The following have been modified:
Section L - Instructions, Conditions and Notices to Bidders
1.0 GENERAL
The Government intends to award a contract that results from this solicitation to the responsible offeror whose proposal is the most advantageous to the Government under the selection criteria set forth in Section M of the solicitation. The Government may reject any or all proposals if such action is in the Government’s interest.
Exchanges with offerors after receipt of a proposal do not constitute a rejection or counteroffer by the Government.
The offeror shall submit all information required by this RFP. Failure to comply with the terms and conditions of the RFP may result in the offeror being removed from consideration for award. The offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J).
The Government intends to evaluate proposals and award one contract. In accordance with the clause FAR 52.215- 1, Instructions to Offerors - Competitive Acquisition, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. At the end of discussions, if they occur, the Government will request Final Proposal Revisions (FPRs) from all Offerors still within the competitive range. Each Offeror is required to complete Attachment J- 17, Contractor Award Information, in its entirety and provide it along with the proposal submission. Attachment J-17 will not count against the proposal page count limitations.
The solicitation will be announced on FEDBIZOPPS and be made available only through the internet at:
https://www.fbo.gov/
Offerors are hereby notified that from time to time, the Government may post additional information to the website relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the offeror’s responsibility to check the web site for any such information.
All questions shall be submitted in accordance with Attachment 13 and sent via email to dana.cahill@navy.mil and mike.kilbane@navy.mil, subject line should contain: N00024-14-R-5352 RFP Questions. All such questions shall be submitted electronically, in writing within thirty (30) days after release of the RFP to allow the Navy adequate time to prepare and issue responses to all offerors prior to the date and time set for receipt of proposals. Only questions transmitted electronically will receive a response. It is the Government's intention that questions and responses will be provided via an amendment to the solicitation or posted directly to FEDBIZOPPS. The Navy will continue to accept questions up to the closing date and time of the solicitation; however, time may not permit responses to be issued prior to receipt of proposals for questions received after the time set forth above.
PRE-AWARD SITE SURVEYS
The Government may schedule Pre-Award Site Surveys of the facilities identified in any or all Offerors' proposals following the proposal submission date.
USE OF NAVY SUPPORT CONTRACTORS
The Government plans to use selected support contractor personnel to assist in providing Subject Matter technical expertise. These support contractors will be bound by appropriate non-disclosure agreements (NDA) to protect proprietary and source-selection information.
Government Support Contractors may assist the Source Selection Organization. The Source Selection Advisory Council (SSAC), Source Selection Evaluation Board (SSEB), and Cost/Price Analysis Team (CPAT) will be composed of Government employees only. The Government Support Contractors may participate as Advisors (Subject Matter Experts) to the SSEB and the CPAT.
The Offeror may wish to enter into non-disclosure agreements with Solutions Development Corporation and Technomics, Inc. If the Offeror does so, it must provide copies of any such agreements with its proposal. A list of the Contractor organizations that may participate and their intended source selection support role is as follows:
Solutions Development Corporation – Technical and Engineering Advisors Technomics, Inc. – Cost Advisors

Duplicated information within a given factor may be included in full once and referenced thereafter, as long as there is a clear reference to the duplicated information. If the duplicated information is for different evaluation factors then it must be included in full text individually under each factor.
2.1.1 Paper Format:
Each volume shall be bound separately and shall not exceed the page limitation cited above. Each volume of the proposal shall be bound in three ring binders to permit removal of sections with each major part tabbed. The offeror’s company name shall appear at the top of each page in the header section. Legibility, clarity, and compliance with the requirements of the solicitation are essential. Failure to provide the requested information may adversely affect the Government’s evaluation of the offeror.
The material in all four (4) Volumes of the offeror’s proposal shall be typed or printed in a font with the type no smaller than size 12 Times New Roman font on standard 8-1/2 by 11 inch paper. Text line spacing shall be one (1) line. One-inch margins on each side, including top and bottom are required. Text within tables, diagrams, pictorial charts, or graphic material may use 8-point font. Fold-out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by 17 inches. Fold-out pages will be counted as two (2) pages; double-sided fold-out pages will be counted as four (4) pages.
Unless otherwise specified, fold out pages may only include narrative sufficient to describe the diagram, chart or graphic material. Every figure and table shall be numbered. Paragraphs shall be clearly formatted. Proposal material shall be presented on double-sided pages only. Each double-sided page counts as two (2) pages.
A date shall be placed on each page of the proposal corresponding to the date of the initial proposal in the footer section. Any pages that may be revised as a result of discussions or correspondence (if required) shall contain revision numbers and dates.
