Mitigating Exposure to Contagious Viruses on NIST Campuses During Pandemic
Conditions

PURPOSE
The purpose of this Notice is to establish requirements and associated roles and responsibilities to help prevent the spread of contagious viruses between those working on or visiting NIST campuses during pandemic conditions.
APPLICABILITY
The requirements of this Notice apply to NIST employees, associates to the extent allowed by law and the terms of the associate’s agreement, and visitors on all sites for which NIST has jurisdiction, custody, and control (hereafter referred to as “NIST campuses”) during the specific pandemic conditions.
REQUIREMENTS
• NIST staff and visitors exhibiting symptoms of a contagious virus during pandemic conditions (please see Appendix B) shall not be permitted access to NIST campuses.
• Supervisors shall ensure NIST staff continue to telework to the extent feasible and necessary to minimize the potential for exposure to the contagious virus on NIST campuses.
• During pandemic conditions, specific subsets of the population may be particularly vulnerable and are considered “high risk” for contracting the disease (please see Appendix
B). Supervisors shall consult with:
– OHRM to obtain guidance for these high-risk staff who are not telework eligible; and
– OSHE to obtain guidance on additional precautions for high-risk staff who are required to work on campus.

• Supervisors shall separate workers by physical distances consistent with applicable occupancy limitations and workplace distancing requirements, or temporal distancing if more than one person shares a workspace and they do not need to work together. This can be accomplished by any number of means including, but not limited to:
– Use of temporal distancing so that workers are not present at the same time and, if feasible, allow 72 h between shifts;
– For spaces such as “bullpens” or other open office areas, assign new temporary work locations when it is not feasible for multiple staff to maintain sufficient distance or work in shifts; or
– As appropriate, marking floors in larger, shared spaces to indicate required distance between workers.
Supervisors should consider actively managing and documenting occupancy locations, dates, and times through such means as an electronic schedule or logbook to assist in the event that disinfection of spaces and notification of people with whom workers have been in contact are required.
• All NIST staff shall assist in minimizing the potential for exposures by:
– Teleworking to the extent feasible and as required by supervisors to minimize the number of staff on campus and to reduce potential for exposure to contagious viruses;
– Conducting personal health screening per the procedures associated with this directive;
– Maintaining a minimum of 6-feet, when possible, between staff members who must work at the same time in a shared location;
– Restricting work to designated location(s) where feasible to do so;
– Limiting travel paths, as practical and feasible, to minimize the areas traversed; and
– Making note of travel paths used to go between the building entry, offices, other work locations, and common areas including restrooms and breakrooms. This practice is required so that cleaning and, if necessary, disinfection can be accomplished effectively
(e.g., enter Wing 6 from door 601, walk straight down main corridor, enter spine, right turn to 4001).
• All staff shall follow federal, state, or local recommendations/requirements to wear commercial or homemade cloth face coverings or cloth masks. See NIST N 2200.02: Use of
Cloth Face Coverings or Masks during Pandemic Conditions.
• All staff shall disinfect frequently touched surfaces in office and common areas using disinfectant wipes or disinfectant spray and paper towels. Supplies will be provided for use in common areas.

– Disinfect commonly touched surfaces and items in common areas at each use (e.g., door handles, sink taps, refrigerator handles).
– Disinfect commonly touched surfaces in offices before initial use and again after final use for each workday (e.g., doorknobs, keyboards, desktops).
RESPONSIBILITIES
NIST Director
• Define the operational status of NIST, in consultation with the Associate Directors and based on recommendations from the Chief Safety Officer, during pandemic conditions to establish allowable staffing limits on NIST campuses.
NIST Associate Directors
• Support the NIST Director in carrying out his or her responsibilities.
OU Directors
• Develop OU-specific requirements and guidance, as necessary, for their program areas to address specific needs arising from the specific pandemic conditions; and
• Ensure OU staff working on campus are aware of the requirements for doing so during the specific pandemic conditions.
First-level Supervisors
• Ensure their staff are working on campus in compliance with the requirements of this directive given the specific pandemic conditions.
NIST Staff
• Comply with the requirements of this directive given the specific pandemic conditions.
