Question # Question Reference NAVAIR response 1 Would the Government confirm the total number of T56-A-16A Series 3.5

Power Section engine module upgrades for the Series program?

N0001924R0007 Att 4 The maximum number of T56-A-16A Series 3.5 upgrades to be procured under this contract vehicle is 75. Please refer to

"Section B- Supplies or Service and Prices, Item No. 0001AA and 0001AB", "BTXT.216-9506 Minimum and Maximum quantities", "B-1", and Attachment (4), "Estimated Annual Ordering Quantities by Contract Year."

2 Is there a limit to Past Performance Contract entries for Prime and Sub Contractors? ES-2 Relevant Contract Summary indicates three (3) for the Prime and two or three for subs?

N00001924R0007 Table ES-2; Att L- 1 Vol 1 ES Tables

There is no limit to Past Performance contract entries for Prime and Subcontractors. Offerors shall provide contract entries in Table ES-2 for all recent/relevant contracts in accordance with the instructions and definitions set forth in Section L and Attachment L-1 Vol 1 ES Tables of the solicitation. Insert additional rows as necessary and provide a unique contract number reference for each entry in accordance with the Instructions of Att-L Vol 1 ES Tables.

3 During Testing, if non-related items to the Series 3.5 Modification (e.g.

Torquemeter / Gearbox) are found to be Non-RFI, will these go to CLIN 0002 O&A or CLIN 0004 O&A for repair and additional testing? Does this create a TAT hold?

N00001924R0007 Section L 2.2.1 and Solicitation Section F

If items not related to the 3.5 modification are discovered to be non-RFI, notify the COR for further disposition. PWS 6.0 has been clarified on this point. The repair of torquemeters or gear boxes are not covered under this contract. This could drive a TAT hold for the QECA.

4 Would the Government explain TAT related to CLIN 0001 (60-days) and 0003 (70-days)? Are these additive (e.g. 130-days for the full QECA) deliver?

N00001924R0007 Section L 2.2.1 and Solicitation Section F

The maximum TAT for CLIN 0001 (Series 3.5 Power Section) is 60 days. The maximum TAT for CLIN 0003 (QECK Inspection, QECA Reassembly and Test) is 70 days, and is not additive to the TAT under CLIN 0001. In accordance with the PWS, the Government may induct standalone power sections for upgrade or QECAs for power section upgrade. When inducting a standalone power section, only CLIN 0001 would be funded and the maximum TAT is 60 days. When inducting a QECA, CLIN 0001 and CLIN 0003 would be funded with CLIN 0001 covering the power section upgrade portion, and CLIN 0003 covering the QECK Inspection, and QECA Reassembly and Test. The power section upgrade funded under CLIN 0001 would occur after the QECK Inspection, but before the QECA Reassembly and Test of CLIN 0003. Therefore, the 70 days specified as the maximum TAT for CLIN 0003 is inclusive of the 60 day maximum TAT for CLIN 0001. Also, please refer to Section F of the solicitation where offerors are to insert proposed TAT days for Items 0001AA, 0001AB, and 0003.

5 Please confirm that instruction to "dissassemble, clean, and inspect all items" does not include Torquemeter, Accessory Gearbox, and Reduction Gearbox modules

PWS 5.17 and PWS 6.0 Gear box and torquemeter modules will be disassembled/removed from the QECA, but they will not be further disassembled or repaired. Gear box and torquemeter modules must be inspected for servicability and pass QECA test cell runs. If the gear box or torquemeter are discovered to be non-RFI, contact the COR for disposition instructions. PWS 6.0 has been clarified on this point.

6 Please confirm that engine logbook, AESR, MSR, ASR, and SRC Cards will be provided in hard-copy form with each QECA delivered to the awardee.

PWS 5.5 Yes hard copy records will be provided for each induction. PWS 5.5 has been clarified on this point.

7 Will standard T56-A-16 Series III Depot Maintenance Manual "build limits" apply to the Series III/Series 3.5 common turbine module LLP's not replaced during Series 3.5 upgrade (turbine wheels and spacers)? Will these fall under CLIN 0002 O&A?

Section 1 b. of the DRAFT Series

3.5 TD (pre-requisite Series III

hardware- Comp Ball Bearing, Thermocouple Assy, T1-T2 Turbine Spacer, 2nd stg Vane Case Seal Ring, C14 wheel

1) No there is no pre-requisite hardware. All pre-requisites will have been complied with prior to induction. There is no scope within this contract for this. 2) There is no requirement for holding stock of the pre-requisite parts.

As you know these are high value items. So the question is do we price these into CLIN 0001 FFP or keep the CLIN price lower and address as they come up under CLIN 0002 O&A?

PWS 5.2 and 12.1 The scope is required to be priced under CLIN 0001. PWS Section 5.2 - "The Contractor is responsible for all parts not provided in the kit to meet the requirements for an RFI Power Section IAW technical manuals in Section 12.1 of this PWS."

Are subcontractors required to submit a current DD Form 2345 for Prime contractors to share CUI data?

Solicitation, Section L, paragraph 6

If the data/document has a Distribution Statement C or D marking, then as the Prime Contractor, the Prime can share this with their subcontractor. As the Subcontractor, this relationship with the Prime would make the Subcontractor a government contractor who is authorized to receive it for this effort. Furthermore, if the data/document has an ITAR marking, then it is on the Prime Contractor who is sharing this data/document to ensure it is complying with the ITAR marking.

35 Will NAVAIR require that a SLIN 0001AA Val/Ver be completed at more than one facility, if applicable?

PWS 7.1 No, as specified under PWS Section 7.1, "The validation/verification effort shall be performed in conjunction with the first installation funded under SLIN 0001AA. Therefore, only one validation/verification effort will be required for the contract.”

We recommend that NAVAIR extend the 60-day TAT for SLIN 0001AB Power Section Series 3.5 Upgrades to 85 days and the QECK Inspection, QECA re-assembly and test in CLIN 0003 to 95 days to align NAVAIR C-130T aircraft availability and TAT expectations more closely with current supply chain availability/lead time for Power Section and QECK material.

N0001924R0007 Section L 2.2.1, Section F, and Response to

Question 21
