AMENDMENT 03

QUESTION:

Page 93; Section L; HQ L-2-0005 NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF INTEREST (NAVSEA), Paragraph (b) states, "If a potential conflict of interest exists at any tier, each potential prime offeror is requested to notify the Contracting Officer within 14 days of the date of this solicitation. The Offeror shall provide: (1) the contract number and name and phone number of the Contracting Officer for the contract which gives rise to a potential organizational conflict of interest; (2) a copy of the requirement; (3) the statement of work (or technical instruction) from the existing contract; (4) a brief description of the type of work to be performed by each subcontractor under the competitive procurement; and (5) any additional information the Contracting Officer should consider in making a determination of whether a conflict of interest exists."

Please provide clarification on what the Government is seeking in "(2) a copy of the requirement".

ANSWER:

"A copy of the requirement" is only required if the potential OCI is for a requirement that is not currently under contract (another solicitation that the offeror intends to submit a bid). As a result, the clause HQ L-2-0005 is modified to say "(2) a copy of the requirement or; (3) the statement of work..."

QUESTION:

The Offeror is required to submit a completed S-8 Attachment "Pre-Award Survey". The attachment provided is in PDF format, but it is not editable. Will the Government provide an editable form?

ANSWER:

Yes. S-8 Attachment is provided in Word version.

QUESTION:

Page 99; Paragraph 3.1 limits the page count of Volume IV – Supplemental Information to 30 pages; however, the amount of information required to fully address Volume IV is significant. For example, the teaming agreements addressed in section 4.4.1 are legal documents and the OCI mitigation plan addressed in section 4.4.4 require all questions in S-4 OCI Mitigation Plan Checklist to be answered. Section 4.4.2 requires resumes for all Key Personnel and must correlate to Attachment S-5, which identifies 18 key personnel. Also, Section 4.4.3 requires Attachment S- 2 and must reflect the staffing plan for all personnel.

Would the Government consider making 4.4.1 Teaming Agreements and 4.4.4 OCI Mitigation Plans exempt from the page count, while increasing the total page count for Volume IV from 30 pages to 45 pages?

ANSWER:

Yes. Section L 4.4.1 and 4.4.4 will be revised to exempt the Teaming Agreements and OCI Mitigation Plan from the page count in Section 3.1 and revise Section 3.1 to change the page count for Supplemental Information Volume IV from 30 pages to 50 pages.

QUESTION:

Page 93; Section L; HQ L-2-0005 NOTIFICATION OF POTENTIAL ORGANIZATIONAL CONFLICT(S) OF INTEREST (NAVSEA), Paragraph (c) states," The Government will notify an offeror of any conflict of interest within 14 days of receipt of all required information. Will the Government consider providing a response within 5 days of receipt?

ANSWER:

No. The Government understands the importance of the OCI determination and will expedite the review of the information to provide a timely response.

QUESTION:

Attachment J-9; Page 5; Paragraph 5.1.2 - Measurement states, "The accuracy of the work specifications will be assessed at the time of initial submission of completed work specifications to the Government for review." The Government does not mention any comment resolution process as it pertains to local preferences versus meeting 4E requirements. Will there be a comment resolution process that strictly addresses meeting the preferences of the Customer and does not adversely affect the performance criteria?

ANSWER:

No. As noted on paragraph 5.1.2 of Attachment J-9 states that "The Government will review all work specifications submitted by the Contractor for adherence to the requirements of the Joint Fleet Maintenance Manual (JFMM), Volume VII, Chapter 4, Appendix 4-E." Therefore, local preferences that do not meet the Appendix 4-E criteria specified for the seven (7) attributes described in paragraph 5.1.2 will not be incorporated. Additionally, paragraph

5.1.2 states that "The Government will utilize the Navy Maintenance Database (NMD) as the source of the work specifications that the Government will review for accuracy. Work specifications that do not meet the standards described above will be returned to the Contractor for correction via NMD. A record of all review comments will be maintained within NMD and will be used as Objective Quality Evidence (OQE) in support of incentive fee determination. The Government will provide summaries of OQE associated with specification accuracy throughout each performance incentive evaluation period."

The RFP contains no basis to estimate the expected volume of CFRs and RCCs associated with the work scope. Will the Government provide an estimated volume of CFRs and RCCs by fiscal year and CLIN to attachment S-1?

