About this file
This is a Scope of Work document issued by the Rhode Island Department of Administration/Division of Purchases on behalf of all State agencies for the procurement of liquid propane (MPA 166). The solicitation seeks vendors to supply propane to eligible entities across ten districts plus Block Island, encompassing the entire State of Rhode Island. The annual estimated quantity is 400,000 gallons. Bidders must provide pricing for three line items: propane gas delivery to districts at individual locations, tank rentals in three sizes (100, 500, and 1,000 gallons) on a monthly basis, and labor rates per man hour for on-site work with no separate travel charges. The solicitation is divided into two groups: Group 1 requires vendors to bid on a single price differential for all ten districts statewide, and Group 2 addresses Block Island services only; bidders are not required to respond to both groups. The State reserves the right to make single or multiple awards and to award in whole or in part at its discretion.
Pricing is established using the Selkirk Price Posting published by Butane-Propane News or Journal of Commerce on the last Friday of each month, with bidders providing a plus or minus differential that remains firm fixed for the following month. All prices are net, F.O.B. destination, inclusive of delivery, customs duties, and all charges with no additional delivery fees authorized. Vendors must attach pricing documentation from the relevant publication to each invoice to process payment. Awarded vendors must meet ASTM Specifications for Liquefied Petroleum Gases (Designation D1835-05) and NFPA 58 standards, deliver on schedules acceptable to contract users with 24-hour standard lead time and 48 hours for holidays and weekends, obtain all required permits, and assume full responsibility for equipment maintenance, piping inspections, and immediate response to safety concerns including gas shutoffs for defective equipment.
