NCNR CONSTRUCTION SERVICES – RFP 1333ND21RNB190010 – AMENDMENT 3 – Q&A

Can you provide the wage determination number? The attachment is referenced in the RFP, however I do not see it included.

RESPONSE: Please see pages 236 through 247 of the RFP.

As the project is stated to be design-bid-build, do you have other drawings or specifications that we should follow? There is a reference to 100% drawings dated 08/28/2020 in the RFP file.

RESPONSE: Specifications for Task Order 1 can be found in pages 89 through 228 of the RFP. Drawings for Task Order 1 can be found in pages 229 through 235 of the RFP. A larger scale set of drawings were posted with Amendment 2 on 5/10/2021.

At what time will task orders 2 through 5 receive designated scopes of work to be completed? The Government has not identified the number of additional Task Orders to be awarded against this IDIQ. Currently there is a list of scope on page 9 of the RFP file, however without drawings it is difficult to see which scope would Most appropriately fit into which phase (period) of construction.

RESPONSE: Task Order 2 is anticipated to be awarded by 9/30/2021. This is still in design but is likely to include but not be limited to these construction activities:

- Site concrete (pad and foundation)

- Underground storm drainage piping

- Building waterproofing

- Existing concrete slab & masonry wall repair

- Epoxy Flooring

- Door replacement (coiling doors, exterior exit doors, and interior fire door)

- Interior painting

- Electrical (480V & 120V)

- Light fixture replacement

- Fire Alarm

- Fire suppression piping

- HVAC

- Chilled water piping, both indoor and outdoor above grade

Task Order 3 is anticipated to be awarded in 1st or 2nd Quarter of FY22. It will be primarily electrical in nature.

Other task orders are still in development and could involve any of the items on pages 9 & 10 of the RFP.

[page 265 through 268 of RFP] - Sub-Factor 5A mentions a Past Performance Questionnaire (PPQ). The PPQ couldn't be located in the solicitation, will the Government provide the PPQ?

RESPONSE: Past Performance Questionnaire (PPQ) is included in Section L of the solicitation

[page 251 of RFP] - Item 1 mentions a price schedule (Section B of Solicitation) and all applicable documentation to price breakdown for TO 001. Section B is not provided but there is a Schedule Continuation sheet of the SF1442. Two Questions:

- Please confirm what needs to be completed for the Section B requirement.

RESPONSE: Page 3 of the SF1442/RFP document shows the individual CLINs. Only CLIN 0002 requires a price total. This CLIN represents Task Order 0001, while the remaining CLINS represent the IDIQ periods and are unpriced items.

- Please confirm the level of detail required for the price breakdown.

RESPONSE: Additional price information for Task Order 0001 must be included and can be submitted in any format, however it must contain enough detail for the Government to sufficiently evaluate the Offeror’s price for Task Order 0001.

[general] - Please confirm if the notarized statement or letter from the Contractors surety needs to be mailed to NIST in the original copy, or will an electronic copy be acceptable.

RESPONSE: Electronic copy is acceptable.

[page 250 of RFP] - Paragraph 5 Past Performance states the offeror shall include any past performance information etc. Please confirm if the Contractor doesn't have any previously completed past performance questionnaires, or CPAR Evaluations to submit, is it acceptable for the contractor to provide a list of references (Name, Phone, Email) for the Government to contact.

RESPONSE: A list of references with current and correct contact information is acceptable. Please note, a Past Performance Questionnaire has been provided in Section L of the solicitation as part of this amendment.

RFP Section L.2 Multidisciplinary Experience: Is the Offeror allowed to utilize subcontractor past performance in this section or is it required to be exclusively experience of the Prime? If subcontractor experience is allowed, how many projects must be representative of the Prime contractor vs. the subcontractors?

RESPONSE: We are looking for the prime Offeror’s experience in approaching multidisciplinary projects. Offeror may utilize subcontractor experience to satisfy the requirements of this section. If utilizing subcontractors, please indicate the work performed by the Prime and the work performed by subcontractors to satisfy the requirement. The minimum number of projects is three for this section, however, more may be included at your discretion.

RFP Section L.3 Specialized Experience: Is the Offeror allowed to utilize subcontractor past performance in this section or is it required to be exclusively experience of the Prime? If subcontractor experience is allowed, how many projects must be representative of the Prime contractor vs. the subcontractors?

RESPONSE: We are looking for the prime Offeror’s experience with projects that contain the listed specialized items. Offeror may utilize subcontractor experience to satisfy the requirements of this section. If utilizing subcontractors, please indicate the work performed by the Prime and the work performed by subcontractors to satisfy the requirement. The minimum number of projects is three for this section, however, more may be included at your discretion.

RFP Section M.B. Sub-Factor 5A – Past Performance states “If CPARS is not available, Offeror shall use the attached Past Performance Questionnaires (PPQs), see attachments.” however no questionnaire form was provided. Please provide this document.