ANSWER:

Yes. The number of estimated CRFs and RCCs are already reflected in Attachment S-1 under Column "E", Execution Planning Work Items.

QUESTION:

Attachment S-5 anticipates 16-18 full time equivalents, and the RFP requires the offeror to provide in Supplemental Volume VI resumes for all key personnel. The RFP also requires offerors, if necessary, to provide a copy of its Organizational Conflict of Interest (OCI) mitigation plans in Supplemental Volume VI. Resumes and OCI Plans will exceed the Supplemental Volume IV 30 page limit. Will the Navy exclude resumes and OCI Plans from the 30 page count limit for Supplemental Volume IV?

ANSWER:

The resumes will still count towards the revised total page count of 50 pages for Volume

IV.

QUESTION:

Full-Blown Provisioning will accompany all new Allowance Parts List (APL) worthy procurements without existing supply support. This statement of work requires Component Identification Data (CID) and Statements of Prior Submission (SPS) for procurement from an APL that already has supply support. CDRL A010 provides notification to the Configuration Data Manager of changes to the configuration status making SPS a duplicate effort. Does the government expect CID, SPS and Provisioning Technical Documentation (PTD) submittals for all purchased items with an existing APL?

ANSWER:

Yes. The Government expects CID, SPS and PTD to be submitted for all purchased items that results in a change to the configuration of the ship for which the repair and/or alteration is being planned.

QUESTION:

If the contractor were to receive the full value of the directed Material at $127M (inclusive of purchased material, Travel and any other direct costs) with no opportunity to earn fee on these CLINs, the maximum fee a contractor could earn on this program would be in the range of 1-4% assuming the contractor had bid maximum base fee and earned all incentive fee. In light of these facts, would the Government consider allowing offers’ to propose a “Base Fee” on procured material for CLINS 0006, 6100, 6200, 6300 and 6400 or at least an incentive fee based on a performance metric related to timely procurement, inventory and delivery of material?

ANSWER:

No. The only fee bearing CLINs under this solicitation are the Level of Effort (LOE) CLINs associated with CNO Availability Planning, CM/EM Availability Planning, and Long Lead Time Material Procurement and Inventory.

QUESTION:

With regards to paragraph HQ L-2-0005 “Notification of Potential Organizational Conflict(s) of Interest”, does the Government consider current SURFMEPP contractors/subcontractors to have a potential organizational conflict of interest?

ANSWER:

Yes. As stated on paragraph (a), certain contractual arrangements may preclude, restrict, or limit participation in whole or in part, as either a subcontractor or as a prime contractor under this competitive procurement, primarily offerors that provide support to SEA 21 and the Fleet. SURFMEPP is an echelon three command of NAVSEA under the SEA 21 Program Office. As a result, any SURFMEPP contractors/subcontractors will have a potential OCI resulting from unequal access to information and/or biased ground rules.

Attachment J-9, Paragraph 1.2 indicates that “The performance incentive fee is designed to provide economic motivation for the Contractor to produce high quality products and services on a timely basis that support Navy’s maintenance and modernization planning objectives.” Can the government identify how the Performance Monitor as defined on page 4 of attachment J-9 will evaluate contractor quality consistently given that today the various Regional Maintenance Centers apply different 4E evaluation standards.

ANSWER:

QUESTION:

The RFP identifies key personnel in multiple ways: 4.2.4 “Provide the labor category and hours for these Key Personnel in the overall staffing plan.” 4.4.2 “The desired qualifications for the minimum Key Personnel identified for this effort is provided in Attachment S-5.” S-5 “These numbers represent Full Time Equivalents (FTEs).” Should the contractor assume that key personnel can split time between programs and charge less than 100% of their time to this contract (as implied by 4.2.4) or that the key personnel are to be priced at 100% of their time to this contract (as implied by 4.4.2)?

ANSWER:

Yes. Proposed Key Personnel can split time between programs. Attachment S-5 is provided to reflect the Government's minimum number of Key Personnel (by labor categories) that offerors must include as part of their proposal. These numbers represent Full Time Equivalents. An offeror can propose additional Key Personnel as long as the minimum number of Key Personnel for each labor category is included in the proposal. Offerors may bid more than one individual to fulfill an FTE requirement (e.g. an offeror may propose John Doe as Production Planner (.5 FTE) and Jane Doe as production Planner (.5 FTE) to make up a Production Planner (1.0 FTE).

