About this file
This document is a Request for Statement of Qualifications (RSQ) issued by Volusia County, Florida, seeking architectural and engineering services for Phases II and III of the Fairgrounds Master Plan. The county intends to select one highly qualified firm to provide comprehensive services including surveying, design, construction drawings, technical specifications, cost estimating, permitting, bidding, construction administration, testing, and commissioning. The contract will be awarded through the Consultants' Competitive Negotiation Act (CCNA) process, with task assignments issued as specific projects are developed. The county will appoint an evaluation committee to review proposals and make recommendations, with the selection based on qualifications, experience, project approach, and overall value.
The RSQ requires responding firms to be Florida-licensed engineers or registered architects with at least five years of experience in similar government projects. Proposals must include detailed information about the firm's qualifications, project team, organizational structure, and past project references. Evaluation criteria will focus on staff credentials, professional certifications, past performance, project approach, and quality control methods. While the document does not specify a fixed contract value, it indicates that individual task assignments will be negotiated separately, and the county makes no guarantee of a specific number of projects. The prime consultant must demonstrate expertise in design and engineering, with a particular emphasis on adapting to technological advancements in public and government building projects.
