SECTION G - CONTRACT ADMINISTRATION DATA
The following have been modified:
G-1 INVOICING INSTRUCTIONS - Payment of Services and Performance Incentive
(a) For Final invoice purposes at completion of each performance period, the ACO will calculate the Performance Measurement Framework (PMF) incentive or disincentive amount in accordance with H-1clause, “Performance Incentive”, then notify the Contractor of the PMF results and associated incentive or disincentive amount earned or decremented within 10 calendar days of completion of each performance period. Upon ACO notification of the PMF results and associated incentive or disincentive earned or decremented, the Contractor shall include the PMF incentive or disincentive value earned or decremented in the Final invoice amount for each performance period.
(b) Disincentives shall be deducted on the Final invoice for each performance period proportionally from all Fixed Aircraft Maintenance SLINs by the amount determined IAW H-1 of this contract. The final invoiced unit price shall be adjusted accordingly and the quantity shall remain as one (1). For example, if a decrement of $10,000.00 is to be deducted from a SLIN of a quantity of 3 Months at $100,000.00 per month, the Final invoice should reflect a quantity of 1 at a unit price of $90,000.00..
(c) Incentives earned and authorized shall be invoiced for against the applicable performance period PMF Incentive CLIN XX67 on the associated performance period’s Final invoice.
(d) After payment of the Final invoice, remaining excess funds on applicable performance period PMF Incentive CLIN XX67 will be reduced by ACO-issued bi-lateral contract modification. In addition, the remaining excess funds on the Fixed Aircraft Maintenance CLINS for each T/M/S will be reduced by ACO-issued bi-lateral contract modification.
SECTION H - SPECIAL CONTRACT REQUIREMENTS
The following have been modified: (see yellow highlights) H-1 Performance Incentive
I.
1. In order to avoid disruption to CNATRA’s mission, the Government has established four areas critical to performance. These four areas are detailed in the Performance Work Statement and summarized in Attachment 9, Performance Measurement Framework (PMF), to this contract. Each area is identified as a component of the PMF, in which the Government has established Contract Minimums it expects from the Contractor’s services. The Government reserves the right to utilize any other remedies available under this contract.
2. Upon conclusion of the transition in period, the Government will evaluate the Contractor’s performance for each (three-month) quarterly performance period. All calculations for the PMF assume a quarterly evaluation period, however, the first performance period is two months.
3. Contract minimums:
3.1.1. Performance. The daily On-Time Aircraft Availability (OTAA) and Sortie Completion Rate (SCR) will be averaged over the quarterly evaluation period and will be calculated by Type/Model/Series (T/M/S) at each site.
3.1.2. Sustainment. The Contractor shall maintain all aircraft flight hours below Maximum Utilization Rate (MUR) as defined in the Sustainment Calculation.
3.1.3. Quality. The Contractor shall have less than six CARMAJ and no CARCURE, CARCRIT, or CARREP as defined in the Quality Calculation.
3.1.4. Safety. The Contractor shall have no maintenance related Mishaps of any sort. The Contractor shall not release an aircraft as Safe for Flight (SFF) that is subsequently determined by the government to be not SFF. The Contractor shall not exceed four Government initiated, contractor caused maintenance related HAZREPS for the reporting period, as defined in Safety Calculation.
4. Measurement incentive phase in. During the first three quarterly evaluation periods, beginning with full performance, all incentive calculations will be calculated; however, only a positive incentive will apply. A disincentive will then be assessed for periods of performance subsequent to the first three evaluation periods.
5. The Contractor must at least meet Contract Minimums for all four components of the PMF to be eligible to earn the performance incentive IAW the following weightings and as described in the Performance Calculations below:
Performance Incentive = (0.2)Performance + (0.2)Sustainment + (0.3)Safety + (0.3)Quality
Any positive performance incentives will be paid under the PMF incentive CLIN XX67 pertaining to the associated quarterly performance/evaluation period. If the Contractor meets but does not exceed any of the Contract Minimums outlined in the PMF, the Contractor will not earn any incentive or receive a decrement. For any disincentive, the contractor agrees to forfeit the amount identified by the Government on the quarterly performance/evaluation period Final invoice submission under the Fixed Aircraft Maintenance CLINS (XX02, XX04, XX25, XX26, XX46, XX48, and XX50) for each platform proportionally.
