About this file

This is an Evaluation Criteria Submittal document for the Eugene Water and Electric Board (EWEB) 33 MVA Transformers procurement. EWEB seeks to procure eight 20/27/33 MVA, 117.875 kV-12.47 kV power transformers for future use in substations located in Eugene, Oregon. The Contract will function as a multi-unit, multi-year agreement requiring a bond ability letter from the bidder's surety for contract execution. Bidders must submit detailed technical responses including preliminary layout drawings, short circuit compliance reports, quality assurance documentation, and evidence of compliance with natural ester (FR3) oil manufacturing specifications. Proposals must also include client references and past performance documentation demonstrating successful performance on related contracts, quality and timeliness of delivery, cost management, and customer satisfaction.

Pricing proposals are evaluated on a total lifecycle cost basis incorporating no-load losses and load-loss costs, with a base of 50 points plus up to 10 bonus points available. Bidders may offer fixed pricing or indexed pricing with documentation of adjustment formulas and timing. The contract includes tariff adjustment provisions allowing cost increases up to 8% of the total unit cost if caused by Presidential Executive Orders or Congressional legislation, with a 5-point bonus available if the bidder contractually limits increases to 5%. Additional bonuses of 5 points each are available for firm pricing and for transformers manufactured in the U.S.A. or USMCA-compliant Mexico/Canada. Total price must include natural ester oil costs, handling, freight to Eugene on FOB Destination terms, taxes, offloading, field testing, and two trips to Eugene for deliveries. The evaluation criteria allocate 60 points for compliance with EWEB specifications, 50 points for ability to meet EWEB's contract terms including warranty provisions of 60 months or greater, 30 points for client references and past performance, and 50 points for pricing.

Bidder is welcome to provide any additional information regarding performance under the cited contracts.

5.4 Pricing Proposals (50 points, plus potential 10 additional bonus points) Provide the proposed pricing for transformer (scored) and origin of components (not scored) as requested in the Bid Schedule below.

Please note: Estimates are NOT binding. While EWEB intent to purchase 8 units is firm, EWEB makes no guarantee of the actual number of goods that will be purchased due to any unforeseen circumstances in the future. The Bidder shall not rely upon those numbers as a guarantee of the purchases from the resulting Contract.

a. Bid Price

Qty
Description
Unit Price
Extended

Freight/Delivery to Eugene, Oregon – FOB Destination For first four transformers only

Freight/Delivery to Eugene, Oregon – FOB Destination For transformers 5, 6, 7, and 8

TOTAL PRICE

Total Price shall include:

1. Costs of natural ester oil

2. Handling

3. Freight/delivery to Eugene, Oregon – FOB Destination

4. Regular taxes and base tariffs

5. Offloading unit onto the transformer foundation in the substation, assembly

6. Field testing of the unit on the transformer foundation

7. All expenses for all 8 transformers, including travel to Eugene two times per delivery.

Contractor understands that in submitting a proposal, the resulting Contract price, if awarded, will include all of these components.

Terms are FOB Destination and freight cost for the first purchase order of four transformers MUST be included in the Total Price bid. If Contractor is offering a fixed price, freight cost must be firm.

b. Bid Price Calculation Transformer cost shall be based on total lifecycle cost which includes factors for No Load Losses and Load Losses. The following loss values will be used for calculating transformer loss costs. Please provide green highlighted values.

1. Guaranteed No Load Losses = $5,785/kW

2. No Load Loss Cost (from 5.1.a above) = $__________

3. Load Losses= $4,596/kW
4. Load Loss Cost (from 5.1.a above)= $_________

Total Lifecycle Cost = Bid Cost + [Guaranteed No Load Losses * No Load Loss Cost] + [Guaranteed Load Losses * Load Loss Cost]

c. Pricing Structure

1. Will the pricing proposed in the BID SCHEDULE above be a fixed, contracted price? (Yes or No)

2. If your company will be submitting a base bid that will be subject to indexed pricing as delivery date approaches, please identify the following:

a) The index used and where it is located on the worldwide web

b) The formula used to calculate each component of the price and an explanation of formula, if helpful

c) When the final price will be calculated (number of weeks/months before delivery etc.)

d) Any other contract terms proposed that are related to use of this pricing method

3. This Contract includes the following term from Exhibit #1 – Sample Contract regarding increases as a result of actions taken by the Federal Government:

3.b Tariffs – Base tariffs (HTSUS Column 1 General duty rate) will be included in contracted transformer price. If Presidential Executive Orders or laws passed by Congress cause the overall cost of the unit to increase by two percent (2%) or more, and if Contractor is not able to otherwise mitigate these increases during the period between contract execution and the shipment date, Contractor may pass along those specific incremental cost increases which shall not cumulatively exceed 8% of the total cost of the unit. Contractor will provide documentation of the specific, detailed cost increases in the event they occur, and adjustment is sought.

For 5 bonus points, will your company contractually agree to pass along the increases up to a maximum of 5% instead of 8%? (Yes or No. You may add comments.)

d. Calculation of Points

Total points for cost will be determined according to the following:

A = Total possible points before Bonus Points = 50 L = Lowest Total Lifecycle Cost proposed X = Total Lifecycle Cost being scored B = Awarded points before Bonus Points (rounded off)

Bonus Points for Pricing

· 5 bonus points if price proposed is firm

· 5 bonus points if transformers are made in the U.S.A. or Mexico/Canada is USMCA compliant

· 5 bonus points if product is made outside the U.S. and Contractor is willing to pass along increases to a maximum of 5% per Section 3.b of the Sample Contract (as shown above.)

Formula: "L" divided by "X" times "A" = "B"

Example: If A = 50 Points, L = $50,000; X = $75,000; Transformer will be made in the U.S. and price offered is firm (without use of economic adjustments/indexing later), then:

[$50,000 / $75,000] x 50 = 33 points +5 Bonus Points + 5 Bonus Points = 43 points
