M95494-22-R-0006 Headquarters Marine Corps (HQMC) Law Enforcement Program (MCLEP) Solicitation Question Answer 26 May 2022
# Reference Question / Comment Response
22-R-0006+Solictation, Page 2, Section B Supplies and Services, CLIN 0001
Will the government provide additional details related to the volume, qty's of labor effort for each of the specified tasks and subtasks listed? It is difficult for any provider, other than the incumbent on a SDVOSB Team, to estimate the FTE headcount without some historical data that details out the volume of work per Task.
No; the Government will not provide additional details related to the Level of Effort (LOE) at the Task or Subtask level. It is incumbent upon the Offeror to propose its approach to the successful fulfillment of the tasks/subtasks - considering the magnitude and scope of the requisite tasking - in its proposal for an appropriate LOE. The Government offers that historically, the number of Full Time Equivalents (FTEs) performing this requirement has been ≤ 30; (all of the tasks require at least one FTE per task, with the exception of the MCPA Instructor/Trainers and the Law Enforcement Information Systems/Information Communication positions). The MCPA Instructor/Trainer Positions are based on a 1 to 5 Instructor to Student ratio; with the requirement to conduct 12 Basic Police Officer Courses and Advanced Law Enforcement Training Courses per year. The Law Enforcement Information Systems/Information Communications has been historically 2 FTEs. This detail shall not be construed as an endorsement of the number of FTEs performing this effort; but is intended to give Interested Parties a data point for consideration in proposal preparation.
If the government is not able to provide detailed data to help establish an FTE count required to perform each task, will the government provide a summary of the FTE count necessary to perform each task?
See Response #1.

It appears that an ODC plug number has been issued by the government as part of CLIN 0003, however, it is unclear what items would mapped to the ODC line item
vs. the Uniforms and Equipment CLIN 0005. Can the government please clarify this? As example, would the items listed in Section 4.2 be mapped to CLIN 0003 ODC items or should we factor items listed in 4.2 against
CLIN 0005?
The Government intends to issue a solicitation Amendment that clarifies what shall be captured within the Other Direct Costs (ODCs) ceiling; the bulleted items listed in Section 4.2, specific to recruitment and hiring initiatives, will be captured under the ODC
CLIN.
Similar to question 6, is all the equipment listed in 4.6 Table 1 considered GFE, or ODC CLIN 0003, or should we factor costs as part of CLIN 0005?
The Government intends to issue a solicitation Amendment that clarifies what shall be captured within the ODCs ceiling; the bulleted items listed in Section 4.6, Credentialing and Badge Support, Table 1, will be captured under the ODC CLIN.

Section 4.5 outlines all the items associated with Uniform, Equipment, and Duty Gear to dress and equip 200 Civilian Police Officers. It is assumed the government would like all officers to have the same uniform and equipment as the current officers; however, specific brands and equipment manufacturers are not listed. Will the government please provide additional details related to brands, models, etc. for each item listed in the chart in Section 4.5?
As an aspect of the solicitation Amendment, the Government will include the Approved Products List (APL) and where available, the brands of uniform/equipment that has historically been procured in performance. The list of brands of uniform/equipment shall not be construed as Government endorsement of these brands; but rather as a data point for Offerors seeking to provide standardized products.

Section 4.13 outlines all the items associated with the instructors. The chart titled (MCPA Instructor/ Staff Uniforms) provides the details for some of the uniform and equipment items. It is assumed the government would like all instructors to have the same uniform and equipment as incumbent instructors, however, specific brands and equipment manufacturers are not listed. Will the government please provide additional details related to brands, models, etc. for each item listed in the chart in Section 4.13?
As an aspect of the solicitation Amendment, the Government will include the APL and where available, the brands of uniform/equipment that has historically been procured in performance. The list of brands of uniform/equipment shall not be construed as Government endorsement of these brands; but rather as a data point for Offerors seeking to provide standardized products.
To ensure instructors are able to perform their duties effectively, there are a number of additional items we assume the instructors will need. The items not listed as instructor uniforms/equipment, but we assume instructors need include, but not limited to: vehicles to travel between training venues, fuel, firearms, holsters, radios, advanced training tools/equipment (breaching tools, flash bangs, NVG, helmets, gloves, vests, slings, magazines, etc.), as well as ammo, PPE, etc. If items are not listed in the chart to be purchased by the contractor, do we assume all other items are GFE even though the items are not listed in the GFE attachment titled: ATT+3?
As an aspect of the solicitation Amendment, the Government will clarify that Marine Corps Police Academy (MCPA Logistics and Supply Material) shall be considered under the ODCs CLINs. The procurement of items such as vehicles are internal to the workings and management of the MCPA; and will be provided to the Contractor for performance. In the event that provisioned items require replacement, refurbishment, etc., the Contractor shall coordinate with the Contracting Officer's Representative (COR) to initiate such actions.
If items are not GFE, please provide details on make, model, brand, Qty, etc. as well as any specialized storage or transportation requirements that the contractor may need to account for in CLIN 0005.
See Response #6.
If instructor weapons are not GFE, can instructor weapons be stored in the Gov armory? Are special storage boxes (e.g. pelican cases) required?
See response #7.
If instructors are not provided GFE vehicles, how do instructors transport weapons, ammo, government equipment etc. on base?
Please see above responses; the MCPA will have vehicles available for Contractor use to transport such items.