The Government agrees to provide funding up to $2,500,000, per quarterly evaluation period, to incentivize performance by the Contractor. Conversely, the Contractor agrees to be decremented $2,500,000, per quarterly evaluation period (with the exception of the first three quarterly evaluation periods after full performance), as a disincentive for not meeting contract performance minimums as outlined in the PMF.
6. If the contractor fails to meet any one of the contract minimums in the PMF during the quarterly evaluation period, the Contractor will not be eligible for any positive incentive during that period.
7. If the Contractor fails to meet any two of the contract minimums in the PMF during the quarterly evaluation period, the Contractor will not be eligible for any positive incentive during that period and will be decremented $2,500,000 from the Fixed Aircraft Maintenance CLINs.
8. If the contractor fails to meet any single PMF component’s contract minimum for two or more consecutive quarterly evaluation periods, the Contractor will not be eligible for any positive incentive and will be decremented $2,500,000 from the Fixed Aircraft Maintenance CLINs.
II.
The Performance component of the PMF is comprised of the following measures:
1. On-Time Aircraft Availability (OTAA)
1.1. On-Time Aircraft Availability (OTAA) is the Total On -Time Aircraft (TOTA) divided by Total Aircraft Required (TAR) on a daily basis.
OTAA =
TOTA
TAR
1.2. Total On-Time Aircraft (TOTA) is defined as a Mission Capable (MC) aircraft (as defined in CNAFINST 4790.2A) assigned to the flight schedule in TIMS one hour prior to scheduled take-off time.
1.3. Total Aircraft Required (TAR) equals the required aircraft, as scheduled by the Government utilizing the Daily Flight Schedule (DFS), based on the requested flight schedule and bands.
2. Sortie Completion Rate (SCR)
2.1. The following daily SCR is calculated to determine the impact of maintenance cancellations.
2.2. Sortie Completion Rate (SCR) is the Sorties Flown (Sfl) divided by the accumulated difference between Sorties Scheduled (Ssked), Sorties Cancelled for Weather (Swx), and Sorties Cancelled due to Operations (Sxo).
SCR =
Sfl
Ssked - (Swx + Sxo)
2.3. Sorties Scheduled (Ssked) are the sorties on the originally published flight schedule and re-scheduled sorties. Rescheduled sorties are make-up events, which take priority over an existing event on the published flight schedule. Rescheduled sorties are not additional sorties to the originally published flight schedule.
2.4. Sorties Flown (Sfl) are those successfully completed sorties with no maintenance related issues aborting the sortie, e.g., take off and landing without any maintenance related discrepancy that aborts the sortie. This includes successfully completed Sorties Add-ons (SAO).
2.5. Sorties Add-ons (SAO) are those sorties that were not included on the original flight schedule but flown as additional events..
2.6. Sorties Cancelled for Weather (Swx) are those sorties cancelled due to weather as determined by the Government.
2.7. Sorties Cancelled due to Operations (Sxo) are those sorties cancelled due to operations as determined by the Government.
3.
Performance Component: The daily On-Time Aircraft Availability (OTAA) and Sortie Completion Rate (SCR) will be calculated and averaged independently by site and by T/M/S over the quarterly evaluation period. The lowest average OTAA and SCR rates achieved will be used to then calculate the performance factor as shown below. For calculation purposes, 100% is the maximum value that may be used for SCR. All calculations shall be rounded to the nearest tenth.