QUESTION:

Section L for the cost volume directs material procurement values for CLINs 0006, 6100, 6200, 6300, and 6400 in the table under Section 2.4 Long Lead Time Material (LLTM). Should offerors assume that procurement and inventory labor hour estimates (CLINs 0005, 5100, 5200, 5300, and 5400) will be based on procuring 100% of the directed LLTM values as identified for CLINs 0006, 6100, 6200, 6300, and 6400? If not, what percentage is appropriate?

ANSWER:

Yes. Offerors should assume labor hour estimates for CLINs 0005, 5100, 5200, 5300, and 5400 based on 100% procurement of the LLTM values provided in CLINs 0006, 6100, 6200, 6300, and 6400 respectively.

QUESTION:

HQ F-2-0004 invokes FAR 52.247-34 which requires the contractor to deliver supplies under this contract F.O.B.

Destination. F.O.B. Destination will impose significant cost on the contractor to comply with ITAR and EAR regulations and may result in schedule delay. In similar Navy Contracts the Navy invokes F.O.B Origin which does not require the contractor to ship material outside of the United States and eliminates this added cost and schedule risk associated with compliance with ITAR and EAR regulations. Would the Navy change this requirement to F.O.B. Origin to lower cost and mitigate potential schedule impact associated with complying with ITAR and EAR regulations on shipments outside of the United States?

Yes. Section F of the solicitation is being modified to reflect a change for CLINs 0006, 6100, 6200, 6300, and 6400 from F.O.B. Destination to F.O.B. Origin.

QUESTION:

For the convenience of the Navy, the contractor intends to provide hard copies of the CPARs referenced in the Past Performance Volume III. Will the Navy exclude the CPARs from the 12 page count limit for the Past Performance Volume III?

ANSWER:

No. Offerors are discouraged from submitting copies of CPARS. The Government will retrieve applicable CPARS information directly from the system.

QUESTION:

The contractor assumes that the term “Work Item” in the work load attachment S-1 means 4E work specification.

This use is in accordance with the JFMM Volume VII Appendix 4E where work item is defined as “Work Item (4E Spec) - An individual set of work requirements written in a standard format to accomplish a specific alteration or repair.” Request the government to confirm that the quantity of “Work Items” is the same as the quantity of “Work Specifications.” In addition the Contractor requests the Navy confirm that the Work Items listed in Attachment S-1 are different than the anticipated Work Notifications.

ANSWER:

Yes. The terms “Work Item” and “Work Specification” are synonymous and should be interpreted using the JFMM definition referenced in the question. The Navy confirms that the Work Items identified in Attachment S-1 do not represent the number of anticipated Work Notifications. Work Notifications are used to develop and define the scope of work items. There may be multiple Work Notifications that can be consolidated to define the scope of a single Work Item.

QUESTION:

CLINs 0005, 5100, 5200, 5300 and 5400, are for Long Lead Time Material (LLTM) and inventory support of assigned ship availabilities. Question: Will the LLTM be received and stored in Government warehouses or will the contractor be required to store the LLTM in a contractor controlled warehouse prior to delivery to the executing activity?

ANSWER:

No. As stated in Section L, paragraph 4.1.1, subparagraph (j), offerors are expected to describe their ability to support procurement and Just-In-Time (JIT) delivery of all LLTM procured. As a result, it is anticipated that offerors will propose their methodology to support JIT deliveries including warehouse facilities if necessary.

QUESTION:

If the LLTM is being received and stored in Government warehouses, where will those warehouses be located?

ANSWER:

No. At this time, it is not anticipated that the Government will provide warehouse facilities in support of LLTM.

QUESTION:

Will the 3rd Party Advanced Planning Support contractor be required to track, receive, inventory, or ship any material other than the LLTM that it is responsible to procure (e.g. Program Alteration material)?

ANSWER:

No. The Third Party Planning contractor will only be required to track, receive, inventory, or ship LLTM material procured under the Third Party Planning contract.

Paragraphs 3.4 1 and 2 use the words “the contractor “may” whereas every other paragraphs use the word” shall”. Is there significance associated in the difference between “shall” and “may”? Are we to approach these paragraphs differently based on the word changes?

ANSWER:

Yes. The intent of the use of the word "shall" when used in the PWS is to indicate areas where the contractor will be expected to provide Level of Effort (LOE) services on a continuous basis. The intent of the use of the word "may" when used in the PWS is to indicate areas where the contractor will only be providing those LOE services when and if tasked by the Government.

