About this file
This document contains the questions and answers from the Coalition Affordable Maritime Strike (CAMS) Weapon System Industry Day. The key details are:
The CAMS program is seeking the rapid development, maturation, integration, prototyping, test, qualification and initial fielding of prototype missile units. The program is intended to support a broad base of international partners and U.S. allies, with the capability to prosecute diverse surface and land targets. The desired unit price is approximately $1.5M per missile, with a minimum full rate production of 250 all-up rounds per year. The contracting strategy has not been finalized, but the program is exploring various contracting and funding solutions to accelerate the acquisition timeline, potentially including the use of consortia or Other Transaction Authorities. The Navy is targeting Low Rate Initial Production in fiscal year 2027. Responses to the forthcoming Request for Information should not exceed 10 pages, with classified information allowed as a separate addendum.

A: There are no unique propulsion system requirements.
Q: Any insight into the Foreign Military Sales (FMS) side? Assuming previously approved export and fairly mature technologies.
A: Export will be dependent on implemented technology to meet requirement. Previously export approved technology is not required.
Q: Will this missile be used only by U.S. partners, but Navy is going to pay and development the missile and sales via for FMS?
A: The contracting strategy has not been determined.
Q: Is the first variant intended to be air launched?
A: CAMS is intended for surface, sub surface, and air-launch.
Q: Will you provide information during the Industry Day about priority targets, up front ideas about target criteria, etc.?
A: With the intention of supporting a broad base of international partners and US allies, CAMS should be capable of prosecuting a diverse set of surface and land targets.
Q: Where did the $1.5M per missile price target come from?
A: The $1.5M was derived from an Independent Government Cost Estimate
Q: Will money for this program be requested in FY 2026 and then Low Rate Initial Production (LRIP) is targeted for FY2027?
A: The contracting strategy has not been determined. LRIP is targeted for FY2027.
Q: Request for Information (RFI) mentions providing cost breakdown for Research Development Test and Evaluation (RDT&E) funds for FY24, 25, 26? But, RDT&E funds have already been requested by the Navy for FY24 and 25. Are these years accurate?
A: PMA-201 is interested in understanding breakout costs for RDT&E funding requirements. PMA-201 is exploring all contracting and resource funding solutions.
Q: Will a Request for Proposal (RFP) be pursued through an Other Transaction (OTA), such as the Naval Energetic System and Technologies (NEST), Naval Surface Technology and Innovation Consortium (NSTIC), or Naval Aviation Systems Consortium (NASC) consortiums?

Q: RFI states this is "….on behalf of potential international partners….". Is it the Government's intent or expectation that CAMS would be an international cooperative program, with "potential international partners" collaborating/jointly funding development & production? Or are the "potential international partners" generically intended to reference potential FMS customers only? Or is the Government considering both?
A: The contracting strategy has not been determined. PMA-201 is exploring all contracting and resource funding solutions to accelerate the normal acquisition.

A: CAMS is expected to support a broad and diverse number of internationally operated platforms.
Q: RFI states "….the chosen CAMS solution will facilitate large production runs…..". Although "a minimum of 250 AURs per year" was mentioned, what is the anticipated maximum/optimum annual production quantities foreseen/desired, and what is projected total production quantity envisioned over how many years?
A: Exact production quantities are not currently known, but expected to be 1000+ and a minimum full rate production of 250 AUR / year.

A: With the intention of supporting a broad base of international partners and US allies, CAMS should
Q: Is the identified mandatory range requirement of a "lethal strike at minimum of 140NM" for air-launched variant only, or for all variants?
A: The requirement of a lethal strike at minimum of 140NM is for all variants.
Q: RFI identifies the desired guidance requirement as: "Incorporates any guidance system that detects and targets moving surface combatants, surface targets and stationary land targets." Can the Government provide further definition of the types, sizes and classes of targets relevant to the desired guidance requirement?
A: With the intention of supporting a broad base of international partners and US allies, CAMS should
Q: Ship Launch Envelope: Is there a Sea State associated with the Ship Launch Envelope? Would assuming Sea State 3 be appropriate?
A: A Sea State condition for surface launch is undetermined. It is expected a CAMS solution would be capable of being deployed under adverse weather conditions. Capabilities solutions could include a Sea State performance trade space assessment within the triad of cost, schedule, and performance.
Q: Vertical Launch System (VLS) Launch: Is this expected to be single, dual and/or quad pack?
A: A formal VLS integration requirement has not been defined.
Q: Countermeasure Resistance: Does the desired requirement of having a "Navigation System capable of operating in a Global Positioning System (GPS) degraded/denied/spoofed environment" mean that there would be no GPS throughout the entire flight?
A: There are open source media reporting of contested GPS environments around the world today.
Industry's inputs to providing solutions which may allow a weapon to effectively operate in a GPS contested environment are welcome.
Q: Is post launch communications from shooter platform to weapon desired?

A: PMA-201 is not limiting range at this time.
Q: Can any submission be longer than the 10 pages?
A: RFI responses are not to exceed 10 pages.
Q: Will classified submissions count against the 10 page limit? Or can it be a separate addendum?
A: Classified submissions do not count against the 10 page limit and can be a separate addendum.
Classified submissions should be mailed in accordance with directions outlined in the RFI and shall be postmarked or electronically submitted by 16 September 2024.
Q: Is it intended to be a single system that meets all requirements or family of systems or multiple independent systems that support various air launched/surface launched systems? If the latter, how many variants will be considered?
A: CAMS is intended to use a common architecture with some variance of configurations to support various air launch and surface launch requirements. It is unlikely that a single system could meet all requirements but it is desirable that variance is limited in order to increase supportability and production.
Q: Is the Navy or other defense service planning to act as the "go between" with industry and FMS entities? If so, then to what extent and capacity? If not, then will industry be working directly with FMS countries?
A: NAVAIR PMA-201 intends to be the Implementing Agency (IA) for the CAMS program.
Q: With CAMS being an FMS program with no US funding, is CAMS subjected to continuing resolution funding rules regarding new start programs?
A: The contracting strategy has not been determined. PMA-201 is exploring all contracting and resource funding solutions to accelerate the normal acquisition process. It is not yet known if Continuing Resolution (CR) funding rules will apply.
Q: With the wide range of VLS platforms, will a separate RFI/RFP be released once the base CAMS specifications have been established, or is it intended that the VLS system be included as part of this RFI response?
A: The primary focus of this RFI is on the CAMS weapon; however, a total package approach including VLS requirements is desirable.