3.1.1 IF OTAA < 90% OR SCR < 90% THEN Performance = 0
3.1.2 IF OTAA > 90% AND SCR > 90% THEN
Performance =
SCR + OTAA
3.1.2.1 For positive Performance incentive, the following table will be used:
Performance
Percent of Incentive
> 95.0
100
> 94.0
98
> 93.0
96
> 92.0
94
> 91.0
92
> 90.0
90
3.1.2.2 Payment of the amount outlined above is contingent on at least meeting the contract minimums in the other three (Sustainment, Safety, and Quality) components.
III.
The Sustainment component of the PMF is defined as balancing flight hour demands across all available assets to manage the life cycle of the fleet. For the purposes of this contract, the Sustainment component equates to Service Life Maintenance Management (SLMM).
1. The following definitions and formulas are provided to assist in the calculation of the SLMM measurement:
1.1. Service Life Maintenance Management (SLMM)
1.2. SLMM Available Aircraft (SLMMAA)
1.2.1. SLMMAA is the total number of aircraft located at NASCC, NASWF and NASP minus the number of SLMM Exempt Status Aircraft (SLMMESA).
1.3. SLMM Exempt Status Aircraft (SLMMESA)
1.3.1. SLMMESA is the total number of aircraft allocated to NASCC, NASWF, and NASP or at the FRC that have been exempted from SLMM status by the ACO.
1.3.2. Aircraft will be granted SLMMESA utilizing the following guidelines:
1.3.2.1. Aircraft in work for ACI. The period of exemption will be the date the aircraft is inducted at the ACI facility until the date the aircraft is accepted IAW PWS 5.1.1.9.1 after return to MOB.
1.3.2.2. Aircraft in work for modifications / upgrades. The period of exemption will be the date the aircraft leaves the site until the date the aircraft is accepted IAW PWS 5.1.1.9.1 after return to MOB..
1.3.2.3. T-6B production aircraft awaiting resolution of warranty issues under T-6 production aircraft contract FA8617-07-D-6151.
1.3.2.4. Aircraft physically away from MOB for detachments. This does not include aircraft on cross-country flights.
1.3.2.5. T-6 aircraft awaiting parts beyond issue timeframes in the COMBS contract.
1.3.2.6. Aircraft determined to be in ACO deferred status and also requiring repairs by a source other than the Contractor.
1.3.3. Any aircraft exceeding the Maximum Utilization Rate (MUR) for the previous quarter evaluation period is not eligible for SLMMESA, except as outlined in paragraphs 1.3.1 and 1.3.2.
1.4. Maximum Utilization Rate (MUR)
1.4.1. Maximum Utilization Rate (MUR) is the maximum number of hours an aircraft can fly, in the quarterly performance period.
1.4.2. MUR = FHAVG + 50 Hours
1.5. Flight Hour Average (FHAVG )
1.5.1. FHAVG is the total flight hours, for the quarterly performance/evaluation period, flown by all T/M/S SLMMAA, at each site, divided by the total number of T/M/S SLMMAA, at that site, for the same quarterly performance period.
1.5.1.1. FHAVG = Total FHs flown by T/M/S SLMMAA for Quarterly Performance Period Total T/M/S SLMMAA for Quarterly Performance Period
1.5.1.2. Aircraft granted SLMMESA status, any time during the quarterly performance/evaluation period, are not SLMMAA and exempted from FHAVG calculation.
