About this file
This is an Addendum 01 to the Proposal Form for Unit 4 Cell 5 Liner Construction at Twin Chimneys Landfill, submitted to Greenville County, South Carolina. The project encompasses construction of an 8.6-acre municipal solid waste cell liner system requiring excavation (11,000 cubic yards), structural fill (2,000 cubic yards), compacted soil liner (26,500 cubic yards), geosynthetic clay liner (GCL), 60-mil HDPE geomembrane, geocomposite drainage layer, leachate collection piping in multiple sizes (5-inch through 22-inch diameters totaling 2,775 linear feet), leachate column stone (1,840 cubic yards), separator geotextile (5,800 square yards), operational cover (26,500 cubic yards), seeding (10 acres), termination berm, temporary stormwater drainage, sediment basin decommissioning, rain cover (4.6 acres), and access road (6,000 cubic yards). Proposals are due August 21, 2026, with a non-mandatory pre-proposal meeting scheduled for August 5, 2026. The County anticipates award on September 4, 2026, with contract negotiations occurring September 4-18 and Notice to Proceed expected September 18, 2026. Substantial Completion is required within 180 calendar days from Notice to Proceed, with Final Completion within 210 calendar days, subject to liquidated damages of $1,000 per day for Substantial Completion delays and $500 per day for Final Completion delays.
Pricing is structured as a combination of lump sum and unit price line items, with contractors responsible for independent quantity verification and prohibited from claiming compensation for deviations between estimated and actual quantities on lump sum items. Unit prices must be consistent with typical industry norms and may be challenged as non-responsive if they appear unreasonable. Greenville County will procure the GCL, 60-mil HDPE geomembrane, and geocomposite drainage material separately; contractors must furnish all remaining materials and are responsible for construction quality control testing and surveying services. Contractors must obtain on-site clay material from the existing Clay Stockpile and source off-site protective cover soil and stone from accessible borrow pits maintained throughout the construction schedule. A 5 percent bid bond and performance and payment bond equal to the total bid price (due within fifteen working days of award) are required. Insurance requirements include $1,000,000 per occurrence general liability and automobile liability coverage and statutory workers' compensation. The County retains 10 percent from all monthly invoices until satisfactory completion. A fuel price adjustment clause applies to selected line items, with adjustments triggered at 1.10 (upward) and 0.90 (downward) ratios using SCDOT monthly fuel price indices.

PROPOSAL FORM
00 42 13 - 1 Addendum 01
SECTION 00 42 13
PROPOSAL FORM
PROJECT IDENTIFICATION: Twin Chimneys Landfill MSW Unit 4 Cell 5 Liner Construction
THIS PROPOSAL IS SUBMITTED TO: Mr. Robert Brewer, Director, Procurement Services Division, Greenville County, hereinafter referred to as OWNER.
1. PROPOSAL PRICE
A. The Base Proposal Schedule in the following section outlines all major components of the Work required to complete the project as specified. The Base Proposal Total indicated in numbers and in words at the end of the Base Proposal Schedule, shall be used for determination of the successful Proposer.
B. The Proposer is directed to Base Proposal Schedule and Measurement and Basis for Payment for a narrative description of each item in the Base Proposal Schedule.
C. The quantities outlined below represent an approximation as estimated by the Engineer. All quantities depicted in the Base Proposal Schedule, represent in-place, constructed quantities (as constructed in the proposed Work). The Proposer is responsible for verifying quantities for bidding. Engineer’s estimated quantities are provided for informational purposes only and are not to be relied upon as the sole basis for the Proposal.
D. Lump sum line items will constitute the total payment for the Work.
E. Unit price items will be measured and payment will be for the actual quantity.
In the event the Owner desires to modify the quantity (reduce or increase) of work for one or more lump sum Proposal Schedule line items during construction, the general basis for establishing the corresponding change in contract price will be to divide the lump sum bid price by the Engineer’s estimated quantity, thereby yielding a unit price by which to modify the line item total price. Other methods for price adjustment may be considered at the Owner’s and Engineer’s discretion.