11 Page 29, Table 2 MCPA Required Resource List
It is understood that the contractor may be required to purchase some of the items and consumables listed in table 2 on page 29 and do so as part of the performance of the work, and map those costs to the ODC CLIN 0003.
However, can the government please clarify that all the items listed in table 2 on page 29 currently exist as GFE and the contractor is only required to maintain these items? Or is the contractor required to purchase all the items as part of CLIN 0005 as part of the initial contract award? If contractors are required to purchase these items, please provide qty's for each.
As an aspect of the solicitation Amendment, the Government will clarify that the items within Table 2 shall be considered under the ODCs CLIN. In the event that provisioned items require replacement, refurbishment, etc., the Contractor shall coordinate with the COR to initiate such actions.
22-R-0006+Solictation, Section 3.0, 3.1 Contractor Program Management

26 PWS
Can the Government provide a historical staffing chart with required/desired work locations (i.e., Quantico, FLW, Remote)?
No; further, the PWS section 3.3 states, "While there are requirements within this Program that must be performed at locations in the National Capital Region (Northern Virginia and/or the District of Columbia) and/or at the Marine Corps Police Academy (MCPA), Fort Leonard Wood, Missouri, it will be incumbent upon the Contractor to propose the most advantageous fulfillment of this requirement considering tasking and the opportunity for remote and/or telework assignments."
27 PWS
Section 4.1 Program Management CDRL A004: Reports, Records of Conference/Meeting minutes states that employees shall pass a criminal background check and periodic follow-on drug testing. Please provide the background check requirements necessary and frequency for follow-on testing.
The Government will not dictate what is comprised in the employer's background checks, nor will the Government dictate what an appropriate periodicity is for employee drug testing.
28 PWS
Section 4.5 MCLE Logistics and Supply Support: States that we are required to ensure compliance with GSA and authorized vendor procedures. Do we have to have a GSA schedule for supplies to purchase? Will open-market non-GSA items be allowed?
No; there is no specific GSA schedule for supplies purchases and yes; open-market, non-GSA items will be allowed. Further the Government has included FAR 52.251-1, Government Supply Sources, in the solicitation to enable the authorization for the Contractor to utilize Government sources of supply, such as the AbilityOne Procurement List.
29 PWS Can the Government please provide the amount of FTE/Man years per labor category? See Response #1.
30 PWS Can the Government provide any GS rate equivalents for these positions?

31 PWS
PWS requires contractor to purchase and manage uniforms and gear. Can the Government provide a list of the current preferred vendors and equipment nomenclatures? Can the Government provide an annual estimated amount for this and the other material and equipment costs related to CLIN 0005(base year)?
See Response #5.
32 PWS
PWS requires that contractor provide 20 M1014 Shotguns. Can the Government validate that no existing weapons are in place for this requirement and the purchase is required? Are the other weapons for qualifications on-hand and available (pistols, rifles etc.)?
Are maintenance and replacement expenses part of the contractor services?
See Response #20.
33 PWS and Section L
PWS paragraph 5.0 and requires resumes for all key personnel. Section L Subfactor B requires “provide resumes for Key and Non-Key Personnel”. This makes the requirement a resume for every position while never fully identifying the correct amount of personnel. This is unfair to anyone not working with the incumbent or intimately involved in the current contract. Can the Government remove the resume requirement for Non- Key Personnel and evaluate the contractor based on their recruiting and hiring plans?
No; the intent behind requiring Resumes from individuals proposed in Non-Key positions is two-fold; a) to provide adequate information to the evaluation team in its assessment of the Offeror’s Management Approach, and b) to ensure that even in Non-Key positions, the proposed individual has at least the bare minimum of experience/qualifications in performance of its assigned tasking, e.g., MCPA Administrative Support is required to be proficient in the use of office software, such as Microsoft® office products. The Government cannot dedicate resources and/or manpower to training Contractor personnel in the use of such products.

34 Attachment #2
Several positions do not delineate between Required Skills/Expertise and Preferred Skills/Expertise. This causes some qualifications to be excessive and very specific to the personnel currently performing those roles.
Can the Government validate those positions and their list of actual required skills?
This list has been validated. The Government requirements remain unchanged.
35 M95494-22-R-0006
As an SDVOSB, we did not have this opportunity in our pipeline since we concluded that the incumbent, a 100% ESOP was, by law under the 2022 NDAA in section 874, eligible for a direct award. Question: Are you still considering this option? If not, we would request an extension to the questions and the submission date in order to seek a qualified partner as a subcontractor to pursue this opportunity.
The receipt of proposals is extended to Thursday, 16 June no later than 2:00 p.m. EDT. It is incumbent upon our Industry partners to monitor the GPE for opportunities they are interested in.
This requirement was synopsized to the GPE on 18 April 2022;
including the acquisition strategy that this requirement would be a total set-aside for SDVOSBs. The Pilot Program under NDAA FY22, Section 874 has not yet been established as the requisite data collection and reporting strategy and plan submittal have not yet occurred.
