NCNR CONSTRUCTION SERVICES – RFP 1333ND21RNB190010 – AMENDMENT 4 – ADDITIONAL Q&A
Section H.8 (a), in the RFP on page 24 of 268 says the contractor shall assign to the contract the following key personnel. But there are no key personnel listed. Does the government have a list of key personnel titles/functions that it wants industry to provide with the proposal?
RESPONSE: The Key Personnel will be identified at the Task Order Level. Typically, this is the superintendent/program manager for each construction project.
In Amendment 2, Evaluation Criteria, Factor 1., The government request that the bid bond is “an original document notarized with a raised seal or embossed stamp.” As this is an electronic/email submission, does the government intend to have the contractor provide the original bid bond in hard copy format?
RESPONSE: A digital version will be accepted for proposal evaluation, however the Government reserves the right to request the original bid bond prior to award determination.
The government released Amendment 2 documents, were there Amendment 1 documents and will the government release standard forms for Amendments 1 and 2?
RESPONSE: No Standard Form was utilized or released for the previous amendments.
Will NIST consider past performances referenced in the multidisciplinary and specific experience sections as relevant if they are not all research laboratories but include the requisite number of facility work elements?
RESPONSE: NIST will consider all relevant performance and experience, however performance and experience within the research laboratory environment will be considered more relevant.
What percentage of prime vs. teaming partner past performances referenced in the specialized and multidisciplinary experience sections will the government accept as relevant past performance?
RESPONSE: We are looking for the prime Offeror’s past performance. If utilizing JV or teaming partner past performance, please indicate the work performed by the Prime and the work performed by JV or teaming partner.
Will the government allow a prime contractor to reference a teaming partner’s past performance in the specialized and/or multidisciplinary experience sections of our proposal submission if we provide a signed teaming agreement?
RESPONSE: Yes, a prime contractor can reference a teaming partner’s past performance in the specialized and/or multidisciplinary experience section. If utilizing a teaming partner’s past performance, please indicate the work performed by the Prime and the work performed by the teaming partner. Additionally, NIST will accept an informal teaming agreement during proposal evaluation, but reserves the right to request a signed teaming agreement prior to award determination

[Period of Performance / Task Order 1 - Statement of Work, Page 3]- Period of Performance is stated as 90 calendar days from Notice to Proceed.” Is this 90-calendar day duration intended to include the time required for submittal preparation, submittal review and approval, fabrication of custom ladders and associated materials, and transport of materials to the jobsite? If not, please consider revising the Period of Performance accordingly.
RESPONSE: The Period of Performance for Task Order 1 is 90-days. Statement of Work for Task Order 1 also requires the contractor to submit a schedule within 5 working days of Task order 1 award. Extension of the period of performance may be negotiated based on the contractor's submitted schedule.
[Security Considerations; Escorts / Task Order 1 – Statement of Work, Page 3] - Will security escorts be required for construction personnel to access any areas of this project to perform the Work? If yes, please confirm that security escorts will be provided by NIST at no cost to the Contractor, or clarify accordingly.
RESPONSE: Site access badging and NCNR Orange badges will be required and may alleviate escorting requirements. Until both badges are obtained, some form of escorting will be provided by NIST at no cost to the contractor. Number of NCNR Orange Badges required by the contractor for a Task Order will be coordinated with that Task Order's Construction Security Plan.
[Other Unique Requirements and Considerations; Anticipated Utilities Outages / Task Order 1 – Statement of Work, Page 3] - This section addresses outages of utilities and the required seven business days advance notice. Please specify the utilities outages anticipated for the work of the ‘Building 235 Ladders’ project, if any.
RESPONSE: No utility outages are anticipated for the “Building 235 Ladders” project, however future Task Orders may require outages.
[Building 235 Ladders (Seed) Project, Correct Task Order Number / Task Order 1 – Statement of Work, Pages 1 -3] - The Building 235 Ladders project is referred to as both Task Order 1 and Task (Order) 2 – Building Ladders Specifications. Please identify the correct Task Order Number to be used for the Building 235 Ladders (seed) project.
RESPONSE: The “Building 235 Ladders” project will be issued as Task Order 0001 and will be awarded with (or soon after) award of the IDIQ.