2. SLMM
2.1.1. The SLMM calculation is a formula to identify variation from a normal distribution of flight hours.
2.1.2. SLMM Calculation
2.1.2.1. The following table will be used to categorize SLMMAA for the SLMM calculation:
Band
Description
A
0 hours to FHAVG + 5 hours
B
FHAVG + 10 hours, but not A Band
C
FHAVG + 20 hours, but not A Band or B Band
D
Greater than FHAVG + 20 hours
Table 2.1.2.1
2.1.2.2. Each T/M/S SLMMAA’s flight hours, at a site, are summed, for a quarterly performance/evaluation period, and compared to the site’s FHAVG for that same quarterly performance/evaluation period. SLMMAA are then categorized to the appropriate band in accordance with Table 2.1.2.1. All SLMAA, irrespective of T/M/S and sites (i.e., T-34, T-44A, T-44C, T-6), are summed by band. All bands (i.e., A, B, C, D) are summed to determine total number of SLMAA:
SLMM =
(# AIRCRAFT A Band) + (# AIRCRAFT B Band)(.9) + (# AIRCRAFT C Band)(.7)
(Total # of SLMMAA) + (# AIRCRAFT D Band)
3. Sustainment Measure
3.1. If all aircrafts’ flight hours are below MUR
Then Sustainment = SLMM
3.2. If any aircraft’s flight hours are above MUR
Then Sustainment Measure = 0
4. EXAMPLE Calculation:
1) Corpus Christi T-34 SLMMAA= 111 Aircraft - 30 SLMMESA = 81 aircraft
2) Total flight hours (FH) flown for all SLMMAA over the quarterly performance/evaluation period =
12,000 - 1,000 FH = 11,000 FH
3) Corpus Christi T-34 FHAVG = 11,000 FH / 81 SLMAA = 136 FH
4) Each Copus Christi SLMAA’s flight hours are then compared to the Corpus Christi T-34 FHAVG and categorized into the appropriate band IAW Table 2.1.2.1:
Corpus Christi T-34 SLMMAA in A Band = 47
Corpus Christi T-34 SLMMAA in B Band = 23
Corpus Christi T-34 SLMMAA in C Band = 10
Corpus Christi T-34 SLMMAA in D Band = 1
5) Steps 1-4 are repeated for all other T/M/S at each site:
Corpus Christi T-44A SLMMAA in A Band = 10
Corpus Christi T-44A SLMMAA in B Band = 7
Corpus Christi T-44A SLMMAA in C Band = 2
Corpus Christi T-44A SLMMAA in D Band = 0
Corpus Christi T-44C SLMMAA in A Band = 11
Corpus Christi T-44C SLMMAA in B Band = 2
Corpus Christi T-44C SLMMAA in C Band = 10
Corpus Christi T-44C SLMMAA in D Band = 1
Whiting Field T-34 SLMMAA in A Band = 60
Whiting Field T-34 SLMMAA in B Band = 31
Whiting Field T-34 SLMMAA in C Band = 20
Whiting Field T-34 SLMMAA in D Band = 3
Whiting Field T-6 SLMMAA in A Band = 10
Whiting Field T-6 SLMMAA in B Band = 13
Whiting Field T-6 SLMMAA in C Band = 3
Whiting Field T-6 SLMMAA in D Band = 0
Pensacola T-6 SLMMAA in A Band = 37
Pensacola T-6 SLMMAA in B Band = 18
Pensacola T-6 SLMMAA in C Band = 3
Pensacola T-6 SLMMAA in D Band = 3
6) Each Band’s total # AIRCRAFT is then summed:
# AIRCRAFT A Band = 175
# AIRCRAFT B Band = 94
# AIRCRAFT C Band = 48
# AIRCRAFT D Band = 08
7) Total # of SLMAA is then equated by summing # AIRCRAFT Bands:
Total # of SLMAA = 175 + 94 + 48 + 08 = 325
8) Finally all numbers are added into the SLMM calculation:
SLMM =
(# AIRCRAFT A Band) + (# AIRCRAFT B Band)(.9) + (# AIRCRAFT C Band)(.7)
(Total # of SLMMAA) + (# AIRCRAFT D Band)
SLMM =
(175) + (94)(.9) + (48)(.70)
= 175+84.6+33.6 = 293.2 = 88%
(325+08)
333 333
Sustainment Measure = 88%
Positive incentive payment for Sustainment = (.2 x $2,500,000 x .88) = $440,000/quarterly performance/evaluation period. Payment of the amount outlined in the example is contingent on at least meeting the contract minimums in the other three (Performance, Safety, and Quality) components.
IV.
