About this file

Addendum 2 to the EWEB 33 MVA Transformers procurement involves the Eugene Water and Electric Board (EWEB) in Eugene, Oregon. EWEB is procuring eight 33 MVA power transformers rated at 20/27/33 MVA operating at 117.875 kV-12.47 kV, filled with natural ester (FR3) oil for use in its substations. This multi-unit, multi-year agreement requires initial delivery of four units by December 31, 2027, with the remaining units to be delivered within the approximately 4.5 to 5-year contract term. Electronic proposals are due January 29, 2026, at 2:00 PM PT via the OregonBuys website. EWEB plans to announce an Intent to Award on February 12, 2026, and complete Board approval by April 9, 2026. The contract will require a 60-month warranty period beginning at Final Acceptance and a performance bond of 100% for each purchase order.

Bidders must possess at least 10 years of experience designing, manufacturing, and testing power transformers, with minimum 5 years of experience with FR3-filled units and service and repair facilities in North America. Evaluation criteria allocate 60 points for EWEB specification compliance, 50 points for contract term adherence, 30 points for client references, and 50 points for pricing. Bonus points are available for firm pricing, U.S. manufacturing or USMCA compliance, and willingness to cap tariff pass-through increases at 5%. The contract price includes transformer unit costs, freight, natural ester oil, handling, assembly, field testing, travel expenses, and taxes. Pricing adjustments up to 8% are permitted for presidential executive orders or congressional legislation. No specific set-asides for disadvantaged enterprises are designated. Contract execution requires a bond ability letter from the bidder's surety.

ADDENDUM # 2

33 MVA Transformers for EWEB Substations

ITB # 26-005-G

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

QUESTION & ANSWER

1. Would EWEB allow the manufacturer to issue their bank's Letter of Credit for the project's proposal amount? This would be generated 30 - 45 days after the contract.

RESPONSE: We would consider a letter of credit to act as a place marker but the surety bond will absolutely need to be ready to forward to EWEB two weeks before the contract goes to the Board.

2. Are we to estimate what we think tariffs will be and include them in our bid price?

RESPONSE: Per Section 5.4.a (Bid Price) and 5.4.c.3 (Pricing Structure), regular base tariffs and taxes are to be Included in the price but not tariffs executed by US Executive Order. There is a cap for the cumulative amount of all Executive Order tariffs affecting the final price of each item shipped.

3. Are Chinese entities allowed?

RESPONSE: Chinese manufacturing will not be considered for this particular RFP. The countries for consideration are listed in the Minimum Qualifications.

4. When could we expect a PO after the contract is signed?

RESPONSE: Once the contract is signed by both parties, a PO usually follows within a couple of days.

5. Would EWEB accept all 8 units before the final cut off date of December 1st 2028?

RESPONSE: We prefer 3 deliveries as we only have so much room for storage on our property and are not interested in storing off-site unless Contractor can offer storage at no extra charge. In such a case, we would be willing to discuss accepting all units at once.

6. Is Feb 5th the firm cut off date? It may take a little more time to firm up a proposal for a job this size.

We would also have to review the contract.

RESPONSE: February 5, 2026 is the firm cut-off date as we have already extended it as long as we can.

Please note that it isn’t necessary to address the entire sample contract in your Proposal at time of submission - just the clauses listed in the RFP that are highlighted in yellow. A word version of the Sample Contract is provided on the bid site.

7. Could you please provide your cell # in case we need to reach out immediately?

We need everyone to email their questions as we are compelled to share almost all questions via addenda so we need them in writing. If you have an urgent question about the bid site or something unique to only your company that has more to do with the RFP PROCESS itself, you can call me at 541- 554-3964 but please do not call with regular questions as we do need those emailed. (Thanks)

REVISIONS AND CLARIFICATIONS TO SOLICITATION DOCUMENT

1. For Material Specification ES 3-9.130 REV 16 (pdf page 32 of RFP document):

There are 2 transformer types listed in the Material Specification (12/16/20MVA & 20/27/33MVA) but only one listed on the bid form. Item #1 in Section 3.1 (Ratings) is deleted per this Addendum.

Please disregard this item as we are only interested in receiving bids for 33 MVA units (as shown just below) per the Bid Form.

Item #1 in Section 3.2 (Transformer Impedance) is also deleted per this Addendum and should be disregarded.
