See #1 Answer.
4. Regarding ITEM NO: 512-90-001, ShipAlt DDG51-74012K
Para 3.1 tells contractor to accomplish requirements of selected reference drawings that include electrical modifications, however the notes in para 4. inform the contractor that the AIT is to accomplish all ripout, installation, termination and test of electrical cable (signal, data, and fiber) and is excluded from the requirements of this work item. The notes go on to say that the AIT contractor will be accomplishing the electrical modifications.
Please confirm that the AIT contractor will accomplish all electrical modifications required by this item, and that offerors are not required to price any electrical requirements in this work item including but not limited to those electrical requirements found in the referenced drawings.
KTR will be responsible for pricing electrical work as per references stipulated in Work Item to include interferences in accordance with NAVSEA STD Items. KTR to utilize Ref. 2.12 to 2.17 for clarification.

9. Regarding ITEM NO: 456-90-002, ShipAlt DDG51-77615K
There are two different requirements stated in 3.1.7 and 3.1.7.1 for ventilation preservation. One is for a near white blast and the other is for power tool cleaning. Furthermore, there is nothing listed in the 4720 kitted material identifying ventilation materials. As written, these paragraphs cannot be priced.
Please clarify and identify exactly what the Government wants painted along with the desired
Table and Line item from 009-32.
KTR to refer to REF 2.11 of Work Item. Ventilation material is to be preserved in accordance with 009-32, Table 3 Column A, B, and D Line 25.

13. The top of the SF-33 (effectively first page of solicitation) indicates Page 1 of 96 Pages. The solicitation was released with only 93 pages. Please clarify to assure there are no missing pages.
ANSWER: No pages are missing from the solicitation. The disparity in page numbers is due to the contract writing system minimizing spacing before some Sections.
14. Is the Government’s intent with Attachment J-5 to have the Offeror price the man-hours and materials that are listed in the Government-provided form as potential for “Additional
Government Requirements”? Is the Offeror correct in assuming that the man-hours and material dollars are to remain as entered by the Government for level evaluation purposes (i.e., 105,063, 26,266, 14,592 and $2,224,938, respectively)? Lastly, if J-5 is to be evaluated, should it be assigned a CLIN, or are we just supposed to enter the totals in the table provided on page 8 of 93 for information purposes, and forego including it in our overall price?
It is the Government’s intent that the Offeror provide Ship Repair Labor Rates and a Material
Mark Up Rate to price the man-hours and materials that are listed in the government-provided form, Attachment J-5.
The Offeror is correct in assuming that the man-hours and material dollars are to remain as entered by the Government for level evaluation purposes.
Offerors are to enter the rates into the table included in the clause entitled “SCHEDULE OF
PRICES / RATES: SHIP REPAIR LABOR RATE (FULLY BURDENED)“ in Section B. As described in Section L “The Trade and Material Burden Rates spreadsheet (J-5) must match the rates provided in the Section B clause entitled “SCHEDULE OF PRICES / RATES: SHIP
REPAIR LABOR RATE (FULLY BURDENED)”. If there is a discrepancy between the two, the
Section B clause rates shall govern.” Offerors should not include the evaluated price for the rates in their overall price. The Government will calculate Total evaluated price in accordance with the description included in Section M, Factor 5: Price.
15. The solicitation defines a minor delay as eight hours or less. On a firm fixed price contract, considering the discipline required of all parties to avoid schedule slippage, will the Government consider re-defining a minor delay as four hours or less?
ANSWER: The Government does not intend to redefine the definition of minor delays as listed in the solicitation.
16. Will the Government consider making the USS Gonzalez or another in-port Flight I DDG available for ship check the week of 26 January vice 2-6 February?
ANSWER: The USS GONZALEZ is only available from 2-6 February.
17. With a camera pass, will contractors be permitted to take photographs during ship checks?
Ship CO prior approval for camera passes is required. Please fill out the attached form for submission to MARMC Security office.
18. Regarding 042-11-002 and RFP page 15 of 93 (table).
Since this work item is an item to be priced specifically for a DDG based at Naval Station
Norfolk and scheduled to berthed in Contractor’s plant for the duration of the availability, it is requested that, at a minimum, all references to Joint Expeditionary Base (JEB) Little Creek – Fort
Story be removed from this work item.