The Safety component of the PMF is defined as the quantification of Safety realized under the contract. It is composed of the following measures:
1. MISHAPS (MH)
1.1. MHMR = Number of maintenance related mishaps of any sort, as defined in CNAFINST 4790.2A, per quarterly evaluation period.
2. SAFE FOR FLIGHT (SFF)
2.1. SFFR = Number of not Safe For Flight aircraft (as defined in CNAFINST 4790.2A), released by the Contractor per quarterly evaluation period.
3. HAZREPS (HR)
3.1. HAZREPs are defined in OPNAVINST 3750.6R CH-4.
3.2. HRMR = Number of maintenance related HAZREPs, generated by the Government and caused by the Contractor.
3.2.1. Contractor generated HAZREPS are not calculated in the HRMR.
4. Safety Measure
4.1. IF SFFR >0 or MHMR >0 or HRMR >4 THEN Safety Measure = 0
4.2. IF SFFR = 0 and MHMR =0 THEN
4.2.1. IF HRMR <1 during specified period THEN Safety Measure = 1.0
4.2.2. IF HRMR = 2 during the specified period THEN Safety Measure = 0.8
4.2.3. IF HRMR = 3 during the specified period THEN Safety Measure = 0.6
5.
Example: There are zero (0) aircraft released Safe For Flight in a non-Safe For Flight condition and there are zero (0) Safe For Flight MISHAP events during the specified period. There are two (2) HRMR events during the specified period. In accordance with 4.2.2, Safety Measure = .8 or Safety Measure = 80%
Positive incentive payment for Safety = (.3 x $2,500,000 x .80) = $600,000/quarterly performance/evaluation period. Payment of the amount outlined in the example is contingent on at least meeting the contract minimums in the other three (Performance, Sustainment, and Quality) components.
V.
The Quality component of the PMF is the quantification of Quality achieved by the contractor. The Quality Metric is composed of the following measures:
1.1. Quality is comprised of Internal Audits, In-Process Monitors and Observations conducted by Government Quality Assurance personnel. During these quality events, deficiencies found may result in a Corrective Action Request (CAR), depending on severity. The Quality portion of the PMF incentive will be determined only from Government generated CARs, as defined in DCMA Guidebook, Instruction 226.
1.1.1. The Quality Measure will be determined using the following rules:
1.1.1.1. CARCURE = Number of Level III or IV Corrective Action Requests
1.1.1.2. CARCRIT = Number of Level II Corrective Action Requests that have been generated in response to a serious maintenance deficiency that are classified as safety of flight
1.1.1.3. CARMAJ = Number of Level II Corrective Action Requests that have been generated in response to a maintenance deficiency that does not impact safety of flight
1.1.1.4. CARREP = Number of Corrective Action Requests that were previously generated and not corrected by contractor, then found in subsequent quality events
1.2. The Quality component is calculated by the following:
1.2.1. IF CARCURE > 0 OR CARCRIT > 0 OR CARREP > 0 OR CARMAJ > 6 during the specified period THEN Quality Measure = 0
1.2.2. IF CARCURE =0, CARCRIT = 0, CARREP= 0 THEN
1.2.2.1. IF CARMAJ < 1 during specified period THEN Quality Measure = 1.0
1.2.2.2. IF CARMAJ < 3 during specified period THEN Quality Measure = 0.8
1.2.2.3. IF CARMAJ < 5 during specified period THEN Quality Measure = 0.6
Example –
Contractor receives three Level II CARS not impacting safety of flight in the specified time period. In accordance with 1.1.1.3, a non-safety of flight Level II CAR translates to CARMAJ. In accordance with 1.2.2.2, two CARMAJ equates to a Quality Measure = 0.8
Positive incentive payment = (.3 x $2,500,000 x .80) = $600,000/quarterly performance/evaluation period. Payment of the amount outlined in the example is contingent on at least meeting the contract minimums in the other three (Performance, Sustainment, and Safety) components.
