About this file
This is an Addendum to an Invitation to Bid (ITB #26-005-G) issued by the Eugene Water and Electric Board (EWEB) for 33 MVA transformers needed at EWEB substations in Eugene, Oregon. The addendum provides clarifications and modifications to the original bidding documents, including confirmation that the vapor phase process for drying core and coil assemblies prior to tanking is a requirement rather than a preference, as stated in Section 3.3 of the material specification ES3-9.130 Rev 16. The addendum also extends the RFP closing date from January 29, 2026, to February 5, 2026, with the closing time remaining at 2:00 PM PST. Bidders are required to acknowledge receipt of this addendum by signature and return a copy with their proposal or by circling the addendum number on the bid form, as this constitutes a material change to the bid.
Regarding specifications and evaluation criteria, the addendum clarifies that while FR-3 natural ester oil is preferred, alternative oils may be considered, though proposers selecting alternatives would likely lose points during the scoring of Section 5.1 Compliance with EWEB Specifications. The addendum reinforces that contractors must demonstrate experience with the vapor phase drying process as a minimum qualification, with this requirement now explicitly added to Section 3 Minimum Qualifications and Section 2 Company Experience and Information. No changes to pricing terms, set-asides, or other contract conditions are addressed in this addendum; all other areas of the original bidding document remain in full force and effect.

ADDENDUM # 1
33 MVA Transformers for EWEB Substations
ITB # 26-005-G
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
QUESTION & ANSWER
1. Please let us know whether Vapor Phase is a requirement or a preference.
Response - We see that the Specifications state that it is a preference, but it is actually a requirement so appreciate the request for clarification. We will revise the Specification per the Revision section (#2) following the Q&A.
2. Is use of FR-3 natural ester oil a dealbreaker for this solicitation?
Response – EWEB would consider an alternative to FR-3 oil but the Proposer would likely lose points when scoring Section 5.1 Compliance with EWEB Specifications.
REVISIONS TO SOLICITATION DOCUMENT
1. For Section 3 Minimum Qualifications / Section 2 Company Experience and Information:
Add “d. Contractor must use the vapor phase process for drying core and coil assemblies prior to tanking per revised Section 3.3 Construction of the specifications”.
Revision to that section is shown directly below. (The submittal form is not revised as it already contains a question around Contractor’s experience using this process.)
2. For Section 3.3 Construction of Material Specification ES3-9.130 Rev 16, revise as follows:
