upcoming Government furnished information and ensure submittal of an accurate price proposal that is most advantageous to the Government.
See Amendment 4.
112. Regarding 582-80-001, ShipAlt DDG51-76564D, AFT Capstan Controller Modification;
accomplish, PARA NO. 2.2

Information was provided via the following means:

-Information uploaded to the AMRDEC Safe Access File Exchange website on 13 Feb 2015.
116. Regarding RFP, Section E, Inspection and Acceptance, Correction of Defects, Amendment 0002, Page 36/93
Based on a previous answer to bidder question 23 (issued with Amendment 0001), Amendment 0002 should have removed clause HQ E-2-0002. Government is reminded of the need to remove same from conformed solicitation.
HQ E-2-0002 was removed in Amendment 0001.
117. Regarding RFP, Specifications and Associated Reference Documentation, RFP, Specifications and Associated Reference Documentation, Amendment 0002, PAGE NO: 24/35
RFP-RFQ_Q_AND_A_-46-90.pdf, released 10-February-2015, indicated that Section L would be revised to state that all reference requests should be forwarded directly to Brian Kimm and LT Danilo Meulener, who would coordinate retrieval with technical resources. The Government is advised that Amendment 0002 provided a revision to Section L, but this particular change was not affected.
Amendment 0003 reflected the appropriate change in Section L.
118. The updated CD/DVD from Amendment 0001 was received on Feb 9th, 10 days after the Amendment 0001 answers to bidder questions were provided. The CD contained some Amendment 0001 answers and references, but it also contained, to the contractor’s surprise, two new Work Items (980-90-011/unmarked) and (980-11-018/marked Addendum No. 2) that had not yet been announce by an amendment or a Q&A document. The Q&A document arrived one day later, leaving contractors to spend unreasonable additional time comparing the two packages and assessing impacts. It should be noted that it is still unclear whether 980-90-011 is a new item because (a) it was not marked “Addendum”, and (b) it was not mentioned in the Round Two Q&A’s.
- Government provided the Addendum/Errata packages that we intended offerors to review & bid on in PDFs provided directly to interested offerors.
- Government also provided DVDs to offerors that contained references contained in the specifications. We have provided 2 DVDs over the course of the solicitation. The first contained the original work package (and references). The second provided contained the original work package, Addendum 1 & 2, and Errata 1 & 2.
- The specifications provided on the DVD match the specifications provided in PDF form in content. However, the 2nd DVD provided Addendum 2 one day before the official PDF was sent out. The DVD version was labelled with Addendum items in green and Errata items in red. The DVD version mistakenly did not label Addendum item 980-90-011 in green. However, this item was clearly marked as an Addendum item in the PDF.
119. Regarding Solicitation– Questions and Answers
The Government has provided two sets of Questions and Answers for the USS MITSCHER, and it appears that there might be some confusion with respect to the importance of this process.
NAVSEA states: “The following answers are to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.”
This broad statement is not consistent with FAR 15.206(a) which requires the Government to amend the solicitation whenever it changes the requirements of or the terms and conditions of the solicitation. Thus any question that request clarification of the content of the solicitation has the potential to change its terms and conditions and/or requirements. The questions posed by the Contractor and the answers provided by the Government are material in effect to the precise scope of work and resultant prices offered.
The Contractor must be able to rely on the content of the Solicitation in order to formulate its proposal to the Government. To the extent that the Government will not stand behind its answers to the questions raised by Contractors, then the Contractor remains without clear definition of the terms, conditions and requirements of the Solicitation. Failure to incorporate answers to Contractor Requests for Information into the solicitation will result in a degradation of the integrity of the Solicitation; limit the efficient performance of the resultant Contract and likely result in higher pricing for the requirements sought and/or post-performance requests for equitable adjustment/claims.
The current position of the Government is also in conflict with FAR 15.201(c) which calls for the Contracting Officer to resolve concerns regarding the . . . terms and conditions . . . the requirement[s] . . . and, any other industry concerns or questions.
Failure of the Government to provide information which the Contractor can rely upon in the face of a Request for Information for this Solicitation is not in the best interests of either the Government or the Contractor and not consistent with the responsibilities listed in FAR 1.602-2.
The Contractor respectfully requests that the Government continues its established practice of amending the solicitation to include all Contractor Requests for Information and the Government’s responsive answerers.
ANSWER:
Changes made to the solicitation via Amendments, Addendums, and Erratas are contractually binding. It is the government’s intent to incorporate any necessary changes to the solicitation, when applicable, as a result of bidders’ questions.
120. Can you confirm that milestone dates (J-6 on page 14 and 15 of Solicitation) have not changed?
Milestones dates listed on J-6 have not changed.
121. Regarding Proposal Due Date; Justification of Extension Request
Due to the fact that contractors were provided several essential references, including critical scheduling documents and new and corrective work items, as much as 25 days after RFP release date, contractor is experiencing unnecessary “churn” in the proposal process. Several bidder questions remain unanswered, and duplicative work has been caused for both prime and subcontractors. Moreover, we are submitting more bidder questions today, which cannot be overlooked. While we do acknowledge the extension provided with Amendment 0002, in the interest of accuracy and fair competition, this contractor believes that more time is required on the part of both the Government and the offerors to successfully close the proposal submission process. Accordingly, it is requested that the proposal due date be extended from 6 March 2015 at 1000 to 31 March 2015 at 1300.
See Amendment 4.
16 March 2015 at 1000 EST.
No further requests to extend the proposal due date will be considered.
File details come from the government source that posted it. Updated .