042-11-002 is a Class Standard Work Item template written to address all ships homeported in
Norfolk. DDGs are typically berthed at Naval Station Norfolk. KTRs are to price the requirements of the Work Item as written.
19. There is no mention of the Work Completion Certification and Integrated Total Ship Testing programs (NSI 009-67) in the solicitation or work specifications. Should the 042-67 and 894-XX work items be included in the work package, or is it the Government’s intent that Offerors price work completion certification and integrated total ship testing in each work item? Please clarify.
Local Work Template 042-67 will be included in the upcoming addendum. NAVSEA Standard
Item 009-67 is Category I in accordance with the solicitation is applicable without further reference.
20. There are several references in the solicitation to the requirement to price and document the offeror’s ability to support the requirements of NSI 009-72. It is not clear why this would not be referenced in a work item within NSSARM-501-15. It is also not clear why, as the solicitation states on page 92 of 93, “the price to support 009-72 shall not be included in total price.” Please clarify.
NAVSEA Standard Item 009-72 is Category I and in accordance with the solicitation is applicable without further reference.
21. The solicitation specifies that the contractor shall use NMDr for the submission of Condition
Found Reports (CFRs) throughout the administration of the anticipated contract. Will the contractor be expected to submit price estimates with CFRs? If so, at what level (e.g., Class “C”, “F”, etc.)?
Pricing CFRs is not required in accordance with the solicitation. The KTR shall price RCCs for submission to the ACO in accordance with the terms stipulated in the solicitation.
22. The solicitation refers to CLIN 0003 as “Prorated Work Items”. Is the contractor expected to allocate or prorate these work items in any way, or is this simply for government use only?
Please advise.
This is for Government use only.
23. This clause (HQ E-2-0002) appears in conflict with references to contractor warranties, and in fact appears to be holdover language from cost-type solicitation templates. Please explain its intent or remove.
This clause will be removed in the upcoming amendment.
24. The solicitation specifies $32,675 per calendar day of delay. Is there a cap on liquidated damages?
No.
25. Regarding offerors’ prime contractor experience at accomplishing “drydocking availabilities in similar complexity and magnitude as the proposed USS MITSCHER dry-docking availability on US Navy Combat Vessels similar in complexity and composition as a DDG-51 class ship”, this Offeror considers CGs, CVNs, LSDs, LPDs, LHAs, and LHDs, as well as DDGs, to be “US
Navy Combat Vessels”, and dependent on the duration, scope and magnitude of the availability to be relevant corporate experience as defined in the solicitation. Does the Contracting Officer concur with this interpretation of the Factor 2 evaluation criterion? If not, please clarify.
Yes, the Government concurs that CGs, CVNs, LSDs, LPDs, LHAs, LHDs, and DDGs, are US
Navy Combat Vessels similar in complexity and composition as a DDG-51 class ship.
26. Regarding 123-11-007, Eng. RM #2 Stack Structure; repair and preserve:
Does the Government intend on adding additional requirement paragraphs?
Para. 3.5 states to preserve the areas repaired in 3.1 through 3.7. Para. 3.5 is the last Para. before
Para. 4. Should the paragraph 3.5 requirement read “3.1 through 3.4”?
The Government is in agreement; corrections will be made to state “Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 17, Columns A through E, for surface preparation and preservation of areas repaired in 3.1 through 3.4”.
27. Regarding 123-11-009, Fuel Oil Tank; repair:
Is it the Government’s intent to accomplish the fuel receiving tank 5-78-1-F under this item (123-
11-009) or in item 123-11-001? The steel plate repair is covered under 123-11-001, Para. 3.3.
Please price the requirements in both Work Items.
28. Regarding 123-11-005, Machinery Room Structural Repair; accomplish:
Referencing the work item paragraphs listed below, what 009-32 Table is to be used?
Para. 3.3.6 and 3.3.7 have no 009-32 Table (just line 9)
Para. 3.5 (pp 2) has no 009-32 table and line for the 40 ft of replaced plate.*
Para. 3.6.5 and 3.6.6 (pp 3) have no 009- 32 Table (just line 9)
Para. 3.8 (pp 3) has no 009-32 table and line for the 25 ft of replaced plate.*

**3.8.5 Accomplish the requirements of 009-32 of 2.1, including Table 3, Line 11, for surface preparation of deteriorated bilge surfaces located in 1.2.3.