QUESTION:

CLINS 8100, 8200, 8300 and 8400 are for surge support with the amount being specified in S-1. Would the Government clarify as to how surge work will be authorized and assigned?

ANSWER:

CLINs 8100, 8200, 8300, and 8400 are options CLINs that if exercised in accordance with FAR clause 52.217-9 provided in Section I will be authorized and assigned in the same manner as CLINs 0001, 1100, 1200, 1300, 1400, 0003, 3100, 3200, 3300, and 3400.

QUESTION:

As written, this subparagraph (4.4.2.d) requires offerors to identify the requirements each Key Person will be supporting identified by CLIN. Should offerors identify the supported requirements by reference to solicitation paragraphs rather than by CLIN? An indication of the individual’s involvement by CLIN already is contained in the requirement for subparagraph 4.4.2.i of the staffing plan.

ANSWER:

Yes. Section L, paragraph 4.4.2.d is revised to replace the word "CLIN" with "task area(s) of the PWS."

QUESTION:

Attachment S-1 Workload Estimate, Tab labeled Type of CNO Avail by Port includes Avails scheduled in FY 2020, which would take place after expiration of the awarded contract. It is anticipated that the contract will expire at the end of the FY 2020 first quarter or in the second quarter. For purposes of cost and staffing, should we assume that we will perform the full execution support for these availabilities? If so, will additional CLINs be assigned?

ANSWER:

Yes. Offerors should assume they will perform the full execution support of these availabilities. If new CLINs are required, the Government will realign any remaining ceiling (dollars and hours) from existing LOE CLINs to a newly created CLIN to support these efforts. These newly created CLINs will not exceed a 12 month Period of Performance (POP).

QUESTION:

It appears that on the Type of CNO Avail By Port tab of Attachment S-1 Workload Estimate, the incorrect year is given for 2018 totals through 2020 totals.

ANSWER:

Yes. Attachment S-1 is being revised to correct rows 45B, 51B, and 58B.

QUESTION:

The solicitation limits Key Person resumes to a maximum of two pages. A significant amount of space will be required to display the information required by this subparagraph for the CLINs. Would the Government consider eliminating the requirement to display this information in Key Person resumes, since the proposed number of labor hours by CLIN also is required to be presented in the Staffing Plan for all personnel proposed, including Key Personnel?

Yes. Section L, paragraph 4.4.2.j is deleted in its entirety.

QUESTION:

Will the government provide office space/facilities collocated with their government counterparts at the FCAs? Will any government facilities/resources be available to the contractor in execution of this contract? i.e., office space, furnishings, phone, computer work station, fax/copier use, etc.) As an example, contractors in San Diego have office space for both PM and planning functions collocated with the ACOs and class managers.

ANSWER:

No. As stated in Section C, paragraph C.2.1, The Contractor shall furnish the necessary resources including management, technical services, personnel, material, equipment, supporting electronic information resources, and support services required to accomplish the efforts under this solicitation. The Government will not provide office space/facilities/resources for the execution of the efforts covered under this solicitation.

QUESTION:

Will the Navy please confirm the Offeror can to use the Labor Categories defined in its Cost Accounting Standards Disclosure Statement?

Yes. Offerors can propose Labor Categories as defined in their Cost Accounting Standards Disclosure Statement.

The solicitation states that the offerors staffing plan shall "identify ALL" proposed personnel by individual name.

Did the Government intend for this to read as "identify all KEY personnel" by individual name?

ANSWER:

Yes. The staffing plan shall identify ALL proposed personnel (key and non-key). Individual's name shall only be provided for Key Personnel. As a result, Section L, paragraph 4.4.3, subparagraph (a), is revised to clarify that Individual's Name is only required for Key Personnel.

QUESTION:

Can the offeror propose composite rates for individuals by labor classification and then charge time for those individuals consistent with the proposed rates disclosed to the government?

ANSWER:

No. As stated in Section L, Chapter 2.0, Section 2.2, Direct and Indirect rates, the cost proposal shall reflect actual labor rates anticipated to be expended during performance; e.g., actual hourly labor rates for proposed personnel, if such rates will be the basis for billing under the resulting contract and not a composite rate of individuals within a labor classification or labor category and supporting rationale for the proposed labor rates.

