Section A - Solicitation/Contract Form
AMENDMENT 0001
The purpose of solicitation Amendment 0001 to M95494-22-R-0006 is to;
1) expand Labor CLINs 0001, 1001, 2001, 3001 and 4001 to identify each discrete Task of the PWS;
2) expand Material and Equipment CLINs 0005, 1004, 2004, 3004 and 4004 identify separately the Uniform and/or Gear issue;
3) increase the Cost Reimbursement (Cost) CLIN ceilings for Other Direct Costs (ODCs);
4) revise limited sections of the Performance Work Statement (PWS);
5) revise Sections L and M;
6) include solicitation Question and Answer (Q&A) and supplemental documentation;
7) include a Pricing Workbook to assist in proposal submission; and,
8) extend the receipt of proposals to no later than (NLT) Thursday, 16 June 2022 by 1400 EDT.
In the event solicitation Q&A necessitates a revision to a requirement; that revision has been captured in the affected solicitation document; solicitation Q&A does not define or provide the requirements of this program.
Every effort has been made to identify revisions via Track Changes; but the Offeror is reminded it is its responsibility to review this solicitation Amendment in its entirety in preparation of its proposal.

PERFORMANCE WORK STATEMENT
Performance Work Statement (PWS)
HEADQUARTERS MARINE CORPS LAW ENFORCEMENT PROGRAM (MCLEP)
25 May 2022
v. 1.1
1.0 BACKGROUND
The United States Marine Corps is acquiring Program Management support and Training Support services for a centrally-managed law enforcement program conducted from the Security Division (PS), Plans, Policies and Operations (PP&O), Headquarters, U. S. Marine Corps (HQMC).
The United States Marine Corps established the Marine Corps Law Enforcement Program (MCLEP) as part of the Law Enforcement, Corrections and Criminal Investigations Branch (PSL) and is managed within PS, PP&O, HQMC. The program provides program oversight, establishes policy and doctrine requirements and manages manpower resources for civilian and military personnel in support of Marine Corps Law Enforcement (MCLE). MCLEP’s primary mission requirement is to centrally-manage civilian hiring, provide entry level training and initial uniform and equipment issue for law enforcement and security personnel to various locations. In order to meet the requirements of MCLEP and MCLE, PSL requires the establishment of Contractor support personnel for providing program management support.
2.0 SCOPE
This PWS establishes requirements for USMC law enforcement program, with program management support to ensure comprehensive, consistent, effective, and efficient law enforcement skills and readiness, the procurement of associated police equipment and uniforms, program management oversight, policy and doctrine support, and law enforcement training support (initial, in-service, sustainment, and advanced) as the core components of this contract. There is a requirement for Contractor-acquired, Government-Owned equipment and uniforms and for the purchase of expendable items to be used by the Contractor, while conducting training in performance of this requirement. Law enforcement, security, security support, information and database systems, and law enforcement training are part of a holistic and collaborative umbrella of support to the Marine Corps mission.
3.0 GENERAL REQUIREMENTS
3.1 Contractor Program Management
The Contractor shall provide the name of the Contractor’s Program Manager (PM) responsible for overall program management. This includes oversight of performance, schedules and cost associated with this requirement and coordination with the Contracting Officer’s Representative (COR) and HQMC Technical Point of Contact (TPOC) in the conduct of monthly reporting and quarterly in-process reviews (IPR). The Contractor’s PM shall be ultimately responsible for reviewing and reconciling with the COR any travel and/or purchases made under the contract. The PM shall be responsible for maintaining administrative and operational control of contract staff personnel to include Contractor personnel working on-site.
Contract Data Requirements List (CDRL) CDRL A001: Monthly Status Report
CDRL A002: Quarterly In-Process Reviews (IPRs)
3.2 Quality Control
Upon contract award and throughout performance, the Contractor shall have and maintain a quality control process that meets contract requirements and program objectives while ensuring customer satisfaction and defect-free products/processes. The quality control system shall contain procedures, planning, and all other documentation and data necessary to provide an efficient and effective system based on a Contractor’s internal auditing system. Thirty (30) days after contract award, the Contractor shall provide to the Government a copy of their Quality Control Plan (QCP). The quality system shall be made available to the Government for review at both a program and worksite services level during predetermined visits. Existing quality documents that meet the requirements of this contract may be used. The Contractor shall also require all subcontractors to possess a quality control program commensurate with the services and supplies to be provided, as determined by the Prime’s internal audit system. The Government reserves the right to reject the Contractor’s and/or subcontractor’s quality control plan or portions thereof when the quality system(s) fails to meet contractual requirements at either the program or worksite services level. The Government reserves the right to participate in the process improvement elements of the Contractor’s Quality Control Plan as needed.
At minimum, the Contractor’s quality control system shall meet, at a minimum, the following criteria:
· Establish capable processes
· Monitor and control critical product and process variations (i.e., maintaining required qualifications and certifications of personnel)
· Establish mechanisms for feedback of field products
· Produce and implement an effective root-cause analysis and corrective action system
· Establish procedures for continuous process improvement
The Contractor shall have processes in place that shall coincide with the Government’s quality assurance and management processes. The Contractor shall use best industry practices including, when applicable, ISO/IEC/IEEE 15288:2015 for System life cycle processes and ISO/IEC 12207:2008 for Software life cycle processes.
In addition, the Contractor’s quality process procedures shall be compliant with the information security requirements addressed in the Contract Security Classification Specification, DD 254 (Attachment 2).
The Contractor is responsible for all quality control inspections necessary in the performance of the various requirements as assigned and identified by the procedural quality control system document. The Government reserves the right to perform any inspections deemed necessary to ensure that the Contractor-provided services, documents, and material meet the prescribed requirements and to reject any or all services, documents, and material in a category when non-conformance is established.
CDRL A003: Quality Control Plan
3.3 Place of Performance
The United States Marine Corps Law Enforcement, Corrections and Criminal Investigations Branch (PSL) is managed within the Security Division (PS), Plans, Policies and Operations (PP&O), Headquarters, U. S. Marine Corps (HQMC) at Marine Corps Base (MCB) Quantico. While there are requirements within this Program that must be performed at locations in the National Capital Region (Northern Virginia and/or the District of Columbia) and/or at the Marine Corps Police Academy (MCPA), Fort Leonard Wood, Missouri, it will be incumbent upon the Contractor to propose the most advantageous fulfillment of this requirement considering tasking and the opportunity for remote and/or telework assignments.
4.0 TASK REQUIREMENTS
4.1 Program Management
The Contractor shall assist MCLE by providing the necessary management support to ensure the successful execution of Contractor Support Services. This support shall consist of managing the Contractor’s labor work force, ensuring appropriate personnel actions, ensuring personnel are scheduled appropriately, addressing personnel issues, seeking efficiencies through multi-tasking where feasible, conducting exercise support, coordinating with MCLE, Marine Corps Installations Command (MCICOM), Marine Forces Reserve (MFR), Provost Marshals/Police Chiefs on support issues, and participating in conferences/meetings.
The Program Manager shall coordinate with staff on the accuracy of monthly reporting and quarterly IPRs; reviewing and reconciling questions pertaining to Contractor travel and/or purchases made under the contract. The Program Manager shall be responsible for maintaining administrative and operational control of contract staff personnel.
