(3) It is the Offeror’s responsibility to draft a logical, practical, clear and concise proposal that contains all pertinent information in sufficient detail so that the government evaluators are able to meaningfully evaluate the Offeror’s proposed approach and cost / price without discussions. An Offeror’s proposal must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks; is able, willing, and competent to devote the resources necessary to meet the requirement; and has valid and practical solutions for all requirements. The Offeror must include any data necessary to illustrate the adequacy of the various assumptions, approaches, and solutions to problems. In presenting material in this proposal, the Offeror is advised that quality of information is more important than quantity. Offerors must use quantitative terms whenever possible and avoid qualitative and subjective terms to the maximum extent practicable. Proposal volumes must be consistent internally.

(4) The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost / price when compared to the government’s estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

(5) The Government may judge a proposal to be unacceptable if the proposal contains statements that do not clearly reveal the Offeror’s proposed approach; statements that the Offeror will comply with the RFP or provide a particular feature or objective without explaining how the feature or objective will be met.

(6) If the solicitation is amended, then all other terms and conditions that are not amended shall remain unchanged. Offerors shall monitor the FBO website frequently to ensure all amendments are captured in the submitting proposal before the RFP closing date and time.

(7) Any data previously submitted in response to another solicitation will be assumed to be unavailable to the government during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other instrument.

(8) If a discrepancy exists between the original paper copy of the proposal and the electronic copy, the paper copy will take precedence.

(9) The Government reserves the right to seek clarifications as defined in FAR 15.306 after receipt of the Offeror’s responses to the RFP.

(10) Proposals are to be based on the requirements contained in the solicitation Schedule, Specification, and other attachments and exhibits.

(11) Offerors are advised that proposals shall be accepted only from those Offerors proposing as potential prime contractors. Such Offerors shall be responsible for submitting complete proposal packages containing all components of the proposal inclusive of any team member or subcontract proposal information. VOLUME I: Technical Proposal (Non-Price factors)

Note: Volume I shall include a list/index of all attachments, technical documents, drawings, datasheets, etc. that are submitted.

Factor 1: Technical Approach:

1. Specification Response Matrix (Attachment 1): The Specification is provided in Section J. Offeror shall complete the attached Specification Response Matrix (Attachment 1) and submit in Vol. I Section 1(a), indicating the capability of the Offeror to meet the minimum requirements listed in the Specification. As a minimum, Offeror shall respond in Attachment 2 to all parameters of the Specification identified in red text (an example response to Attachment 1 is provided for reference). Where the Specification identifies required supporting documentation/data/drawings, the specific supporting data shall be included in the Offeror’s technical proposal in Vol. I Section 1(b) for the 25UB or in Vol. I Section 1(c) for the 30BP as appropriate.

The Specification is intended to convey the Government’s minimum requirements for this solicitation. If the Offeror takes exception to any requirement in the Specification, such item(s) shall be identified in the “Offeror’s Notes” section of Attachment 2. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

v. Origin: Clear definition of the reference origin and coordinate system (e.g. origin is the transom keel intersection with forward as positive in the longitudinal and starboard is positive in the athwartships).

e. Trailer specification sheet(s) for both galvanized steel and aluminum trailers proposed for each boat configuration, demonstrating compliance with the Specification including specific make/ model/ rating/ capacities of primary systems (suspension, brakes, tires/wheels, winch, etc).

f. Documentation that the proposed designs are based upon similar craft design(s) which has been built (in the Offeror’s facilities) and demonstrated to be safe and suitable in actual service in a comparable mission profile in military or heavy duty commercial applications. Similar craft design documentation to include the following: Example scale weight report for actual parent craft built in the proposed production facility, with Longitudinal Center of Gravity (LCG); example photographs of previous craft; product specification sheet listing vital characteristics for similar craft (providing minimum characteristics listed in Specification Item 070-1); a specific list of modifications to the previous craft design required to achieve the requirements of this solicitation;

The Government will use the Offeror’s submitted drawings and technical data only for the purpose of evaluating the Offeror’s proposal.

3. Statement of Work Compliance: To support Government evaluation of Offeror’s ability to successfully execute the Statement of Work (SOW), Offeror shall provide the following in Vol. I Section 1(d):

a. Rights in Technical Data: To support Government evaluation of the Offeror’s ability to provide the minimum required level of Technical Data Rights as specified in the SOW, Offeror shall provide the following in Vol. I Section 1(d):

i. For all non-commercial technical data and computer software to be delivered under the contract, the Offeror shall complete and submit Attachment 6 (fill in “None” if it is not applicable).

ii. For all commercial technical data and computer software to be delivered under the contract, the Offeror shall complete and submit Attachment 7 (fill in “None” if it is not applicable).

Note: The intent of the Technical Data Rights assertions is to determine the degree to which the proposal provides the required level of technical data rights (commercial and noncommercial) and rights in computer software that will enable the Navy to adequately sustain the OSR boats over their life cycle to include maintainability and repairability.

