There is no page limit associated with this documentation.
Factor 2 – Corporate Experience: The objective of this factor is to gauge the offeror’s experience with projects similar to the current solicitation. Offerors shall complete the Corporate Experience Data Sheet, (Attachment S-3), provided with this solicitation for a minimum of two (2) and a maximum of five (5) projects/contracts. If additional space is needed, offerors may provide additional pages. The total number of pages submitted for Corporate
Experience information shall not exceed ten (10) sides/pages. The Contractor shall provide this documentation for contracts/projects demonstrating relevant experience as a Prime contractor. In determining the relevancy of the data, the Government will give greater consideration to contracts executing the same or similar type and complexity of work required by the solicitation. For purposes of this solicitation, the Government considers an offeror’s Corporate
Experience relating to the following types of projects/contracts to be relevant given the type of effort involved in this solicitation:
(a) Performance as a prime contractor of dry-docking availabilities similar in complexity and magnitude as the proposed USS MITSCHER dry-docking availability on commissioned US Navy Combat Vessels similar in complexity and composition as a DDG-51 class ship. For this solicitation and evaluation purposes, the
Government considers dry-docking availabilities of approximately six (6) months in duration and 75,000 man-days in magnitude using the same or similar personnel, processes and equipment the offeror is proposing to use to meet the solicitation requirements to be relevant.

Projects shall have been completed or be substantially complete within the past three (3) years. Each contract/project must be considered relevant based on its own features rather than demonstrating relevant experience as a combination of projects. Offerors are advised that the Corporate Experience Factor is "prime contractor" specific. Newly formed joint ventures may propose contracts/projects by the separate members of the joint venture as prime contractors. An offeror may not use the corporate experience of an affiliated "prime contractor" to meet the
Corporate Experience Factor requirements. Corporate Experience must be from work completed in the same homeport as the Offeror is proposing to complete work in for the USS MITSCHER (DDG 57) ESRA(d) to be considered relevant
Factor 3 – Past Performance: No additional submittals are required for Past Performance in the Proposal submission**. Offerors may submit awards, letters of recommendation or other documentation related to relevant work completed or substantially complete within the last four years (since February 2009). There is no page limit associated with this documentation. The Government may contact references provided on the Corporate Experience
Data Sheets to validate information received from clients. Thus, offerors shall ensure contact information is complete and accurate.
**Offerors shall provide clients with the Past Performance Questionnaire (Attachment S-4) included in this solicitation and direct them to email the completed questionnaire to brian.kimm@navy.mil and douglas.m.quinn@navy.mil no later than 23 February 2015.

MITSCHER (DDG 57) FY15 ESRA(d). The offeror shall provide both electronic and paper format (report does not require incorporation of production (I-Level) or Organizational (Ship’s Force) schedules). The electronic version of the schedule and associated reports shall be fully traceable and be compatible with Microsoft Project 2007 and
Adobe Acrobat Reader. The hard copy of the Gantt charts shall be provided on 11” X 17” paper.
a. Prepare a Production Schedule for each Work Item, including milestones identified under Section F –
Deliveries or Performance. The Production Schedule shall list:
i. Schedule each Work Item to the activity level listing the start and completion dates for each activity. Each activity shall be displayed to reflect its relevancy to the applicable key events and milestones. Assign each activity in the Production Schedule a short title to describe the nature of the activity, system and equipment or machinery involved. Integrate known
Alteration Installation Team (AIT), Ship's Force, Commercial Industrial Services (CIS), and
Fleet Maintenance Activity (FMA) work. Each activity shall be scheduled by location, system and integrated into the schedule for each activity.
ii. The latest allowable receipt date for contractor and government furnished material to maintain schedule.
iii. Scheduled key events/milestones.
iv. Critical path and controlling Work Items.
v. Scheduled start and completion dates of tests.
b. Incorporate the requirements of paragraph a., above, into a time-oriented work package in Gantt chart format that displays critical path Work Items and controlling Work Items, key events, milestones, and
Work Items that interrelate with critical path and controlling Work Items. Display critical path and controlling Work Items at the activity level.
c. Provide manpower management information. Develop a total manpower loading curve showing proposed manning throughout the contract period calculated in men per day. The curve shall indicate that portion of the total that is subcontractor provided. Develop individual key trade manpower curves showing proposed manning by trade throughout the contract period in men per day. The curves shall indicate that portion of the total that is subcontractor provided.
d. Provide a letter signed by the offeror affirming that the offeror has the manpower resources, by trade, available to complete the requirements of the availability in accordance with the offeror’s resource loaded schedule.