RESPONSE: Past Performance Questionnaire (PPQ) is included in Section L of the solicitation.

After feedback from numerous subcontractors, I am reaching out to ask if J.2 Seed Task Order Attachment 2- Drawings can be reissued in a separate document. There has been some difficulties viewing the drawings. We appreciate your assistance. Thank you.

RESPONSE: A larger scale set of drawings were posted with Amendment 2 on 5/10/2021.

What is the small business size standard for this procurement?

RESPONSE: The small business size standard for NAICS 236210 is $39,500,000.00. Amendment 1 to the solicitation confirmed this requirement is a Total Small Business Set-Aside.

Will the Government please allow a smaller font, for example 10 point, instead of 12 point, to be used in tables and graphics?

RESPONSE: 10pt font in graphics and tables is acceptable.

Please confirm (reference RFP pages 248 and 256) that the proposal submission method is by e-mail only.

RESPONSE: Electronic only is required. In accordance with Section L – Instructions to Offerors, “Fax, postal, or hand-delivery submissions will NOT be accepted.”

Please advise page limits, if any for Volumes I and II, and the sections therein.

RESPONSE: Page limits have not been identified for this requirement; however, brevity is requested where possible.

If an offeror has a project reference that meets both Section L requirements for Multi-Disciplinary Experience Criteria (RFP page 249) and for Specialized Experience Criteria (RFP page 250), may this reference be used for both requirements or does the Government require (3+3=) six separate project references?

RESPONSE: Offeror’s are encouraged to submit past performance/experience to adequately demonstrate their capability.

Three projects could satisfy the minimum requirements for both criteria and it is the Offeror’s prerogative on what they wish to submit beyond the minimum.

Please provide the Past Performance Questionnaire required format (ref. Sub-factor A, RFP page 265).

RESPONSE: Past Performance Questionnaire (PPQ) is included in Section L of the solicitation.

Please advise whether the proposed Biden Administration minimum wage for Federal workers of $15.00 per hour will apply to this contract and offerors’ proposal pricing.

RESPONSE: Please see the Wage Determination included in the solicitation. If a change to that Wage Determination is required, a separate amendment will be posted to reflect this change. Additionally, individual Task Orders, when issued, will include a current Wage Determination.

Please advise the maximum file size acceptable for e-mail submission to NIST.

RESPONSE: We recommend keeping individual file submissions below 20 mb. Multiple email submissions will be acceptable if files cannot be submitted in a single email.

Will you except project experience of Key Personnel for an offeror?

RESPONSE: We are looking for the prime Offeror’s experience in approaching Factors 2,3, and 5. If utilizing key personnel experience, please indicate the work performed by the Prime and the work performed by key personnel.

Will you allow project experience beyond 72 months (waive the 72-month requirement), if so how long can project experience go back?

RESPONSE: The requirement is 72 months.

If responding as a JV, can past performance of the JV partners be submitted to meet the past performance experience for the offeror?

RESPONSE: We are looking for the prime Offeror’s past performance. If utilizing JV partner past performance, please indicate the work performed by the Prime and the work performed by JV partner.

A requirement for CMM Level 2 is listed on GOVWIN, we could not identify this requirement anywhere else in the solicitation. Is this a requirement of the solicitation?

RESPONSE: CMM Level 2 is not a requirement of this solicitation.

Are they going to bond each task order separately? The wording in the specs seems to suggest they can raise the existing bonds penal sum rather than bond each task order as they should.

RESPONSE: Yes, the Government will bond each task order separately.

How are we going to handle the Environmental Compliance and Hazardous & radioactive material abatement?

RESPONSE: Due to nature of activities at NCNR, a Health Physics group is present to address radioactive issues. Radioactive material must be coordinated and cleared by NCNR Health Physics before leaving the facility. Future task orders may involve asbestos abatement from pipe/duct insulations, ceiling tiles, and floor tiles. SOWs for individual task orders will identify known hazardous materials to be addressed by that task order to every extent possible. Additionally, individual task orders will require notification to the government if unforeseen hazardous material is suspected in area of work and the contractor is to not work on the suspected material or area until sufficient analysis in collaboration with the NCNR Health Physics group is conducted.

The mention of architect/engineering calculation is for the event of a “value engineering” or “alternate” solution proposed by the Contractor that differs from the Issue for Construction Documents of a task order.

What is the most amount of work they can give you at one time? We know the largest task order is $3MM, but can they have simultaneous task orders of that size?

RESPONSE: Interested contractors need to show they can have a bond capacity of up to $9.5M and each individual order must be separately bonded. This requirement will likely require more than one construction activity many individual task orders and some of those may be running concurrently. While the ceiling value of each individual task order is $3M, it is unlikely that any two construction activities of that value will be required concurrently.

