About this file
This is a Location Specification Sheet (LSS) for a Maintenance, Repair & Operations (MRO) contract issued by the Michigan Department of Transportation (MDOT) for large carcass removal and disposal services at the Macomb Transportation Service Center (TSC) in the Metro Region. The contract covers four highway corridors: I-94, I-696, M-59, and M-53, spanning 157 total miles in Macomb County. Services include weekly scheduled patrols (52 patrols annually per route), carcass removal and disposal (estimated 100 units annually), and emergency mobilization responses that must be completed within two hours or less (estimated 40 emergency calls annually). The contract period runs five years from June 30, 2020, through June 29, 2025, with two optional one-year renewal periods available. Services are to be provided during daylight hours, with exceptions requiring written approval from the MDOT Program Manager (Ahmad Azmoudeh). Bidders must submit pricing for regular patrols, optional patrols, carcass removal and disposal, emergency mobilization, and any applicable fuel surcharges.
Contractors must provide a complete equipment list detailing all vehicles and equipment to be utilized, including make, model, engine type, approximate age, and ownership status (owned, leased, or rented). The estimated annual quantities provided represent previous activity levels and do not obligate the State to purchase those volumes. Equipment failure is not an acceptable reason for schedule deviations, and any weather-related adjustments require Program Manager approval. The contractor is responsible for disposing of loads and returning to removal sites at no additional cost to the State if capacity is reached during removal operations. Emergency mobilization services are optional and will be requested by the designated MDOT Program Manager. Procurement inquiries should be directed to Klatra Pickett at the MDOT Contract Services Division, Purchasing Unit (517-335-0071; Pickettk1@michigan.gov).
