About this file

This Location Specification Sheet (LSS) is an RFP issued by the Michigan Department of Transportation (MDOT) for large carcass removal and disposal services at the Metro Region Oakland Transportation Service Center (TSC). The contract encompasses routine patrols scheduled once weekly throughout Oakland County routes, with an estimated 52 patrols annually across 304 miles. Additional services include optional patrols, non-routine patrols performed on-demand at specific locations ranging from 0.52 to 18.7 miles, standard carcass removal and disposal services (400 estimated annual events), and optional emergency carcass removal and disposal (40 estimated annual events). The contract runs for five years from June 30, 2020 to June 29, 2025, with two optional one-year renewal periods available. Day-light hours service is required, though exceptions may be submitted in writing to the program manager for approval. The contracting agency is MDOT, with the Oakland TSC located at 800 Van Guard Street, Pontiac, Michigan 48341.

Bidders are required to provide detailed equipment lists identifying all equipment to be utilized, including make and model, engine type, approximate age, and ownership status (owned, leased, or rented). Pricing shall be submitted on Schedule B with unit costs for each service category, fuel surcharges calculated per Table 1, and estimated annual prices completed by the bidder. The state notes that listed quantities are estimates based on previous activities and makes no obligation to purchase any specific quantity. If removal capacity is reached, the contractor must dispose of loads and return to the original site at no additional charge to the state. Equipment failure is not an acceptable reason for schedule deviations, and all adjustments to service delivery require prior approval from the program manager. Invoices should be submitted to MDOT-Metro-OakTSC-Invoices@michigan.gov.
