About this file

This is a Purchase Order Contract Cover Page and Acceptance of Terms and Conditions document from the City of Pasadena's Public Works Department, Building Systems & Fleet Management Division, soliciting competitive sealed bids for ACDelco Gold Series automotive batteries. The procurement encompasses 31 line items totaling approximately 404 batteries in various configurations, including maintenance-free batteries, AGM batteries, high reserve capacity batteries, deep cycle electric vehicle batteries, and lawn and garden batteries in different BCI group sizes, with quantities ranging from one to 98 units per line item. The City intends to establish a five-year contract for as-needed purchases with no optional extension periods. Sealed bids are due by 3:00 PM on Monday, March 23, 2026, with a mandatory question submission deadline of March 16, 2026 at 2:00 PM. Bidders must provide routine and emergency delivery services, with standard delivery required within three hours of order placement and emergency delivery within two hours to the City Yards facility at 323 West Mountain Street, Pasadena, California. No pre-bid meeting is required for this solicitation.

All batteries must be new ACDelco Gold Series products manufactured within the previous six months, meeting OEM specifications and providing a minimum 36-month manufacturer warranty. Bid evaluation will be based on the lowest grand total price from responsive and responsible bidders, with all bid prices required to include federal, state, and local taxes. A 5 percent bid bond valid for 180 days is required. The City will apply a 1.75 percent sales and use tax deduction for local bidders where applicable and may request price increases at the conclusion of the first contract year not to exceed the Consumer Price Index. The procurement is subject to the City of Pasadena's Living Wage Ordinance for service components, federal compliance requirements including HUD labor standards, Section 3 economic opportunity requirements mandating 25 percent of total labor hours be performed by Section 3 workers, prevailing wage determinations, and California Lead-Acid Battery recycling regulations. Small and Micro Business Certifications from the California Department of General Services are recognized and carry preference. Vendors must hold a valid Pasadena Business License and California Department of Industrial Relations certification for public works projects.
