N00024-15-R-2214 Solicitation Questions and Answers 2/18/2015 Update
1. Attachment 11: ELIN Pricing Chart
a. CLIN 1001 refers to a single OSR Base Boat with options A001 OSR BP Configuration Accessories and A002 OSR UB Configuration Accessories. Since the Base boats are actually two completely separate styles of boats, would it not be better to have a Base Boat for the BP and a Base Boat for the UB?
Answer: Attachment 11 will be updated to provide separate CLINs for OSR BP Base Boat & OSR UB Base boat.
2. Attachment 12: Proposed Delivery Schedule Form
a. This is a similar question to above. Since these two boats are different in size and scope, the build schedule will be different for each configuration. For example, the 25' UB will be quicker to build than the 30' BP. We would also assume that boats 1 and 2 would be a 25 UB and a 30 BP so that PDIT's could be held one time for each delivery order. Does the government want the builder to specify the order and mixture that the boats would be delivered? Should the builder specify in the schedule which model they are quoting for Notional Delivery Schedule?
Answer: Attachment 12 has been updated.
3. Specification, Section 236 Outboard Engines
a. 2015 Honda model numbers have been updated and are now BF115D1XA and BF115D1XCA; BF150A2XA and BF150A2XCA
b. 2015 Yamaha model numbers have been updated and are now F115XB and LF115XB; F150XB and LF150XB (F115 XB's are being shipped now and F150 XB's will start shipping mid-March)
c. Request specification be changed to match current year model numbers.
Answer: Concur. Attachment 1 (Specification) has been updated to Revision A, with sections 236-1a-UB, 236-1d-UB, 236-1e-BP and 236-1h-BP revised to reflect updated part numbers listed above.
4. Section 422-2 and 422-3, discuss the space/weight/power/foundation reservation to replace the installed Garmin with a Future installed Furuno. The question we have is related to the circuit breaker distribution panel. Do you want us to provide a separate breaker for the Furuno product or reserve for replacement of the Garmin breaker? If we are replacing, do you want the associate breaker as part of the spares package?
Answer: The electrical distribution system should include additional circuit breakers installed and reserved to power the specified future navigation system.
5. Section 078-1 Structural Material/Aluminum
a. This section calls for Non-structural components such as handrails, small component brackets and wire ways may include extruded 6061 material. Request that extruded 6063 material be allowed in addition to the extruded 6061 for this purpose.
Answer: No; requirement is as stated in the Specification.
6. Section 079-3 Flotation Foam
a. If block flotation foam is used and compliant with ABYC H-8.11 installation, will the foam be required to be removable at a future date?
Answer: Yes.
7. Section 092 Testing
a. Items d, f and h, call for visually inspecting the welds after overload test has been performed. Does this require an NDT dye-penetrant test or just visual inspection of the weld that no deformation has occurred?
Answer: Section 092-1 (d) [for Boat and Trailer Tiedown Fittings] – No change to Specification, only visual inspection of welds is required. Sections 092-1 (f) [for Forward and Aft Tow Provisions] and 092-1 (h) [for Hoisting Fittings] – a dye penetrant test (PT) or Radiographic Test (RT) is required for all stressed welds after overload tests. Attachment 1 (Specification) has been updated to Revision A, with Sections 092-1 (f) and (h) revised to require PT or RT of all stressed welds after overload tests.
8. Section 611-1-UB and BP Deck Cargo Tiedowns
a. This section calls for tiedowns to be located on the interior gunwale face. We just want to confirm that there is no requirement for deck tiedowns to be installed on the deck itself?
Answer: Tie downs are not required on the deck.
9. Section 630-2 Topside Finish
a. Will mill finish side plate material be acceptable if there are no/or minimal blemishes from the fabrication process?
Answer: No; requirement is as stated in the Specification.
b. We want to confirm that this is for exterior only to include side plate, transom, outboard motor bracket only. Interior surfaces are to be mill finish.
Answer: Requirement is as stated in the Specification.
10. Solicitation, Section L, Item 2 Feasibility and Practicability of the Proposed Design:
a. This section calls for drawings to be submitted in PDF format. These have generally been submitted in PDF and .DWG formats in the past. We just want to verify that you don't want the .DWG drawing with Volume 1.
Answer: Drawings are only required in PDF format for the solicitation response.