If the Offeror is awarded any resulting contract, the proposed Data Rights specified in section 3.a.i and 3.a.ii above will be incorporated into the contract.

b. Boat Design, Production and Delivery: To support Government evaluation of the Offeror’s ability to design and produce the proposed boat to meet the minimum required delivery schedule in Section F, Offeror shall provide the following in Vol. I Section 1(d):

i. An overview of the Offeror’s engineering and design capability for execution of the SOW, including boat design and configuration management. The overview shall include (but not be limited to) a description of the engineering personnel supporting the project and associated technical capabilities (software, modeling, simulation, etc.) to be used in design of the proposed boats.

ii. An overview of the Offeror’s production capability that will be used to produce and test the proposed boats. The overview shall include (but not be limited to) a description of shop industrial facilities and personnel for fabrication, metal work, electrical / mechanical

/ rigging, quality assurance and testing of the boat, based upon similar use in production of similar craft; quantity of boats of the similar craft design that have been built at the Offeror’s production facility (over how many years); quantity of boats of the similar craft design currently in service (with average time in service).

iii. A build schedule for the base order and option years, as specified in the SOW, in

Offeror’s desired format, outlining major events of the build process, and including (as a minimum) start date, completion date, builder trials, PDIT, and delivery dates for the first boat and subsequent boats in Days After Contract Award (DACA).

c. Warranty: To support Government evaluation of the Offeror’s ability to provide the minimum acceptable builder’s warranty for the proposed boats, Offeror shall provide a description of the proposed builder’s warranty in Vol. I Section 1(d).

Factor 2: Past Performance and Experience (PP&E):

Offerors shall provide three (3) past performance references on same or similar work as required by this RFP, completed within the past five (5) years. Offerors shall use Attachment 5 to list these references and explain the relevance of each contract to the current requirement. Offerors shall verify that the references provided are current, available, and will be responsive to Government inquiries. If the offeror will not be the Builder for the proposed boat (more than 50% of the boat will be built by a subcontractor or more than 50% of the boat will be built at a subcontractor’s facility), the offeror shall include one (1) past performance reference for the Subcontractor and shall state the Subcontractor’s name, project manager’s name, street address, phone number, and e-mail address on a separate attachment to be included with the offeror’s proposal. The Subcontractor’s past performance reference will be included in the maximum number of three (3) past performance references. Offerors are responsible to submit the Past Performance Form as part of the technical proposal. The Government will utilize Past Performance Reference Forms received and other resources to gather Past Performance and Experience information on the Offerors.

VOLUME II: Price Proposal

Factor 3: Price: The following items shall be completed and included in the Price Volume of the offeror's proposal:

(i) Standard Form 33 Blocks 12-18 and any amendment.

(ii) Provide general pricing information or other basis for which proposed pricing was derived.

(iii) Offeror shall complete the attached Spares Parts Lists (included in Attachment 3) and submit with price quote in Vol. II, indicating the capability of the Offeror to provide the minimum spare parts identified for each boat and engine configuration listed. Response to Attachment 1 shall include specific subsystem OEM part numbers to the maximum extent practicable. Attachment 1 is intended to convey the minimum Spare Parts required for each boat configuration covered by this solicitation. If the Offeror takes exception to any of the specific spare parts identified, these exceptions shall be noted at the bottom of each list in the ‘Offeror’s Notes’ section.

(iv) Offerors are required to propose a Step Ladder pricing structure up to the maximum quantity boats in Section B for each CLIN.. This is applicable to all CLINs in Section B of the solicitation with exceptions as noted in Attachment 11, ELIN List. Offerors should price the out year optional CLINs using the step ladder structure accordingly as this contract is FFP. Offerors should use Attachment 11 to develop the step ladder pricing structure (an example is provided below). CLINs that are excluded from stepladder pricing shall be included in the total price. Please insert the applicable CLIN prices in the “Total Per CLIN” column in Attachment 11. Offerors are NOT required to complete Section B of the solicitation.

(v) Offerors must complete Section K of the solicitation (Certifications, Representations, and Other

Statements). The reps and certs are in addition to the information in SAM.gov.

Offerors are required to provide sufficient supporting data to enable the Government to understand how the proposed Firm Fixed Price (FFP) step ladder amounts were developed and to determine the reasonableness of the proposed price. In regard to pricing the CDRLs, the Government does not expect the configuration of the boat to change much from the base year to the option years. Only minor updates to the technical data is required to capture the changes throughout the life of the contract. Therefore, Offerors shall price the TDP accordingly for the base year and the cost for the anticipated changes for option years.

Clarity and completeness of the Price volume are of the utmost importance. Offerors should check for calculation errors to ensure the total prices are derived from the units and unit prices in Section B of the solicitation. The Price volume must be internally consistent or the price proposal will be considered unrealistic and may be considered unacceptable.

Attachment 11, ELIN and Stepladder Pricing spreadsheet includes a number of various configurations of:

delivery locations, slings, engines, TDP, UID, PDIT and trailers. It should be understood that the Government intends to purchase boat configurations in general as a set, with the intention being to purchase complete boats utilizing various configurations.

For planning purposes, the Government intends to award Delivery Orders at the Priced CLIN level invoking multiple Exhibit Line Item Numbers (ELINs) (Attachment 11) per CLIN in order to purchase at the complete boat level as much as practicable.
