| 2 | 52.212-1 | If our subcontractors do not want to share their CPARS with us (as the Prime Contractor submitting the proposal), can they submit their CPARS directly to the Government? | All proposal documentation needs to be submitted electronically per the RFP instructions. Your subcontractor can email their CPARS directly to the Government if they don’t want to submit it to you as the prime contractor -- All the same RFP instructions apply to them (due date/time/who to email it to.) See Amendment 0002. |
| 3 | Attachment 6 | Attachment 6 specifies 2080 hours as 1 FTE. A typically recognized year of work would be 1880 given the number of workdays in a year and an 8 hour work-day. Would you consider changing your Attachment to 1880 (and multiples thereof) vice 2080? | The RFP and Attachment 6 both specify that these are estimated labor hours for evaluation purposes only. We are not mandating that companies use 2080 annual hours per FTE in future task orders. Each company typically has their own standard annual FTE hours and the Government will evaluate those proposed hours at the task order level. Therefore no changes to the annual hours in Attachment 6 are being made." |
| 4 | 52.212-1 | 52.212-1 notes the requirement to mark our proposal as CUI. CUI is defined by the DFARs and the NIST as government originated information. A business proposal does not qualify as government originated information, thus our proposal cannot be CUI if your solicitation is not CUI. Can you provide a secure means of submitting them to you in order to meet the requirements of the NIST for transmission of CUI information? | The RFP states that "The Contractor must apply the appropriate controlled unclassified information (CUI) markings to their proposals". CUI classification does not just apply to government generated documents, see CFR 2002.4(h) for the definition of CUI. For example: Contractor's proposals may include proprietary information and it is up to the Contractor to mark it as such. It is up to the Contractor to decide the appropriate CUI marking to their own proposal. This does not require an alternate means of submitting proposals to the Government from the current electronic submission method (email) required by the RFP. |
| 5 | The Government's answer to question 10 on Q&A Document 0001 notes that “The only thing submitted for Vol II should be CPARS and/or Performance questionnaires.” The solicitation says the POC for each questionnaire should submit the questionnaire directly to you. Are you telling us to put in a Blank Questionnaire or one with header info (what contract and who it was sent to)? | No, we are not looking for blank questionnaires to be submitted by an Offeror. Per the RFP instructions, if you are submitting CPARS, that should be coming from the OFFEROR submitting the proposal as part of Volume III. If you are requesting that your past performance references complete and submit Attachment 4 "Past Performance Questionnaire" instead of CPARS -- the questionnaires need to be submitted by your reference, not the Offeror. The CPARS and/or Performance Questionnaires received make up Volume III. |
