About this file
Exhibit A is a Scope of Services document from Volusia County, Florida, seeking qualified architectural and engineering firms to provide comprehensive design services for Phases II and III of the Fairgrounds Master Plan. The project encompasses five primary components in Phase II: relocating air conditioning units to create an outdoor shaded space, designing a solar-powered pavilion with a stage, installing a prominent flag post, constructing a new entrance that preserves the site's historic character, and resurfacing the center circle with environmentally responsible materials. Phase III focuses on designing a versatile multi-use facility to expand the fairgrounds' community event capabilities.
Additional project considerations include installing a new chiller for the Tommy Lawrence Arena, creating educational resting and shaded areas with stormwater management features, and implementing LED lighting throughout the fairgrounds property. The county requires the selected firm to demonstrate experience with public facilities, solar design, structural engineering, and local building codes. Deliverables will include construction documents, cost estimates, bidding assistance, construction administration services, and final as-built documentation. Proposals must include a statement of qualifications, project approach, similar project examples, and a proposed schedule, with priority given to completing Phase II construction documents by the specified deadline.

EXHIBIT A
Scope:
The County seeks qualified firms to provide comprehensive design and engineering services for Phases II and III of the Fairgrounds Master Plan.
Phase II encompasses five primary components to enhance the fairgrounds' functionality, accessibility, visibility, and environmental sustainability.
First, the project requires the relocation of existing air conditioning units to facilitate the creation of an outdoor shaded space extending from the Hester & Daugharty buildings, providing an additional covered area for fairground activities and gatherings.
Second, the design and engineering of a solar-powered pavilion with a stage will create a sustainable venue for performances and events, incorporating renewable energy technology to reduce operational costs.
Third, the installation of a prominent flag post flying the American flag, designed to be visible from the interstate, will serve as a landmark and patriotic symbol for the fairgrounds.
Fourth, the construction of a new entrance to the fairgrounds will significantly improve site access and visual appeal. Architectural elements specifically designed to mirror the historic character of the original fairgrounds entrance will thereby preserve the site's cultural heritage while enhancing functionality.
Fifth, the center circle will be resurfaced using environmentally responsible materials such as permeable pavers or asphalt that allow for natural water infiltration, reducing runoff and supporting groundwater recharge.
Phase III focuses on designing and engineering a versatile multi-use facility that will accommodate diverse events and activities throughout the year, expanding the fairgrounds' capacity to serve community needs.
Additional and subsequent projects for consideration are:
Installation of Chiller
The Tommy Lawrence Arena functions as one of the designated storm shelters in Volusia County and offers a spacious exhibit area for a variety of events throughout the year, including educational, entertainment, and agricultural activities. Although regular maintenance has been performed, the chiller, installed in the late 1990s, has surpassed its expected lifespan. This chiller, which is crucial for the building's HVAC system, is essential for maintaining the health, comfort, and functionality of the arena.
Educational Resting and Shaded Areas
Newly established “rest areas” will provide shaded areas for seating and eating, as well as entertainment and educational landscape features. Pavers, impervious surfaces, and rain gardens can help manage stormwater and provide visitors the opportunity to learn about the importance of green infrastructure and adaptable uses within their landscape.
Lighting
Installation of LED lighting throughout entire Fairgrounds property.
The selected firm must demonstrate relevant experience with similar public facilities, expertise in solar design, structural engineering capabilities, and thorough knowledge of local building codes. Deliverables throughout all phases include complete construction documents, detailed cost estimates, bidding assistance, construction administration services, and final as-built documentation. Proposals should outline a comprehensive project approach, relevant experience, qualifications of key personnel, fee structure, and projected timeline, with priority given to completing Phase II construction documents.
Submissions must include a statement of qualifications, project approach, examples of similar projects, and proposed schedule, received by the specified deadline.