2/27/15 Update
1) Can the CLIN's be revised so that each boat is separate, the proposed CLIN's result in the main part of each boat being in the Option CLINS A0001 and A0002, and then a common CLIN A0003. It would greatly simplify costing if there were just 2 CLINs, one for each boat as listed.
Answer: Amendment 001 was issued to change CLIN structure, and address this concern.
2) Section 670-1 lists that stowage be provided for the items listed in the table. Further 670-1 requires that "materials not required to be readily accessible in open areas of the boat shall be stowed in a waterproof compartment.." Section 670-2 requires an on deck storage box, forward of the console for the 25UB that would, in part, facilitate the requirement of 670-1. Table 040-1 further amplifies this dissimilarity.
The question is - although there is not a requirement, is there a prohibition against the 30BP having this deck stowage box feature as well?
Response:
The deck utility box from Specification section 670-2 should not be provided on the 30BP; there is no prohibition to providing a general stowage box elsewhere on the 30BP.
3) Section 1550-2 requires that for the console "All indicators, displays and controls shall be located above kneel level of the operator".
The question is - "do indicators, displays and controls" include items such as breaker panels, fuse panels and battery switches?
Response:
No. Note that fuses are not permitted per Specification section 303-1, so the reference to fuse panels in the question is errant.
4) Section 150-1-UB requires that "the arrangement of the wheelhouse, console and forward window shall provide unobstructed visibility of the bow..." for the 25UB. To facilitate this requirement, the forward facing windshield "(lower 1/3 opens for ventilation)".
The similar requirement in section 150-1-BP, does not have a visibility requirement and the window is top hinged.
The questions are - a) does the 30BP have any such unobstructed visibility requirement? b) can the windows be common between the two configurations (25UB & 30BP)?
Response:
General: The premise to the question is incorrect. The ability of the lower portion of the window to open does not facilitate the requirement for unobstructed visibility.
4-a) The 30BP does not have an unobstructed visibility requirement; it must meet ABYC H-1.
4-b) Common windows would be acceptable if complying with all unique requirements for both configurations. However, it is not clear to the USN how this could be achieved given the other constraining requirements.
5) Section 150-1-UB has a requirement for the wheelhouse to "provide weather protection for a minimum of two people..." . Section 150-1-BP does not have a similar persons weather protection requirement.
The questions are - a) does the 30BP have a similar persons weather protection requirement? b) can the wheelhouse configurations be common between the 25UB and 30BP?
Response:
The question is incorrect. Specification sections 150-1-UB and 150-1-BP both require, “The wheelhouse shall provide weather protection for a minimum of two people standing side-by-side.”
6) The statement of work (SOW) section L.1(e) contains a proposal document checklist. However, section L.1(e), Factor 1, paragraph 1 states in part: Where the Specification identifies required supporting documentation/data/drawings, the specific supporting data shall be included in the Offeror's technical proposal in Vol. I Section 1(b) for the 25UB or in Vol. I Section 1(c) for the 30BP as appropriate."
The question is - does the proposal document checklist in the SOW contain the complete list of documentation/data/drawings required for the proposal, or are the (more extensive) documentation/drawings/data listed in the specification (and supplied as part of the TDP) required for the proposal?
Response:
The Proposal Content Checklist (Section L.1(e)) reflects the minimum requested content for the proposal only and is not part of the SOW for contract execution. Per Section L.1(e), Factor 2, Offerors may provide additional “…technical information for the proposed boat to describe the proposed boat’s ability to meet the requirements of this solicitation.” The data listed in Specification section 085 is required for delivery during contract execution after award.
7) Is overall length of the vessel (LOA) being measured from the bow to the transom plate - or - is LOA being measured from the bow including the outboard bracket?
Response:
LOA is the overall length of the boat, fully-outfitted, including all appendages.
8) Section I (Pg. 43) of the Solicitation dated 03Feb15 with amendment 1 requires compliance with FAR 52.219-14 while Section L (Pg. 66) seems to conflict with this statement. It says "If the Offeror will not be the Builder for the proposed boat (more than 50% of the boat will be built by a subcontractor or more than 50% of the boat will be built at a subcontractor’s facility), the Offeror shall include one (1) past performance reference for the Subcontractor..." It is obvious from this statement that the Navy will accept proposals which include more than 50% of the work done by a subcontractor.