29. Regarding 512-90-001, ShipAlt DDG51-74012K.
Para 3.3 states to accomplish the requirements of 009-09 for the removal/installation and chemical cleaning of cooling coils.
The specification doesn’t identify any cooling coils – please clarify.
Please review Ref. 2.5 and 2.10 of the Work Item.
31. Factor 4 – Resource Capacity calls for “both electronic and paper format” and “hard copy” submission of schedules and GANTT charts in the Non-price proposal. Elsewhere in the RFP, the Government has specified that proposals should be submitted via e-mail. Please clarify.
ANSWER: The Offeror shall submit their proposals in both electronic and paper format.
32. The RFP states that bidder questions are due to the Government by 9 February 2015 at
11:00am. The USS Gonzalez is available for ship check 2-6 February. Absent an acceleration of the ship check availability dates, this date may not allow enough time for submission of all bidder questions that may arise out of the ship check. It is suggested that the deadline for bidder questions be moved to 10 February 2015 at 3:00pm.
ANSWER: Yes. Please see the upcoming amendment.
33. WNY delivery instructions for HQ L-2-0013 appear to be inconsistent with Page 74 proposal submittal instructions. Please clarify.
ANSWER: HQ L-2-0013 is valid. Refer to the upcoming Amendment which will reference one original and 4 copies within Section L.
34. Regarding 623-21-001, Accommodation Ladder and stowage:
This item identifies (one ea.) accommodation ladder and assemblies in 1.3. Para 3.1 states to remove existing accommodation ladder and associated shell and deck fittings, port and starboard.
Para 3.2 states to install accommodation ladder assemblies identified in 1.3.1 thru 1.3.6 (only states 1 ea). In addition, the Government is supplying one accommodation ladder and associated equipment. It is unknown whether we are to locate the new ladder and associated equipment on port or stbd side, and there is no requirement to replace the second ladder that has been removed.
To further confuse matters there is direction to test the ladder in both locations (1.2.1 & 1.2.2)
As written this item is impossible to price – please clarify.
Please review Ref. 2.15 for clarification.
35. Regarding 150-11-002, Water Bar Coaming and Deck; repair and preserve:
Para. 3.9 gives the option of Table 2, Lines 12, 13, or 14, Columns B,C and E. Table 2, Line 12, Column E of 009-32 is traditional COMP G liquid non-skid coating. Table 2, Line 13 and 14, Column E of 009-32 are peel and stick non-skid sheets. What type of non-skid does the customer want on these decks? This makes a difference in the QA Test and Inspection tickets on the T&I
Plan.
In accordance with the NAVSEA Standard Item 099-32 either is technically acceptable.
36. Regarding 631-31-001 OPTION Item, Underwater Hull Preservation; accomplish:
Para. 3.4 states “Accomplish the requirements of 009-32 of 2.1, including Table One, Line 7, for new capastic dielectric shielding.” Para. 1.2 does not provide any information about the dielectric shields (e.g., locations, quantity). Please provide the quantity, locations and any other relevant information.
The upcoming Errata will descope this Work Item to:” Accomplish the requirements of 009-32 of
2.1, including Table One, Line 4, Line 7 and Line 8 for 2000 sq ft. of surfaces listed in 1.2 as directed by the Supervisor”.
37. Regarding 655-80-001, ShipAlt DDG-51-79196D, Self Service Laundry Transition;
Accomplish:
The RLAR 1126958 file provided as paragraph 2.6 reference incorrectly contains only documents and drawings for RLAR 1135023. Please provide a replacement PDF file for RLAR 1126958
(attachment provided as evidence).
RLAR 1126958 and the contents therein is applicable to the USS MITSCHER (DDG57).
38. Regarding 992-12-002, Hurricane Preparation:
This item directs offerors to accomplish all required preparations to secure the ship for adverse weather……….Then in para 4.1 it states the specific tasking to come via email directly from
MARMC Project Manager.
This item is impossible to price as written, as there is no specific requirement to price.
