1.0 BACKGROUND

The United States Marine Corps is acquiring Program Management support and Training Support services for a centrally-managed law enforcement program conducted from the Security Division (PS), Plans, Policies and Operations (PP&O), Headquarters, U. S. Marine Corps (HQMC).

The program provides program oversight, establishes policy and doctrine requirements and manages manpower resources for civilian and military personnel in support of Marine Corps Law Enforcement (MCLE). MCLEP’s primary mission requirement is to centrally-manage civilian hiring, provide entry level training and initial uniform and equipment issue for law enforcement and security personnel to various locations. In order to meet the requirements of MCLEP and MCLE, PSL requires the establishment of Contractor support personnel for providing program management support.

This PWS establishes requirements for USMC law enforcement program, with program management support to ensure comprehensive, consistent, effective, and efficient law enforcement skills and readiness, the procurement of associated police equipment and uniforms, program management oversight, policy and doctrine support, and law enforcement training support (initial, in-service, sustainment, and advanced) as the core components of this contract. There is a requirement for Contractor-acquired, Government-Owned equipment and uniforms and for the purchase of expendable items to be used by the Contractor, while conducting training in performance of this requirement.