3.0 PROPOSAL REQUIREMENTS

This section delineates general information and requirements to be followed in the preparation of the Offeror’s proposal. If an Offeror fails to comply with the content requirements, this will be considered during evaluation and will result in a lower evaluated rating or ineligibility for award.

An Offeror’s proposal shall be sufficiently detailed to enable Government evaluation board members to make a thorough evaluation, and to arrive at a sound determination as to whether or not the prospective Offeror will be able to perform in accordance with the stated requirements.

The Offeror’s proposal shall be specific, detailed and complete as to clearly demonstrate that the Offeror has a thorough comprehension of the total technical requirements, the Performance Work Statement (PWS), and all other requirements contained in the solicitation. Offerors should assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's proposals only. The Contractor should not presume that data previously submitted, or presumed to be known (e.g., data or services previously submitted or performed for the Government), will be considered as part of the proposal. The Government does not assume the duty to search for data to cure problems it finds in proposals. Failure to conform to all requirements of this solicitation may form the basis for rejection of the proposal.

General statements like “the Offeror understands the method for performing the engineering efforts (or any portion thereof) and can or will comply with the requirements of the solicitation” will be considered inadequate, as will generic statements such as "straight forward engineering techniques" and the "highest quality control procedures.”

The Offeror’s proposal must contain a precise description of all terms and conditions of the services offered and must address all topics described below. The information provided in the proposal shall appear in the same order as outlined herein.

3.1 Solicitation Response Requirements

The solicitation response shall contain five (5) separate volumes as follows:

Each volume shall be bound separately and shall not exceed the page limitation cited above. Each volume of the proposal shall be bound in three ring binders to permit removal of sections with each major part tabbed. The Offeror’s company name shall appear at the top of each page. Legibility, clarity, and compliance with the requirements of the solicitation are essential. Failure to provide the requested information may adversely affect the Government’s evaluation of the Offeror. The page count shall include all material with printed matter and figures, including appendices, unless otherwise noted herein. Those pages excluded from the page count must contain only material pertinent to the page heading.

The narrative material in the written and cost volumes of the Offerors proposal shall be typed or printed in a font with the type no smaller than size 12 Times New Roman font on standard 8-1/2 by 11 inch paper. Text line spacing shall be 1.5 lines. One-inch margins on each side, including top and bottom are required. Text within tables, diagrams, pictorial charts, or graphic material may use 8-point font. Fold out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by 17 inches. Fold out pages will be counted as two pages.

Fold out pages may only include narrative sufficient to describe the diagram, chart or graphic material. Every paragraph, figure, and table shall be numbered. Proposal material shall be presented on double-sided pages only and in a single column on each page (refer to Section I, FAR 52.204-4). Each double-sided page counts as 2 pages.

A date shall be placed on each page of the proposal corresponding to the date of the initial proposal. Any pages that may be revised as a result of discussions (if required) shall contain revision numbers and dates and shall be identified by redline tracked changes.

The page count shall include all material with printed matter and figures except cover pages, title pages, Table of Contents (TOC), lists of illustrations, tab pages, cross reference matrix, glossary of abbreviations and acronyms, index, and lists of tables which may be combined with illustrations. Pages excluded from the page count must contain only material pertinent to the page heading or be blank and marked "Intentionally Left Blank." Index pages and Tabs are required and shall be cross-referenced to the TOC. Every page, except those marked as blank, will be numbered. If the proposal exceeds the page limit identified, the Government will remove all pages exceeding the specified page count from the back of the proposal prior to the evaluation. These pages will not be removed from the index provided at the back of the proposal.

The Offeror shall provide Volumes I through V on five (5) separate CD-ROMs. Each disk shall be labeled as follows:

No cost or pricing information shall be included in the Offeror's forwarding letter or in any part of its submitted volumes, except the Cost Volume V. Forwarding letters are merely instruments for transmitting the submitted proposals; they are not part of the page count and will not be evaluated. The forwarding letter shall identify all enclosures being transmitted, and shall list all subcontractors identified in the Offeror’s proposal.

