About this file

This document provides government furnished information (GFI) in support of a solicitation for Group II and Group III unmanned aircraft systems to be operated from various United States Coast Guard cutters. The GFI identifies the anticipated Coast Guard cutters and homeport locations that may deploy with a contractor-provided UAS. It also outlines the expected installation rates by calendar year and notes that actual installation schedules and port locations will be determined based on cutter and port availability as well as funding factors. Additionally, the GFI specifies that the Coast Guard will provide airspace deconfliction support from cutter air search radars, as well as a UAS mission coordinator and applicable Coast Guard policies and manuals to support contractor operations. It lists potential onload and offload locations for UAS equipment for all cutter deployments and identifies major and secondary Coast Guard operational ports.

GFI in support of Statement of Objectives

• The host cutter, with its Naval Air Systems Command (NAVAIR) certified air search radar and qualified Air Direction Controller (ADC) sourced from the ship’s company, will provide airspace deconfliction within the limits of the host cutter’s air search radar capabilities. A UAS integrated collision avoidance system, such as detect and avoid (DAA) or sense and avoid (SAA), or external airspace deconfliction, via airborne or shore-based radars, if available may also extend the operational range of the UAS.

• The Government will provide a UAS Mission Coordinator to assist the Contractor in facilitating air space integration onboard host cutters, when needed.

• The United States Coast Guard (USCG) will provide access to applicable USCG/Department of

Homeland Security/Department of Defense instructions and manuals to support operations and information necessary to maintain Government Cybersecurity/Information Technology compliance, Resiliency, Risk Management Framework (RMF), Platform Information Technology

(PIT) and Platform Risk Approval (PRA) processes. For Example: USCG Cyber Security

Manual, CIM 5500.13 (series), CIM 5230.72 (series), DoD Program Protection Plan Outline &

Guidance, CIM 3500.3 (series), DoDI 8140.03, DoDI 8500.01E, DoDI 8540, DoDI 8510.01, DoDI 8520.02, DoDI 5000.02, DoDI 8580.1, OPNAVINST 5239.3A and OMB A-130, Appendix

III.

J – 12 - 2

• The USCG will provide Contractor personnel with deployment in-processing briefs to ensure understanding and integration into the shipboard operational environment.

• The USCG will provide the Contractor with a copy of the Coast Guard Aviation Standard

Operating Procedure (SOP) manual CG-711 NOTICE 3710.

• The USCG will establish a Quality Assurance Surveillance Plan (QASP) (see Attachment J-16) to ensure systematic quality assurance methods are used in the administration of the Performance

Based Service Contract (PBSC) in this contract and subsequent task orders.

• The USCG will provide Communication Security (COMSEC) Electronic Key device and

COMSEC support, security, and management as required.

• The USCG will provide the host cutter infrastructure identified in the A-Kit installation drawings as annotated in Attachment J-13.

• Table J-12 – 1 lists the potential locations for onload and offload of equipment for all host cutter deployments. The USCG Major Host Cutter Operational Ports will be priced in the Attachment

J-18 Pricing Sheet under the “Other Than Home Port Onload/Offload Equipment and/or

Personnel” Contract Line-Item Numbers (CLINs). The USCG Secondary Host Cutter

Operational Ports will be priced at the time of use.
