About this file

This is a Proposal Instructions, Submission Requirements and Evaluation document for solicitation W9128F-26-R-A070 for AASF Mather Fueling System Repairs. The solicitation is restricted to small business contractors and is issued by USACE (United States Army Corps of Engineers). Proposals must be submitted electronically by the deadline specified in Block 13 of Standard Form 1442, with technical and pricing proposals submitted as separate files. All submissions must use 8.5 by 11-inch pages with minimum 10-point font.

The technical evaluation focuses on two factors: (1) Project Experience Examples requiring three past projects, each including fuel dispenser repairs, small building demolition/construction/repairs, fuel tank appurtenance replacement or installation, and remote containment construction or similar work, with each project totaling $1,000,000 or greater and completed within the past ten years, accompanied by customer performance evaluations rated Satisfactory or better; and (2) Proposed Contract Duration and Summary Schedule requiring a Gantt chart covering preconstruction, on-site construction, and post-construction phases within an assumed 365-calendar-day period of performance, with task order award assumed for February 7, 2027 and Notice to Proceed approximately two weeks later. Each project experience example is limited to two pages, with supporting evaluations submitted in original form. The source selection method is Lowest Price Technically Acceptable (LPTA), where any factor rated Unacceptable renders the entire technical proposal ineligible for award regardless of price. Pricing proposals must include a completed Section 00 10 00 Solicitation/Contract Form with total combined construction cost, financial institution details and finance contact information, and surety company information.

A proposal that fails to comply with any minimum technical requirements will not be eligible for award regardless that it may offer the lowest price.

Any Factor evaluated as “Unacceptable” in any TAB will render the complete technical portion of the offer as

“Unacceptable”. No further evaluation will be made on the Offeror’s proposal, including price.

It is the intent of the Government to make award based upon initial offers, without further exchanges or additional information.
