About this file
This document is a Request for Information (RFI) for the Marine Corps focusing on unmanned systems and software solutions. The RFI seeks market research on software and platform capabilities, with specific technical requirements including containerization for Joint Light Tactical Vehicle (JLTV) transport, a four-person lift capacity, packaging within a 4'x3'x2' volume, and a maximum loaded container weight of 150lbs. The government is exploring autonomy software solutions that can be deployed on Android tablets, with an example interface being the Android Tactical Assault Kit (ATAK), and intends to utilize an Unmanned Common Controller (UCC) across all unmanned Marine Corps platforms.
The RFI responses are due by close of business on November 28th, 2025, and must be submitted via encrypted email with proper Controlled Unclassified Information (CUI) markings. The government is open to various submission approaches from autonomy software companies, including independent software-only proposals, partnering with a single vendor, or collaborating with multiple vendors. Additionally, in the event of an award, the government may provide MANGL integration documents as Government Furnished Information (GFI). This is a new requirement with no incumbent contract, and the RFI emphasizes that it is for market research purposes only and not a solicitation.

The fully loaded container shall not exceed a weight of 150lbs.
A: This RFI is for market research purposes only and is not a solicitaƟon. Vendors are advised to provide informaƟon on their current products/capabiliƟes.
Q: Can the Government clarify the correct response date for vendors to submit informaƟon?
A: RFI responses are due by COB November 28th, 2025. The RFI has been updated with the clarificaƟon.
Q: For autonomy soŌware companies interested in providing a response, which of the following paths would the Government recommend as the best approach?
1) submit an independent, soŌware-only proposal that would enable later government pairing of our soŌware with a plaƞorm,
2) choose one vendor to partner with that we believe to be best suited to the response,
3) partner with mulƟple vendors on mulƟple responses to the RFI
A: This RFI is for market research purposes only and is not a solicitaƟon. The Government is open to any and all viable/feasible soluƟons capable of meeƟng the requirements outlined in this RFI.
Q: Can the Government provide more informaƟon on the UCC? Is there a difference between Unmanned Common Controller and Universal Common Controller?
A: The Government intends to uƟlize the Unmanned Common Controller across all unmanned Marine Corps plaƞorms. The Government is seeking soŌware soluƟons that can be easily deployed on tablets uƟlizing Android operaƟng systems. An example of a possible soluƟon would be uƟlizing Android TacƟcal Assault Kit (ATAK) for the controller interface.
Q: Can the Government characterize what full compaƟbility with MANGL might look like for a TRUAS Inc 2 system, and whether it would be feasible for the government to support access to MANGL hardware/technical documents under any future related performance?
A: The Government may provide MANGL integraƟon documents as Government furnished informaƟon (GFI) in the event of an award
Q: Can the Government clarify proper procedures for submiƫng formal RFI responses?
A: Per the RFI instrucƟons, formal RFI responses are to be submiƩed via encrypted email with proper CUI markings. In the event an encrypted email cannot be sent, a DoD SAFE Link can be requested via email.