We understand this contract is a Small Business Set-Aside, which requires that more than 50% of work be done by a small business "concern". Thus, if both the prime contractor and subcontractor of a team are small businesses and more than 50% content work is accomplished by employees of small businesses in this team ("concern"), then the intent of 52.219-14 is satisfied. Please confirm that compliance with FAR 52.219-14.c.1, in such a case, is met.
Response: The FAR language at 52.219-14 (c)(2) says "The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials." FAR 52.219-14(c)(1) is not applicable, this procurement is for supplies and not services. The prime contractor, "concern", must perform at least 50% of the cost of manufacturing not including the cost of materials. The language in the Past Performance in Section L is not specifically tied to the cost of manufacturing. Rather, the Government is seeking past performance information from major subcontractors. The Offeror must comply with FAR 52.219-14(c)(2) and the requirements in Section L with regards to the past performance of its subcontractors, as applicable.
3/3/15 Update
1. Section L.1(e) Proposal Checklist
a. The General Arrangement Drawings required for submission include inboard and outboard plan and profiles. Please clarify what is meant/required for an inboard plan.
Response: The inboard plan should show the major features or equipment of the proposed boat that are inboard/below the deck and cockpit/console, inboard of the hull.
2. Section 040-1 Background
a. Please clarify how the length of the vessels is determined. Is there a min/max length? What is included in the measurement?
Response: The hull length is nominal and based on the molded / jig length typically without appendages.
3. 078-1 Structural Material/Aluminum
a. As per ABS, 5083‐H321 has higher ultimate and yield strength in both the unwelded and welded applications and is also available with ASTM B928 certification. Can this be used instead of 5086 H116 or 5086-H117?
Response: No, requirement is as stated in the Specification.
4. Section 079-2 Flotation (ABYC)
a. The spec makes several references to watertight bulkheads and implies that proven watertight compartmentalization is acceptable to meet the requirement 079-2 and the Modified Level Flotation requirements of ABYC H-8 regardless of boat length. Note that Modified Level Flotation is intended for "boats that are manually propelled or with mechanical propulsion not to exceed 2 Hp (1.5 kW)."
Also note that as per ABYC H-8; "Modified Level Flotation requirements allow boats rated for engines under two horsepower (1.5 kW) and those rated for manual propulsion to use integral air chambers and all sealed non-integral air chambers for flotation.
Please confirm if NAVSEA is taking exception to both the length and power requirements of ABYC H-8 and if integral compartmentalization is acceptable. If compartmentalization is acceptable, please confirm that the two largest compartments are not considered damaged.
Response: The requirement is to meet ABYC H-8 regardless of boat length, using the Modified Level Flotation criteria, regardless of the standard’s intended limits on the boat’s propulsion. “Proven watertight compartmentalization”, as used in the specification, is equivalent to “sealed air chamber” or “Sealed Compartment (Chamber)”, as used in ABYC H-8.
5. Section 079-3 Flotation Foam
a. NAVSEA has indicated through Q&A that if block flotation foam is used and compliant with ABYC H-8.11 installation, the foam is required to be removable at a future date. Please confirm if it is also required to be retained.
Response: As required in ABYC H-8, Section 8.11.3.3, “Foam blocks and other shapes shall be secured so that no movement, in any direction, occurs that will affect the flotation's performance.”
6. Section 130 HULL DECKS
a. 130-1-UB Quick Draining Decks [25UB] states that "Exterior decks shall be watertight and quick draining in accordance with ABYC H-4."
Please confirm if deck heights are also required to be compliant the minimum cockpit sole height as required by ABYC H-4.6.1.
b. 130-1-BP Quick Draining Decks [30BP] states that "Exterior decks shall be watertight in accordance with ABYC H-4 with a time to drain 75% of the cockpit volume in no more than 6 seconds using the calculation method in ABYC H-4."
Please confirm if deck heights are also required to be compliant the minimum cockpit sole height as required by ABYC H-4.6.1.
Response:
6a) Yes, the requirement is as written in the specification.
6b) Yes, the requirement is as written in the specification.