The page count shall include all material (printed matter and figures) except where explicitly stated and does not include cover pages, title pages, Table of Contents (TOC), lists of figures and tables, tab pages, index pages, Integrate Master Schedule (IMS), Glossary of Abbreviations and Acronyms, and the Cross Reference Matrix (CRM). Pages excluded from the page count must contain only material pertinent to the page heading or be blank and marked "Intentionally Left Blank." Index pages and Tabs are required and shall be cross-referenced to the TOC.
Every page, except those marked as blank, shall be numbered. Pages exceeding the page count shall be removed from the end of the Volume that exceeds the page count and will not be evaluated.
The Offeror shall submit a Cross Reference Matrix (CRM) for the Technical Volume, similar to the example below, to help ensure that all solicitation requirements are addressed and to facilitate the evaluators’ review of the Offeror’s proposal. The CRM should be a single integrated matrix and cross-reference the proposal volumes and paragraphs to specific RFP requirements, as well as other parts of the proposal that contain relevant information. The Offeror’s CRM may be identical to the example below or revised such as to add columns to indicate the page number on which information may be found, identify where other relevant information in the proposal is located, or provide other comments. The CRM does not count against any of the proposal page limitations.
Each factor and volume shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with a minimum of cross-referencing to other factors and volumes of the proposal. Cross-referencing within a given factor is permitted where its use would conserve space without impairing clarity. In the event an offeror decides to cross reference information, it is the responsibility of the offeror to include the information in full and provide clear references to that information in other portions of the factor where the offeror would like the evaluators to consider any duplicated information. Nevertheless, offerors are reminded of their burden to present its capability in a manner that is clear for evaluators.

It is expected that the resulting contract will be awarded based upon a determination that there is adequate price competition; therefore, the offeror is not required to submit or certify cost and/or pricing data (SF 1411) with their proposal, however data other than certified cost data or pricing data is required to be submitted. If after receipt of proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.403-1 or that only one offer is received, the Offeror shall provide certified cost and/or pricing data as requested by the Contracting Officer.
The price and cost summaries provided in Volume IV must not conflict with the data submitted in Section B schedules. In the event of a discrepancy, prices found in the filled-out Section B shall be utilized.
Volume IV shall contain the Offeror’s understanding of and approach to the pricing requirements of the solicitation.
The pricing portion of the proposal shall:
a. Include pricing spreadsheets for all CLINs, for all items (with stepladder pricing) as described in Section B.
Spreadsheets shall be in Microsoft Excel (Microsoft Office 2010) format with cells containing working formulas that are visible for Government examination of price buildup and methodology. Offeror shall propose stepladder ranges up to the maximum amount listed in each stepladder CLIN.
b. Contain a Basis of Estimate (BOE) narrative in Microsoft Word for each CLIN. The BOE narrative shall include estimating methodologies for each proposed Stepladder CLIN.
Pricing Support Information:
For Firm Fixed Priced (FFP) line items the Offeror shall provide in support of all Section B FFP CLINs requiring pricing, inclusive of all option items:
a. The Offeror shall submit its Price and Cost summaries in accordance with the Offeror’s accounting structure for the first unit of each firm fixed price line item. The Offeror’s proposal shall provide complete visibility by calendar year (or the Offeror’s calendar year) labor hours, labor costs, material costs, other direct costs, indirect costs, and profit. For stepladder line items, the Offeror shall provide detailed analysis to support the proposed FFP pricing at each quantity amount and the adjustments made from the first unit pricing (i.e. production labor learning reductions, quantity reductions, escalation)
b. For each major subcontract with a contract value of $12,500,000 (inclusive of base and option CLINs and maximum step ladder quantity) or more, the Offeror shall provide a list which includes: 1) subcontractor name; 2) subcontractor address; 3) subcontractor telephone number; 4) subcontractor CAGE code; 5) a description of supplies/services to be subcontracted; 6) information as to whether the subcontractor has held any Government contracts/subcontracts; 7) place(s) of contract performance; 8) estimated dollar amount of the subcontract; 9) type of contract (FFP, CPFF, etc.); and, 10) basis for determining that the proposed subcontractor pricing is fair and reasonable.
c. For each major subcontract in which the subcontractor is responsible for building any of the critical components, as defined in Attachment 12, the Offeror shall provide a list which includes: 1) subcontractor name; 2) subcontractor address; 3) subcontractor telephone number; 4) subcontractor CAGE code; 5) a description of supplies/services to be subcontracted; 6) information as to whether the subcontractor has held any Government contracts/subcontracts; 7) place(s) of contract performance; 8) estimated dollar amount of the subcontract; 9) type of contract (FFP, CPFF, etc.); and, 10) basis for determining that the proposed subcontractor pricing is fair and reasonable.
