About this file

This document is an industry day presentation for the Coalition Affordable Maritime Strike (CAMS) weapon system requirement. The Naval Air Systems Command (NAVAIR) is conducting early market research through a sources sought notice to determine if there are capable sources that can support the rapid development, maturation, integration, prototyping, testing, qualification, and initial fielding of CAMS prototype units.

The key objectives are to provide a low-cost, capable, mature technology, high-volume, and export-focused short to medium range maritime strike munition to fill a capability gap for U.S. allies and coalition partners. The government is seeking industry feedback on the CAMS requirement and plans to hold one-on-one discussions with interested companies. All questions and responses will be posted on SAM.gov, and written feedback is requested by August 30, 2024, with government responses by September 11, 2024. The government will not share proprietary or proposal strategy information with other offerors.

Opening Remarks

9DISTRIBUTION STATEMENT A

Opening Remarks

• Many coalition partners are reaching the point of diminishing returns with regard to the cost to modernize and sustain mid-tier capabilities.

• If the United States does not recognize and take the lead to fulfill the present capability gap, our existing allies and coalition partners will (and have already) seek solutions from our adversaries.

• "While most of our partnerships remain strong, traditional approaches may not work in an uncertain future. Rather, to remain the partner of choice that delivers as promised, we must understand well our partners and allies requirements, and collaborate closely on solutions across our interagency and industry partners."

Department of the Navy International Programs Office Strategic Plan 2022

PMA 201 has realized the need for an affordable, releasable short to mid range anti-ship missile for our Allies and Coalition Partners

10DISTRIBUTION STATEMENT A

Opening Remarks (Cont’d)

“To strengthen and sustain deterrence, the Department will prioritize interoperability and enable coalitions with enhanced capabilities, new operating concepts, and combined, collaborative force planning… the Department will work across the interagency system and in concert with Allies and partners to advance regional security goals that implement the higher-level aims of integrated deterrence, while accounting for the cross-regional and global dimension of potential conflict.”

– 2022 National Defense Strategy of the United States of America

"Production itself is deterrence," he said. "It's as simple as that. The more we work together to expand global capacity of production and sustainment and foster opportunities for even co-development, co-production and co-sustainment, the better off we will be.“

- William A. LaPlante- Undersecretary of Defense for Acquisition and Sustainment

Requirements Overview

Why CAMS?

Fill The Gap

• There is broad interest in resuscitating and expanding the munitions supplier base, an objective that is undermined by repeated sole-source procurements

• The pool of US-sourced alternatives is very small, from the perspective of our coalition partners

• At the same time, developing a new munition that is primarily for coalition use has little to no precedent, while US investments are over-subscribed with commitments to emerging high-end munitions that have weak paths to broad exportability

“Premier Blue” is always needed to overmatch pacing technology threats

Most exquisite tech

High military-unique investment

Low volume production

Low Exportability

Low-cost, high volume efforts currently focused on short range

Direct Attack Munitions

NEED:

Capable, affordable, mature tech, high volume and export focused to

NATO/Non-NATO

Mature design efforts with limited producibilty focused on short to medium range munitions

We are looking to fill the gap for our Allies and Coalition Partners