7. 150 DECK HOUSE STRUCTURES
a. 150-1-BP Hull Style / Open Back Wheelhouse [30BP]
Wheelhouse shall have a single forward facing windshield (top-hinged). Please confirm if this is a single window that hinges from the top or a window that has a partial opening as shown on the GFI drawing
b. 070-6 states that "As a minimum, the boat in all respects shall meet ABYC standards and recommended practices." 150-1-UB Hull Style / Open Back Wheelhouse [25UB] states that "The arrangement of the wheelhouse, console and forward window shall provide unobstructed visibility of the bow from the Coxswain Station by an operator with a minimum standing eye height of 58 inches." 150-1-BP Hull Style / Open Back Wheelhouse [30BP] does not make any reference to visibility.
Please confirm if both the 25UB and 30BP are required to meet the visibility requirements of ABYC H-1 and if any exceptions apply.
Response: 7a) The forward facing windshield requirement for the 30BP is as stated in the Specification.
7b) Both the 25UB and 30BP are required to meet the visibility requirements of ABYC H-1. In addition, the 25UB must provide unobstructed visibility as stated in the specification.
Also noticed the solicitation papers have N00024-15-R-2214 listed on them but the spec and Att. 4 has 2213? Was this in error?
Response: Yes, this was an error. This should be 2214.
8) Is Section B required to be completed and submitted with the proposal?
If yes, then what of Attachment 11 ELIN breakdown should be included in the Unit Price on Section B CLINs?
Section B CLINs Base Boat definition states it consists of configuration features common to both. Therefore, does the Government wish the base boat unit price in Section B and Attachment 11 to only include those items of the Specifications that are common to both configurations?
If so, the Specification does not call out the difference in hull length in Section 100 of the Specification. Does the Government wish the materials and labor for the extra length in the UBs to be added to “OSR UB Configuration Accessories” in Attachment 11 and not included in Section B CLIN 1001 Base Boat Unit Price?
Response: The first part of the question has become overcome by events, due to a recent modification which created two separate boat CLINs for the BP and UB. For the second part of the question, whether or not the Government requires Section B of the solicitation the answer is no.
9) At the end of this section, there is a Notice to Builders which includes reference to CLINs 1023-1026 in Attachment 2. It is assumed that this verbiage remains from another proposal template. However, for clarification purposes, can you confirm that the price of the trailers is only to be included in Attachment 12 ELIN breakdown and the total Unit Price in Section B.
Response: Yes, this was a typographical error which will be remedied CLINs 1023-1026 no longer exist. Confirm that the price of trailers is only to be included in the ELIN list.
10) Specification Section 084-4 states aluminum or galvanized steel construction. This section also provides a Notice to Builders that “two” different trailer models will be required to suit differences in boat size.
Attachment 11 provides a pricing line for both aluminum and galvanized for both UBs and BPs.
Does the Government wish for the Builder to propose “either” an aluminum or galvanized trailer, or provide information and pricing for “both” an aluminum and galvanized trailer for UB and BP craft?
Response: Offerors are to provide information and pricing for both an aluminum and galvanized steel trailer each of the proposed boats.
11. For pricing and logistics purposes, can the Government advise if the two delivery destinations have crane capability for unloading boats/trailers from flatbed trucks?
Response: Crane services, if required at delivery to NAVSUPFLC CAX or DDDC San Diego are arranged by the USN through those facilities.
12. Please provide further definition on a manual over hydraulic steering system or advise if verbiage should be Manual Over Ride hydraulic system.
Response: The requirement is as written in the specification. A “manual over hydraulic steering system”, as used in the specification, is the same as a manual hydraulic system (i.e. a manual helm pump connected to a hydraulic cylinder).
13. I downloaded the amendment from Fed Biz Ops. One quick question. Section A states new due date is 23 March 2015 12:00 AM; Section L.1(a)(1) states 1400 Eastern. For proper planning of shipping the RFP, can you advise if Section A or Section L is correct?
Response: Section L is correct, the solicitation will close at 1400 EST on 23 March 2015.
3/12/2015 Update
1. Per section 079-1-BP Stability (30BP Given the higher wind speed requirement (45knots for the 25UB, 60 knots for the 30BP) it is proving difficult to pass requirement (a) with reasonable margins, even with the exceptions as listed.
Given that both vessels are anticipated to be deployed together, or in similar conditions, are the exceptions in requirement (a) correct or should they utilize the same wind speed as for the 25UB?
Response: the difference in wind speed requirements for the two boats is intentional and is based on the differing drainage/downflooding characteristics in the specification for each configuration.
