13.0 Cost and Software Data Reporting (CSDR)

The Contractor shall use a documented standard Cost and Software Data Reporting (CSDR) process that satisfies the guidelines contained in the DoD 5000.04, CSDR Manual.

13.1 Contractor Cost Data Reporting (CCDR)

The Contractor shall:

a. Use the Government-approved Contract Cost and Software Data Reporting (CSDR) Plan, DD Form 2794, and the related Resource Distribution Table (RDT) as the baseline for reporting provided as contract attachment 5 and 6;

b. Prepare and deliver to the Government a Cost and Hour Report (FlexFile) (CDRL A00A) for every indicated data element (Data Group B) within the Government-approved Contract CSDR Plan;

c. Provide a Work Breakdown Structure (WBS) Dictionary and Remarks as a part of the FlexFile format (Data Group B) for every data element identified within the approved Contract CSDR Plan;

d. Prepare and deliver to the Government a Quantity Data Report (CDRL A00B) for every indicated data element (Data Group B) within the Government-approved Contract CSDR Plan;

e. Prepare and deliver to the Government the Maintenance and Repair (M/R) report in accordance with (CDRL A00C)) for every indicated data element within the Government-approved Contract CSDR Plan;

f. Provide updates to the Government-approved Contract CSDR Plan and related RDT for Government approval. Updates include: aligning the Subcontractor effort to a single WBS element and updating the RDT as new Subcontracts are awarded;

g. If a submission event slips, the Contractor must notify the Government Program Office that a date change is needed. It is the responsibility of the Government Program Office to submit a date change request for the event-driven date through the CSDR Submit-Review (CSDR-SR) system for approval by the Defense Cost and Resource Center (DCARC) before the date reflected in the OSD DDCA approved Contract CSDR Plan occurs.

Subcontractor Cost Data Reporting The Prime Contractor shall:

a. Flow-down Contractor Cost and Software Data Reporting (CSDR) requirements to any Subcontracts valued over $50 million or any Subcontracts valued between $20 million and $50 million that are designated by the Cost Working Integrated Product Team (CWIPT) as high risk, high value, high technical interest or a middle-tier acquisition (804);

b. Notify the Government of any Subcontract changes or new subcontracts awarded for subcontracts that exceeds $50 million.

DEFINITION OF TERMS

The purpose of this glossary is to prevent misinterpretation of engine terminology and processing requirements. Generally accepted descriptions of equipment and processing terminology expressed by using acronyms or colloquialisms are unacceptable unless in exact agreement with all parties involved. Terminology used and not defined elsewhere in this document shall be defined by COMNAVAIRFORINST 4790.2 (Series).

Accessories: Accessories include, but are not limited to, the fuel control, fuel pump, speed sensitive control, speed sensitive valve, fuel nozzles, and oil pumps. Typically, accessories can be removed and replaced at all levels of maintenance.

Aeronautical Equipment Service Record (AESR): An insert to the basic aircraft logbook used as a service record for various aircraft equipment, such as power plant and propellers.

Assembly Service Record (ASR): The ASR provides complete history of repair, installation, removal, modification, and configuration of an assembly.

Bulletin: A Bulletin is a Technical Directive (TD) that directs a one-time inspection to determine if a given condition exists and specifies what action shall be taken if the condition is found.

Bulletins may contain instructions for corrective action using approved repair procedures, provided no change in configuration is involved. Bulletins affecting the T56 Series 3 Engine or QECK’s are generally titled as Accessory Bulletins (AYB) or Power Plant Bulletins (PPB).

C-130 Fleet Support Team (FST): A USN field activity that has been assigned the authority and responsibility of maintenance engineering, and logistics. This activity ensures in-service safety and readiness of assigned systems while reducing the operating and support cost to the USN.

The C-130 FST is located at the In-Service Support Center (ISSC), Cherry Point, NC.

Cannibalization/Cannibalize: Removal of serviceable parts from an engine or Engine/Propulsion System Module (EPSM) for installation on another EPSM. Cannibalization, with few exceptions, is a manifestation of a logistic or maintenance support system failure.

Cleaning: Cleaning includes the removal and subsequent preventative treatment of negligible and minor corrosion damage.

Common Access Card (CAC): The Department of Defense standard identification card issued to eligible contractor personnel with approved access to Government-controlled information systems.

Consumable Item: Items incidental to repair that are not considered repairable (e.g., cleaning cloths, nuts, bolts, etc.). An item with a “Z” in the fourth position of the SM&R code as defined in the NAVSUP P719. SM&R codes can be found in the NA 02B-5DD-4, 02B-5DE-4 and 02B-

5DF-4.

Critical Application Item (CAI): An item that is essential to weapon system performance or operation, or the preservation of life or safety of operating personnel, as determined by the military services.

Critical Safety Item (CSI): Defined by MIL-STD-882, an item that contains a characteristic whose failure, malfunction, or absence could cause loss or serious damage to the aircraft or weapons system; an unacceptable risk to personnel; or an uncommanded engine shutdown that jeopardizes safety. The CSI designation is only dependent on the consequence of failure, not the probability of failure. An assembly is considered to be CSI if at least one of its parts has been designated as a CSI.

Disassembly: Teardown of a T56 Series 3 module, QECK, or component sufficient to permit the type and amount of inspection and work required.

Engine Tracking System (DECKETR): Used to document movement and status changes.

Engineering Change Proposal (ECP): A proposal to change the design or engineering features of material. The term includes both a proposed engineering change and the documentation by which the change is described.

Engine/Propulsion System Module (EPSM): The Sectionalized portion of a propulsion system which, when combined with other modules, makes up a propulsion system. The T56 Series 3 propulsion system consists of three modules: Power Section Unit Assembly, Reduction Gear Unit Assembly, Torquemeter/Anti-icing Shroud Unit Assembly and Quick Engine Change Kit.

Equipment History Record (EHR): A record that denotes configuration, operation, and maintenance history for a designated item being tracked for age exploration under the USN Reliability Centered Maintenance (RCM) program by the FST. The EHR accompanies component throughout its service life and is included in the Module Service Record (MSR).