In the event that any portion of the proposal is written by anyone who is not a bona fide employee of the firm submitting the proposal, a certificate to this effect shall be furnished which must be signed by an authorized official of the Offeror and shall indicate the person’s name, employment capacity, firm name, relationship of that firm to the Offeror, and which portion of the proposal was written by that person. This certificate requirement applies to both the prime and any subcontractors. The certification will not count against page count and be provided in Volume IV. Although legible, neat, orderly, and comprehensive proposal(s) are required, elaborate brochures or other presentations beyond that sufficient to present a complete and effective explanation are not desired. Elaborate artwork, expensive visual or other presentation aids are neither necessary nor desired.

The Proposal shall contain all the pertinent information in sufficient detail to permit evaluation. The proposal should be detailed and complete as to clearly demonstrate that the Offeror has a thorough comprehension of all technical and other requirements. If an Offeror fails to comply with content requirements, its proposal may be downgraded for failure to follow instructions.

The Offeror shall submit the volumes in both paper format and as electronic files on computer diskettes. The electronic files shall be submitted on CD-ROMs formatted for Microsoft® Windows 2007™ or DOS™ applications; text shall be prepared using Microsoft® Word ™ compatible applications; and spreadsheets, worksheets, or workbooks shall be prepared using Microsoft® Excel ™ compatible applications. All files shall conform to DOS™ naming conventions (i.e., no more than eight characters for the subject and no more than a four letter character extension); only the following extensions shall be used:

Graphics, tables, photographs, and other data beyond the capability of Microsoft® Word ™, Microsoft® PowerPoint ™, Microsoft® Excel ™, or not in currently NMCI supported applications may be submitted in Adobe Acrobat format. Electronic cost data must be submitted in Excel. Specific instructions are provided under paragraph 4.5.

3.2 Cross-Reference Matrix

Cross referencing between factors within Volumes I-V is permitted where its use would conserve space without impairing clarity. However, each factor of Volumes I-V of the proposal shall be written to the greatest extent possible on a stand-alone basis so that its content may be evaluated with minimal cross referencing to other factors within Volumes I-V of the proposal. The Cross-Reference Matrices shall clearly identify the location(s) in the Offerors proposal that address or respond to each numbered requirement in Sections L and M. Where cross referencing is necessary, the Offeror must cite the specific factor, page number, section or paragraph for reference.

The Government is not responsible for cross referencing information that the Offeror has failed to identify in the appropriate factor. Information required for each factor, which is not found in its designated factor or properly cross referenced, will be assumed to have been omitted from the proposal.

A complete set of Cross Reference Matrices shall be provided in the front of each volume. The solicitation cross-reference matrix for each volume must indicate the proposal volume section, subsection, and paragraph, cross-referenced with the appropriate PWS paragraphs, applicable solicitation instructions, evaluation criteria, and CDRLs, as applicable.

3.3 Glossary

At the end of each volume of the proposal, Offerors shall provide a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against page limitations for their respective volumes.

4.0 PROPOSAL VOLUMES

The proposal volumes, titles, page distribution, hardcopies required, and other related information are listed below.

Maximum page counts are provided for each Volume of the proposal and are listed in the table in section L, 3.1 above. Allocation of pages across particular Tabs within a Volume is left to the Offeror’s discretion, provided the overall page count of the Volume is not exceeded. Information required for proposal evaluation that is not included in its designated volume may result in unfavorable proposal evaluation. Offerors must comply with the submission requirements specified above. Non-conformance with the specified organization, content, and page limitations may result in an unfavorable evaluation of the proposal.

4.1 VOLUME I: Technical Approach

Each Offeror’s proposal shall demonstrate a specific technical approach to perform the requirements in the Performance Work Statement (PWS) cited in Section C. The proposal must be sufficiently detailed and complete to demonstrate an understanding of, and the ability to comply with, all the requirements of the PWS. The proposal should demonstrate such understanding and ability in concise, logical manner and should not contain superfluous material not directly related to the solicitation. General statements "that the Offeror can or will comply with the requirements", "standard procedures will be used", or that paraphrase the descriptions of the specifications in the Performance Work Statement in whole or in part will not constitute compliance with these requirements concerning the content of the technical proposal. Failure to conform to the requirements of this solicitation may result in an Offeror’s ineligibility for award.

A technical approach should include discussion of relevant operating procedures, performance methods, capabilities, and/or knowledge that increase the likelihood of successful contract performance. In addition to demonstrating how the Offeror will meet each of the requirements individually, the Offeror’s proposal shall demonstrate a specific technical approach to support each subtask in relation to other related requirements, subtasks, and tasks in the PWS.