Recommend adding a LOE to the item so all offerors are pricing the same requirements.
Direction to the KTR and pricing will be the subject of an RCC to be negotiated by the ACO, when the MARMC Heavy Weather Coordinator determines that a hurricane event is imminent.
39. Regarding SI 009-28, FY15 CHG-1 Standard Items:
USS MITSCHER ESRA(d) Solicitation invokes NAVSEA FY15 CHG 1 Standard Items. A meeting was held on 03 December with a representative from CNRMC NMRO/Safety whereas the below written answer was given to the contractor as an interpretation by CNRMC. Will the below written answer be considered to be the official approach taken by the NSA during USS
Mitscher’s CNO availability?
009-28
3.2.1 Doorways: Limit temporary services to the top most 8 inches of the opening. The vertical height of the door, with services run, shall be no less than 50 inches.
CNRMC Answer:
For surface ships with 3 or less accesses to equipment spaces at least one access shall be unobstructed for use as an escape route. Equipment spaces with four or more accesses, two accesses shall be unobstructed for use as an escape route. The requirements of paragraph 3.2 in 009-28 only apply to those doors or hatches designated for personnel egress and/or casualty responder access. They do not apply to the other non-designated hatches or doors. You may use non designated hatches or doors to route temporary services.
For doorways or hatches that are designated for personnel egress and/or casualty responder access, temporary services shall be limited to the topmost 8 inches of the opening. The vertical height of the door, with services run, shall be no less than 50 inches unless the doorway has been
"secured" specifically for temporary services. Service lines normally depressurized may remain in designated doorways if their resultant pressurized configuration does not violate the 50 inch minimum clearance requirement. In the event that designed designated doorway opening is less than 58 inches, the SUPERVISOR (with concurrence from the FSC) must evaluate the doorway to determine if the temporary services would impede access of personnel during firefighting operations. If the doorway would not allow uninhibited access of a hose team wearing SCBAs then temporary services should be routed thought another doorway or the doorway must be designated for use as a temporary service access. The time temporary services are run through a doorway with a designed doorway opening of less than 58 inches should be minimized.
All Category I NAVSEA Standard item shall be invoked as written, without further reference.
40. Regarding 113-11-001, Bilge Drain Well; repair and preserve:
In paragraph 3.5.1, is the requirement to install “…new a total of 30 square feet…” in total for the work item, or 30 square feet per drain well. Please clarify.
Replacement shall be a total of 30 sq. ft. of 0.5 inch carbon steel plate, conforming to MIL-S-
22698 DH-36 as designated by the Supervisor.
41. Repair 123-11-001, Fuel Oil Tank, Group One, 2, 3, 4, 5, and 6; repair and preserve:
In paragraph 3.3, is the requirement to repair 200 square feet in total, or 200 square feet each in deck, shell, and bulkhead (600 total)? Please clarify.
Replacement shall be a total of 200 sq. ft. as designated by the Supervisor.
42. Regarding 123-11-002, Contaminated Oil and Waste Water Tanks; inspect, repair and preserve:
In paragraph 3.4, to which tank does the 10" hole in the tank plating refer?
Please refer to Section 1.2 (1.2.2).
43. Regarding 631-11-002, Machinery Space Bilge; repair and preserve:
For bidding purposes, how many square feet of bilge surfaces apply in paragraph 3.4?
For bidding purposes refer to Sections 1.3 and 2.2 (3,400 sq. ft.).
44. Regarding 468-90-001, ShipAlt DDG51-78391K, AN/SQQ-89A(v)15:
Para 4.7 states that this ALT is dependent upon prior or concurrent installation of ShipAlts: 79256
AN-USG-2B, 77052K IVCS, 76869K 1MC, 76829K SPA25 and 78819K GWS. Contractor does not have these ALTs in the list of NSSARM-501-15 work items and has no way of knowing if these ALTs have been accomplished. Request clarification as to if these ALTs have been accomplished.
A Government activity will be accomplishing this work during the contract period.
45. Under this anticipated contract, who will be tasked with writing Requests for Contract
Changes (RCCs), the Contractor or the Government?
ANSWER: The Government will write all RCCs.
File details come from the government source that posted it. Updated .