d. Provide any price estimating methodology applied to generate stepladder prices. This includes, but is not limited to, price interpolation, escalation, curving, etc.;
e. Any inconsistency, whether real or apparent, between proposed performance and actual performance for similar work (cost and schedule), shall be explained in the proposal. For example, if the intended use of new and innovative production techniques is the basis for an abnormally low estimate or short manufacturing schedule, the nature of these techniques and their impact on cost shall be explained or, if a corporate policy decision has been made to absorb a portion of the estimated cost, that shall be stated in the proposal. Any significant inconsistency, if unexplained, may be grounds for determining that the proposal is unacceptable. The burden of proof as to cost credibility rests with the Offeror.
For Cost Plus Fixed Fee (CPFF) Engineering Services 0500, 0501, 0502, 0503, and 0504 and CPFF Field Engineering Services 0600, 0601, 0602, 0603, and 0604, the Offeror shall provide the following information:
a. A basis of estimate (BOE) of the work scope to be performed
b. Detailed estimating documentation on how the estimate was developed including source data used:
i. Proposed labor hours per unique labor categories. The Offeror shall submit its Price and Cost summaries in accordance with the Offeror’s accounting structure.
ii. Direct labor costs shall be provided separately by labor category per calendar year or per fiscal year
iii. All indirect costs as distinct and separate cost pools (e.g., fringe, overhead, G&A, Subcontractor pass through, cost of money)
iv. Subcontractor costs, if applicable
v. Subcontractor pass through (if there are multiple pass through charges, show as distinct and separate costs)
vi. Fee
vii. Provide a summary of rates by labor category, indirect cost pool and calendar year (or fiscal year)
c. The offeror shall provide the labor mix for Engineering Services in the following format:
Engineering Services Labor Mix
Labor Category Labor Mix % Proposed Labor Hours Labor Category 1 % Labor Category 2 % Labor Category 3 % Labor Category 4 %
Total 100%
d. The Offeror shall provide the labor mix for Field Engineering Services in the following format:
Field Engineering Services Labor Mix Labor Category Labor Mix % Proposed Labor Hours Labor Category 1 % Labor Category 2 % Labor Category 3 % Labor Category 4 % Total 100%
For direct and indirect rates, regardless of prime or subcontractor, offeror shall provide substantiating data costs.
Substantiating data shall include Forward Pricing Rate Agreement (FPRA). If an FRPA is not available, Offerors must use a Forward Pricing Rate Recommendation (FPRR) with additional substantiating data, such as historical information. The Offeror shall provide a copy of its most recent FPRA or FPRR. If a FPRA or FPRR is not available the Offeror shall provide historical rate information for the last three years.
Formulas shall be maintained in the Excel sheet so that the Government may verify proper application of rates and calculation of costs. All rates must be linked to a single worksheet so that an adjustment of the rates stated in the source worksheet will automatically result in an adjustment to all cost summaries.
2.7 WRITTEN QUESTIONS
Offerors may submit written questions requesting clarification of solicitation requirements using Section J, Attachment 13, Questions Submittal Form with the subject line: “N00024-14-R-5352: Offeror Question” to dana.cahill@navy.mil and cc mike.kilbane@navy.mil. Potential Offerors may submit multiple questions per Submittal Form by adding a row for each question. Communications with any Government employees other than the point of contact listed above are strictly prohibited. Information provided with each question should include a document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. All questions and responses will be distributed to all Offerors via solicitation amendment(s). The Government will publish all amendments containing questions and responses submitted via the website at www.fbo.gov.
Should a potential Offeror submit an inquiry they believe addresses a subject that is specific to the company (and/or addresses anything that is believed to be proprietary in nature), the inquiry shall be marked accordingly by the submitter prior to submission. If the Government concurs with this identification, the Government may respond only to the submitter, or decline to answer the question. Offerors are therefore encouraged to submit questions that do not contain company-specific information. If the Government does not concur with the Offeror’s identification of any submitted question, it will inform the submitter of this non-concurrence and not provide any further response. Only written questions will receive a response. Company-specific information will be omitted from all questions.
It is requested that all questions be received within thirty (30) calendar days after issuance of this solicitation to allow the Government adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. The Government will continue to accept questions up to the closing time of the solicitation;
however, time may not permit responses to questions received after the thirty (30) day period.
