SECTION 0: GENERAL GUIDANCE AND ADMINISTRATION

040 INTRODUCTION AND GENERAL DESCRIPTION

040-1 Background

The Naval Facilities Command (NAVFAC) Oil Spill Response (OSR) Program is responsible for providing US Navy facilities with oil spill response equipment, including oil spill response boats. OSR boats are centrally procured via the US Navy Boat and Craft Program Office, PEO SHIPS (PMS 325G). Boats used for the OSR mission include:

· 25ft Utility Boats (25UB) – 25ft open aluminum boat with 3-sided wheelhouse, an aft tow post w/safety screen, twin outboard engines and low gunwales to allow crew access over the side to tend oil spill response boom in the water.

· 30ft Boom Platform (30BP) Boats – 30ft open aluminum boat with 3-sided wheelhouse (aft), open forward cargo deck for carrying oil spill response boom, a full width bow door, an aft tow post with safety screen, twin outboard engines and low gunwales to allow crew access over the side to tend oil spill response boom in the water.

· 30ft Oil Pollution (30OP) Skimmers – 30ft open aluminum boat with 3-sided wheelhouse (aft), hydraulic skimming module forward, onboard oil recovery storage tanks, twin outboard engines.

Typical OSR mission requires 25UBs and 30BPs to sprint to the oil spill location ahead of the 30OP skimmer. Primary mission of the 30BP is to transport boom sections to the oil spill location. Primary mission of the 25UB is to payout/deploy the 24” response boom from the 30BP and to tend the boom while the 30OP skimmer recovers the oil. Typical mission duration is 3-8 hours, with operations during daylight hours, typically ending at dusk. Photographs of typical OSR operations are provided in Attachment 10 040-2 Applicable Configurations This Specification describes two OSR boat configurations: the 25UB and the 30BP. Specification sections only applicable to the 25UB are identified with a section number suffix of “(UB)”. Specification sections only applicable to the 30BP are identified with a section number suffix of “(BP)”. All other Specification sections are applicable to both configurations to maximize standardization between the two configurations; system commonality between the two configurations shall be maintained to the maximum extent practicable.

The table below summarizes the differences between the two configurations throughout this Specification.

b) Full Load with crowding of passengers to one side (qty four (4)) with diver door open per 6660-99 Rev. A section 5.1.3. criteria. For analysis of this criterion, the calculation of area A1 is NOT limited to the heel angle where flooding over the side or the diver door sill occurs. Downflooding shall be considered where water enters the interior hull volume via any non-tight submerged opening when heeled (e.g. vertical hatch/cover or breaker panel, vent openings, cableway opening). (** Note: Rationale - the heel is to the side of the door opening and is considered free flooding to quickly drain water through the dive door, therefore the additional weight of water on the deck need not be considered an additional heeling force.)

The reduced operational wind velocity shall be noted on a placard installed at the console (see Section 602-11-UB) and documented in the owner’s manual.

See Section 085 for technical analysis requirements.

079-1-BP Stability [30BP] Stability shall meet shall meet NAVSEACOMBATSYSENGSTA Report No. 6660-99 Rev. A, Procedures Manual for Stability Analysis of U.S. Navy Small Craft for intact stability. The applicable intact stability criteria are:

A section 5.1.1 Beam Wind Combined with Rolling criteria using a 10m wind velocity for harbor craft (60 knots) and a roll angle to windward (Θr) of 25 degrees. For analysis of this criterion, the calculation of area A1 is NOT limited to the heel angle where flooding over the side occurs. Downflooding shall be considered where water enters the interior hull volume via any non-tight submerged opening when heeled (e.g. vertical hatch/cover or breaker panel, vent openings, cableway opening). (** Note: Rationale - the modified cockpit drainage requirement in Specification Section 130 is sufficient to consider the deck free draining and the weight of water on deck will not be an additional heeling force.)

b) Full Load with crowding of 6 passengers with bow door open per 6660-99 Rev. A section 5.1.3 criteria.
