Question #
PWS or
Contract
Section
Question Answer
1 CLINs Requested that the Government review quantities for the shipping CLIN. It appears as if RADCON engines were not captured in that CLIN.
RADCON engines are captured in the shipping CLIN.
2 PWS 4.3.3
This section states in part "The Contractor shall provide a copy of the FAA approved technical variance (TV) via the WIS when the Contractor deviates from the authorized configuration…". Can NAVAIR please advise what "WIS" stands for?
The WIS (Web-Based Information Sytem) is not a requirement under this contract.
References to the WIS have been removed.
The PWS and CDRLs have been updated to require data delivery via electronic means.
3 PWS 9.0
PWS Section 9.0 'applies to [...] PGB and GMAD units that are received [...] either installed in QECA or as stand-alone units.' Can you confirm that for any PGB/GMAD received installed in a QECA, a task order for CLIN 0x14 or
0x15 will be issued if any repair or modification work will be required?
Yes, CLINs 0X14 or 0X15 will be placed on order if the Government agrees that it is required work.
4 PWS 9.0
Our experience to date shows that more than 50% of PGBs/GMADs received installed in QECAs require some level of intervention. Can you explain how any additional PGB/GMADs requiring intervention will be handled once the contingent of 6+8 PGB CLINs 0x14/0x15 for up to 45 QECA are used up
(example CLINs 0008 to 0015 for Year 1)?
The Government has reviewed this requirement and maximum quantities for
CLINs 0X14 and 0X15 will be increased accordingly.
RADCON
Plan
RADCON Survey appendices A & B specify that 'If contamination that exceeds
100 ccpm is found then decontaminate as required prior to shipping.'. Will
QECAs, shipping stands, PGBs/GMADs & transportation container etc. hence arrive at Contractor location always with contamination lower than 100 ccpm?
Yes, external values of items arriving at the
Contractor location will be below 100 ccpm.
6 Tech Library
Could you indicate if there are any additional logbooks available for the remaining ~35 engines? Our main interest would be logbooks for engines up to Serial Number CAE541000, i.e. ESNs starting with CAE540xxx, if any
To facilitate the bid process, the
Government has provided a sample of the engine logbooks. The Government does not intend to provide additional documents.
Questions and Answers Round #4
Answer to Question 59 (July 7) indicates that 'customer induced events are intended to be addressed by CLIN FOD 0x14 (based on PWS_16May)'.
Assuming that this applies now to FOD CLIN 0x12, please specify how any exclusions will be handled, such as non-reportable or FOD organic to the event engine (Domestic Object Damage DOD) or events listed in
COMNAVAIRINST 4790.2B, Chapter 3, paragraph 3.2.2.9.6.4 a) through h)
(such as dropping, corrosion, saltwater immersion, oil flooding, ...).
Any work that is outside of the current work scope will be addressed in accordance with FAR 52.212-4 paragraph (c) -
Changes.
8 Multiple offerors are unable to procure certain OEM parts for the QECK, including Exhaust Nozzle (P/N 698114-5 NSN is 2840-01-553-0698).
The Government has verified that the QECK
OEM is unable to sell parts to Offerors in order to satisfy this requirement. The PWS has been updated to state that parts
Offerors are unable to procure from the
OEM will be provided as Government
Furnished Material (GFM). Attachment (2) has been updated to include the list of parts that the Government will provide.
File details come from the government source that posted it. Updated .
