NAVAL SEA SYSTEMS COMMAND

N00024-15-R-4406

QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

122. Regarding Form J-6, Milestones; Port/Dry-dock Scheduling Conflicts The solicitation’s Form J-6 indicates that the USS MITSCHER’s scheduled dry-docking period is 7/13/15 – 12/3/15. These dates conflict with at least two other planned CG/DDG dockings in the Norfolk homeport. To facilitate full and open competition, will the Navy work with prime contractors to re-schedule conflicting availabilities, or allow a shift of conflicting ships between shipyards dependent on who is awarded the MITSCHER ESRA(d)? Without such assurance, it is unlikely that the Navy will achieve maximum single ship competition, an important goal that Navy leadership has expressed as part of its post-MSMO contracting strategy.

ANSWER:

The Navy encourages potential offerors to share limited dry-dock resources with each other, via teaming or subcontracting arrangements, to maximize competition.

123. Regarding RFP, Attachment J-4 and Section C/CLIN Descriptions, RFP, Attachment J-4 and Section C/CLIN Descriptions Amendment 0002 provided new CLIN descriptions (page 9- 13), but they do not reflect all work item additions and deletions since RFP release. Will the Government please provide an updated, cumulative Attachment J-4? Also, will the Government please update Section C, Statement of Work, to reflect the updated entire work item list, by CLIN, to ensure accurate and consistent CLIN pricing?

See Amendment 6.

124. Regarding Section L, PROPOSAL, PROPOSAL CONTENT

Does the Government require submission of a “model contract” (i.e., the conformed solicitation) as part of the price proposal?

ANSWER:

Per Section L, there is no contractual requirement for bidders to submit a conformed solicitation as part of the price proposal.

Sections of the solicitation that are not being filled out or signed are not required to be included in the price proposal.

125. Regarding 150-11-001, 04, 05, 06 Level Deck and Bulwark; Repair and Preserve, PARA.

NO: 3.6.8

Paragraph 3.6.8 requires the contractor to “Remove existing and install new CRES penetration comp ring sleeves, identified in 1.3.5 and 1.3.6, including replacement of deck drains and associated piping and fittings located in 1.2.6 and 1.2.7, using 2.16, 2.17 and 2.18 for guidance.”

The penetrations identified in paragraphs 1.2.6 & 1.2.7 are stated as being 2” NPS on the countermeasure wash-down system. References 2.16 & 2.17 show that the countermeasure wash-down system for DDG-57 is exterior to the stack and there are no 2” NPS penetrations through the stack on the 05 Lvl. Reference 2.18 shows typical welded piping penetrations only; there are no compression ring sleeves depicted in the reference. There are no deck drains in the countermeasure wash-down system or listed in paragraph 1.3.

Contractor requests clarification on the intent of paragraph 3.6.8. Please provide a more detailed description of the paragraph requirements and the associated piping systems.

Please refer to S/A DDG-51-79575 WDCM Piping Relocation to Interior and ML;

accomplish (work item 523-80-001). In drawing 523-8570166 Rev A (REF 2.2) the details of penetrations required on the 03, 04 and 05 levels for both forward and aft deckhouses is delineated. The paragraph in question (3.6.8) assumes S/A DDG-51-79575 has been or will be accomplished in conjunction with the superstructure repairs
