About this file
This document is a Request for Information (RFI) issued by the Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland. NAVAIR is conducting early market research to identify sources capable of rapidly developing, integrating, prototyping, testing, qualifying, and initially fielding a Coalition Affordable Maritime Strike (CAMS) weapon system.
The RFI outlines mandatory and desired requirements for CAMS, including development using a model-based systems engineering approach, compliance with WSESRB safety standards, a minimum 140NM range, and compatibility with Weapon Open System Architecture. Desired attributes include air and surface launch envelopes, countermeasure resistance, and an affordability target of $1.5M per all-up round. NAVAIR is seeking information on design and development, cost and schedule, production capabilities, and potential partnerships. Responses are due by September 16, 2024. This RFI does not constitute a solicitation, and the government does not intend to award a contract or compensate respondents.

RFI: Coalition Affordable Maritime Strike (CAMS) Weapon System
Agency: Department of the Navy
Office: The Naval Air Systems Command
Location: Naval Air Warfare Center, Patuxent River, MD
The Government anticipates coalition partners interest in a medium-range weapon system. For that reason, the Government is engaging in early market research to identify relevant capabilities.
This notice is issued as a Request for Information (RFI). The Naval Air Systems Command is seeking information from industry to identify responsible sources that have the capability, experience and facilities required to support the United States Navy (USN) Coalition Affordable
Maritime Strike (CAMS) weapon system. The Government is seeking information and data regarding the development and fielding of CAMS.
Background
Many coalition partners are reaching the point of diminishing returns with regard to the cost to modernize and sustain their mid-range maritime strike weapons capabilities. The USN intends to harness interest from the coalition partners and the national interest in expanding munitions production capacity that would successfully field an affordable munition on a relevant time scale for coalition use.
For that reason, the Naval Air Systems Command (NAVAIR) at Patuxent River, MD is conducting early market research to determine if there are any responsible sources that have the capability, experience and facilities required to support the rapid development, maturation, integration, prototyping, test, qualification and initial fielding of prototype units in support of the
Coalition Affordable Maritime Strike (CAMS) weapon system.
The NAVAIR PMA-201 Precision Strike Weapons program office, on behalf of potential international partners, is interested in the expedited development, prototyping, manufacturing, and employment of a widely affordable and exportable air and surface launched weapon with adequate stand-off ranges to provide desired lethality. By keeping unit costs low, the chosen
CAMS solution will facilitate large production runs and optimal inventory levels our international partners urgently desire. Weapons Open System Architecture (WOSA) and government-owned interfaces to permit rapid and affordable future upgrades and enable future multi-variant production should be prioritized. Designing for ease of production in surface, sub-surface, and air-launch variants will expand partnership and cost-sharing opportunities. Internal-carriage air-launch configurations likely maximize this potential, if acceptable range and payload tradeoffs can be managed.
The objective of this RFI notice is to help the Government determine if there are existing sources with the capability and experience to rapidly prototype, integrate, test and field a short to mid-range weapon system, capable of launching from aircraft and surface platforms to meet the following requirements:
Mandatory Requirements:
Development: CAMS shall be developed using a model-based system-engineering environment and a broad exportability design that results in a modular weapon system capable of prosecuting a diverse set of surface and land target sets, as well as incorporating affordable upgrades to outpace adversaries without disrupting production throughput.
Safety Requirements: CAMS shall meet Weapon Systems Explosives Safety Review
Board (WSESRB) requirements.
Range: Capable of lethal strike at minimum of 140NM
Desired Requirements:
Compliance: Weapon Open System Architecture (WOSA) Compliant
Air Launch Envelope: Range achieved up to 40,000ft AGL, and up to 0.8 Mach delivery
Ship Launch Envelope: The missile shall be able to be launched on a moving/pitching deck of a ship via a Vertical Launch System, or some other type of deck-mounted launcher
Support Equipment: Designed to utilize common support and test equipment
Payload: Less than 500lb. Warhead Class
Guidance: Incorporates any guidance system that detects and targets moving surface combatants, surface targets, and stationary land targets
Countermeasure Resistance: Incorporates any Navigation System capable of operating in a GPS degraded/denied/spoofed environment
Targeting: Includes one or several abilities GPS, INS, IR, and/or imagery Production: A minimum of 250 AURs per year
LRIP Timeline: NLT 1st QTR Fiscal Year 2027
Affordability: Target of ~$1,500,000 per AUR is desired
Responses to this RFI are requested for the development of the AUR, or for specific components, such as seekers or propulsion systems that could meet CAMS requirements. Industry partners that cannot develop or integrate an AUR but have technology for incorporation are encouraged to submit a response.