[SF 1442, 13.a.] a. Sealed offers in original and 1 (one) copy. An electronic submission is required. Are we to email two (2) electronic files for each Volume – an Original and a Copy? Or are we to submit one (1) Original via email?

RESPONSE: One original by email.

[Page 10 of 268, TASKS] - The Maximum Value states $9,5000,000. Please confirm the Maximum Value is 9,500,000 (9.5M).

RESPONSE: The maximum value of the contract it $9.5M.

Section H.9 - 1352.239-71 ELECTRONIC AND INFORMATION TECHNOLOGY (APR 2010):

RESPONSE: This provision was included in error and is hereby removed from the solicitation. Questions specific to this provision are no longer applicable.

a. (a) To be considered eligible for award, offerors must propose electronic and information technology (EIT)

i. Is the EIT to be submitted with the proposal?

[Task Order 1 Period of Performance] - Please clarify: Task Order 1 - Statement of Work, Page 14 of 268, Period of Performance – states The Period of Performance for this project is 90 days from Notice to Proceed. SECTION 011000 – SUMMARY PART 1 – GENERAL, Project Duration: states All work shall be completed within 360 calendar days from the issuance of the Notice-to-Proceed (NTP) by the Contracting Officer.

RESPONSE: The Period of Performance for Task Order 1 is 90-days. Statement of Work for Task Order 1 also requires the contractor to submit a schedule within 5 working days of Task order 1 award.

The pricing requires a unit price for the initial and option years for the SATOC. We really can’t provide those prices. Can you provide pricing pages with a more in-depth breakdown? Or would you require pricing using means and a coefficient?

RESPONSE: Page 3 of the SF1442/RFP document shows the individual CLINs. Only CLIN 0002 requires a price total. This CLIN represents Task Order 0001, while the remaining CLINS represent the IDIQ periods and are unpriced items.

The bid guarantee is only required for Task Order 001 since the contract is a task order contract, correct?

RESPONSE: Correct, the Bid guarantee is only for Task Order 1.

Upon review of the RFP, specifically sections L and M, we are unable to determine the evaluation factors for the following bid schedule items:

RESPONSE: Page 3 of the SF1442/RFP document shows the individual CLINs. Only CLIN 0002 requires a price total. This CLIN represents Task Order 0001, while the remaining CLINS represent the IDIQ base and optional periods and are unpriced items. Price is only being evaluated for Task Order 1. You are not being evaluated on price for future task orders.

We are not requesting price information beyond Task Order 1.

- Please explain the requirements for bid schedule item no. 0001, ordering period 1.

RESPONSE: This is the base period for the IDIQ. Task Orders for this period may be issued from this item number.

- Please explain the requirements for bid schedule item no. 1001, ordering period 1.

RESPONSE: This is Ordering Period 1 (optional contract period) for the IDIQ. Task Orders for this period may be issued from this item number.

- Please explain the requirements for bid schedule item no. 3001, ordering period 1.

RESPONSE: This is Ordering Period 4 (optional contract period) for the IDIQ. Task Orders for this period may be issued

- Please explain the requirements for bid schedule item no. 4001, ordering period 1.

RESPONSE: This is Ordering Period 5 (optional contract period) for the IDIQ. Task Orders for this period may be issued

Please confirm the project is taxable.

Response: This is a fixed price award. Taxes paid by the contractor for materials are part of the fixed price total of the award value, however taxes are not allowable as a separate cost element.

Please confirm, fixed ladder at roof area C low @ areaway, detail 2/A501, roof side return must attach to parapet, Can NOT cantilever.

RESPONSE: Basis of design ladder has cantilever platform availability. Detail 2 / A501 is correct for basis of design ladder.

Equal products of alternate manufacturers should match this design.

Is there a specific type of facility or work that is associated with cryogenic fluids?

RESPONSE: Scientific research labs, specialty gas manufacturing, healthcare (oxygen supply, MRI), are some examples.

Can you provide a list of acceptable facilities that work would be relevant to NIST?

RESPONSE: Example of acceptable facilities include, but are not limited to, scientific research labs, reactor facility, industrial facilities that manufacture scientific equipment, specialty gas manufacturing, industrial facilities that handle process gases. Please note, in accordance with the solicitation, “High School or other teaching laboratories will not be deemed as research laboratories in a scientific or industrial setting.”

Does the Agency expect this Solicitation to be cancelled as the past two IDIQ Contracts have been?

RESPONSE: There is no expectation that this solicitation will be cancelled.

RFP page 3 and 4, task orders to be determined individually, please clarify what cost we include in line number 0001, 1001,2001,3001,4001?

RESPONSE: Cost shall only be provided for Task Order 1. Page 3 of the SF1442/RFP document shows the individual CLINs.

Only CLIN 0002 requires a price total. This CLIN represents Task Order 0001, while the remaining CLINs represent the IDIQ base and optional periods and are unpriced items.
