NAVFAC OIL SPILL RESPONSE PROGRAM 10/16/2009

OIL BOOM MINIMUM REQUIREMENTS BOOM-1 r5

Response and permanent oil containment boom shall meet or exceed the following requirements. These attributes may be modified by specific procurement requirements.

Boom Fabric Characteristics, Lightweight (Response)

1. Made in USA. Factory certification may be required.

2. Woven polyester or nylon scrim with a minimum weight of 6.0-oz/sq yd.

3. Coated (not laminated) with 100% polyurethane; minimum coated weight of 26-oz/sq yd.

4. Minimum warp grab tensile strength of 600 lbs/in.

5. Minimum tear strength of 80 lbs across the warp.

Boom Fabric Characteristics, Heavyweight (Permanent)

1. Made in the USA. Factory certification may be required.

2. Woven polyester scrim. Minimum base fabric weight of 30-oz/sq yd. Multiple plies may be used to achieve the desired fabric weight.

3. Saturated and fully impregnated with 100% polyurethane

4. Minimum coated weight of 80-oz/sq yd.

5. Minimum warp grab tensile strength of 1200 lbs/in.

6. Minimum tear strength of 100 lbs across the warp.

Internal Boom Floats

1. Internal floats shall be oil resistant, closed cell, polyethylene or polypropylene foam. Factory certification may be required.

2. Floats greater than 30-inches long and 4” diameter shall use only rolled foam. The rolled foam material shall be a maximum of 3/16-inch thick.

3. Float lengths up to and including 30” may use a combination of rolled and solid foam.

4. Each float shall be individually sealed in the boom fabric such that a fabric puncture will only allow water to enter one flotation chamber.

External Boom Floats

1. Floats shall use a one-piece shell that completely encloses the foam flotation material, including the back, or the shell and flotation material shall be homogeneous. Air-filled shells are not acceptable.

2. Fill or vent holes greater than ¼” diameter shall be sealed.

3. Float shells shall have a puncture resistance at least equal to the primary barrier material.

OSR Response Boom Information

Boom Connectors

1. ASTM Z connectors shall conform to ASTM Specification F 0962-04.

2. All ASTM Slide connectors shall conform to ASTM Specification F 2438-04 regardless of the weight or intended application. Note that this specification defines the mating geometry only.

3. Provide ASTM Slide connectors in the standard configuration, as shown below, for all boom greater than 12” nominal height. Boom of 12” or smaller nominal height may use light or mini connectors.

LIGHT/MINI STANDARD

ASTM SLIDE, F 2438

4. Navy connectors shall conform to industry standards.

5. End connector parts contacting and clamping the fabric shall be serrated or have some type of surface treatment to aid in gripping the boom fabric thus reducing the tendency for boom to pull out from the connector. This is not mandatory for connector designs employing wrap-around boltropes, posts, or inserts to secure the fabric.

Anchor Points

1. Place anchor points at 50’ intervals. Each anchor point shall have a minimum 3/4" opening.

2. Locate one single or double anchor point on each end of every boom section. A typical connector anchor point may consist of, but not be limited to, a forged or welded (i.e. continuous), SST or HD galvanized, through-bolted eye. It can take the place of one clamping bolt on the connector or be installed between bolts +/- 2” from the waterline. Insure that the anchor point does not interfere with the toggle pin. If single anchor points are used, they shall be installed on the side opposite the connector mating face, as illustrated, so that when mated with another section, anchor points are accessible from either side of the boom.

CONNECTOR STYLE

FOR ILLUSTRATION ONLY

3. Mid-span anchor points shall be accessible from both sides of the boom and may consist of, but not be limited to:

a) Double eyes, as described above, mounted using non-corrosive plates to distribute the load across the fabric.

b) A 3/8” SST wire rope loop, 2-3" in diameter, inserted through a ballast chain link to facilitate the anchor shackle connection.

c) A shackle inserted directly through the chain link. Seize the pin to insure that it doesn’t loosen while in service.

4. If using options (b) or (c), cut the chain pocket fabric away from the loop or shackle to allow for lateral movement of the chain.

Other

1. Standard boom section length shall be 100 feet.

2. Top tension cables (if used) shall be stainless steel encased in a protective tube for abrasion resistance.

3. Lightweight fabric tabs shall not be used in overall height determination unless part of the top tension cable structure.

4. Discrete lead or steel ballast weights are acceptable however they must be bolted together. Lead weights joined by peened lead stems are not acceptable.
