About this file

This document is a Minimum Qualifications Submittal Form for RFP #26-005-G issued by Eugene Water & Electric Board (EWEB) in Oregon for the procurement of eight 33 MVA transformers. The contract represents a multi-unit, multi-year agreement requiring bidders to demonstrate substantial experience designing, manufacturing, and testing FR-3 filled power transformers comparable to EWEB's specifications. Proposers must provide detailed information regarding their company's country of origin, headquarters location, proposed manufacturing facility, design staff location, and any North American repair facilities they intend to utilize for warranty work and defect correction. The form establishes specific technical requirements, including verification that companies utilize vapor phase processing for drying core and coil assemblies prior to tanking as described in the specifications.

The qualifications form requires proposers to document continuous years of business experience in designing and manufacturing FR-3 filled power transformers and disclose any contract terminations for default within the past five years, with full details and contact information if applicable. A critical component of the submission requires three North American utility client references for 33 MVA power transformers delivered within the past five years, with at least two references demonstrating FR-3-filled transformer delivery, including contact person information, product descriptions, on-time delivery confirmation, transformer ratings, shipping and delivery locations, and written confirmation that clients are willing to participate in reference checks. Additionally, proposers must identify service and repair facilities in North America capable of complete power transformer overhaul, providing facility address, ownership structure, capability descriptions, and documented experience with FR-3 filled transformer handling. Contract execution will require a bond ability letter from the bidder's surety, establishing financial and performance security requirements for this multi-year agreement.
