About this file

This document is a 2024 Annual Crane Inspection Report for three overhead cranes located at the Sarasota County Mabry Carlton Water Treatment Facility, conducted by National Crane Services, Inc. The inspection covers three separate crane systems: a Process Room South Side Overhead Crane (Equipment Number 01), a Process Room North Side Overhead Crane (Equipment Number 02), and a High Service Pump Room Monorail Crane (Equipment Number 03). The inspection was performed on June 28, 2024, by surveyor Donald O'Rourke and includes detailed assessments of each crane's mechanical, electrical, and operational components, with multiple recommendations for maintenance and repairs.

The inspection reports reveal several common issues across the three crane systems, including the lack of a preventative maintenance program, no record of load testing since installation, inconsistent capacity markings, and the need for internal inspections of various mechanical components such as gearcases and brakes. Specific recommendations include repairing warning devices, lubricating wire ropes, replacing worn components like trolley trolleys and C-tracks, and addressing rail splice plate installations. While no immediate safety hazards were identified, the reports emphasize the importance of developing a comprehensive maintenance program following original equipment manufacturer (OEM) specifications to ensure the continued safe and efficient operation of these critical infrastructure components.

Certification Process Notice to Owner Certification procedures shall not be construed as a substitute for, or cause for elimination of normal operational inspection and maintenance routine throughout the year.

The manufacturers service manual for your specific crane has specific safety and maintenance items that shall be checked daily, weekly, and monthly as a part of the owners regular maintenance program.

The owners periodic examinations shall cover, but not limited to, the following points as applicable:

1. All functional operating mechanisms shall be checked for proper function, adjustment, and excessive components wear, pay particular attention to the sheaves, pins, and drums. This shall include operation with partial load, in which all functions and movements, including, where, applicable, maximum possible rotation in both directions are performed.

2. All safety devices for proper function.

3. Deterioration or leakage in lines, tanks, valves, drains, pumps, and other parts of air or hydraulic systems.

4. Loose gear components (i.e. hooks, etc.) including wire rope and wire rope terminals and connections, pay particular attention to sections of wire rope exposed to abnormal wear and sections not normally exposed for examination. Cracked or deformed hooks shall be discarded.

5. Wire rope reeving for compliance with manufacturers recommendations.

6. Deformed, cracked, or excessively corroded members in crane structure and boom.

7. Bolts, rivets, or other connections.

8. Worn, cracked, or distorted parts affecting safe operation.

9. Excessive wear on the free operation of brake and clutch system parts, linings, pawls, and ratchets.

10. Load, boom angle, or other indicators shall be checked for accuracy.

11. The presence of a legible rating chart visible to the operator, covering the complete range of the capacity ratings at all operating radii, for all permissible boom lengths and jib lengths, with alternate ratings for operation of equipment affecting such ratings. Precautions or warnings shall be included and operating controls marked or an explanation of controls shall be posted at the operators position to indicate functions.

12. Careful examination of the junction areas of removable boom sections, particularly for proper seating, cracks, deformities, or other defects in securing bolts and in the vicinity of such bolts.

13. That the counterweights conform to manufacturers specifications.

14. Such other examinations deemed necessary under applicable circumstances.

Owner shall contact the certifying agent after important alterations and renewals and after repairs due to failure of, or damage to major components for proof testing requirements.

Recommendation: The horn has a cover over it that is reducing its volume. Repair.

Recommendation: The capacity marked on the bridge is 4 ton but the load block is marked 5 ton. Mark load block to match the crane's capacity.

Recommendation: There appears to be no preventative maintenance program being performed. The crane is in need of maintenance. Develop program IAW OEM specifications and initiate.

Recommendation: There is no record of a load test being performed on the crane after it was installed IAW OSHA and ASME standards. Obtain records or load test the crane IAW OSHA and ASME standards.

Recommendation: The ground conductor bar is not identified with a green cover. Mark the ground bar with green.

We recommend running the bridge weekly for the full length of the bay to keep the buss bar clean and rust-free.

Recommendation: The festoon trolleys for the trolley and pendant do not roll very well, damaging them and the C-track.

Replace all trolleys and C-track.
