This is based upon historical support and forecasted future requirements. If task order requirements arise that require specific education/experience levels outside of categories on this sheet, the Government would consider additional labor categories at that time on a case-by-case basis. | ||

Place of Performance | Each of the 4 primary places of performances have different costs of labor, what should offerors assume when building their ceiling rates in the IDIQ, should offerors complete a rate table for each location? What percentage of hours used for evaluation will be at each performance location? | Offerors shall fill out Attachment 6 for HAWAII as the location. For the remaining 3 locations, Offerors shall provide a Price Differential Percentage (%) to be applied to the HAWAII ceiling rates to calculate the other location ceiling rates. The Price Differential % may be a positive number (e.g., +10%) if the proposed rates for a location are HIGHER than Hawaii rates, or it could be a negative number (e.g., -10%) if the proposed rates for a location are LOWER than Hawaii rates. Offerors shall provide documentation substantiating that price differential % rate (locality pay) for each location as well. See updated Attachment 6 & Amendment 0001. | ||

Combined, they are more important than Factor 4. Does this mean Factor 4, the Small Business Participation Plan, is the most important factor, since it takes Factors 1,2, and 3 combined to be more important than 4? Please restate the Evaluation Structure. | No, Factor 4 is not the most important Factor. Factors 1, 2, and 3 are equally weighted but are more important than Factor 4. | ||
| 15 | Page 59, Proposal Content, Volume I Administrative Proposal, (7): Subcontractor /Teaming Partners Consent Letters | The Government states, “In an effort to assist the Government in assessing your past performance relevancy and confidence, submit a consent letter from each of the major subcontractors/teaming partners identified in your proposal.” How should we judge “major subcontractor? 25% of the workshare? 20% of the workshare? | 16 | Proposal Content, Volume II – Technical, Factor 1 Organizational Experience | The Government requests “three (3) total references” to demonstrate past performance for the Organizational Experience Matrix. The Government also requests one Reference Information Sheet and CPARS (or PPQ if CPARS are not available) for each past performance reference. Given the size and scope of this requirement, an IDIQ would meet the reference requirement and would maximize available competition. Therefore, will the Government accept an IDIQ contract as one individual reference to demonstrate past performance? | Yes, an IDIQ contract can be used as a single past performance reference, but Offeror needs to discuss ACTUAL WORK PERFORMED under that contract. If an Offeror was awarded an IDIQ contract, but did not actually perform any work on it, it cannot be used as a reference. | ||
| 17 | Proposal Content, Volume V – Price Proposal, Factor 5: Price | In the instructions for Volume V – Price Proposal, Factor 5: Price, the Government instructs that “The price proposal shall be submitted in Microsoft Excel 2007 (or later) format.” In part B of the same section, the Government requires “each proposal must provide a statement of the Offeror’s normally used nomenclature for each labor category included in the template, together with a copy of the Offeror’s position description for each labor category.” Please clarify. | Offerors should include labor category descriptions as a separate document and not in the pricing excel sheet. | 21 | Proposal Content; Volume III-Past Performance, (a); Evaluation, Non-Price Factors (2-4), Factor 3 – Past Performance | The Government states that it will evaluate Factor 3 – Past Performance for “relevance,” defined as “similarity to work…with respect to complexity, length of performance, number of tasks, scope, type of work, and value.” This information appears to be requested in Volume II, specifically in the Reference Information Sheet (Attachment 3). | The information provided in Attachment 3 (Reference Information Sheet) will be used for both Factors 1 and 3. | ||
| 22 | Will the Government identify the incumbent contractor(s) delivering this work today? What is the contract number? | There is not a single incumbent contractor for this requirement. This is a new Contract Vehicle being put in place. Previous support for MARFORPAC similar to some of the work described in this PWS is provided by Booz Allen Hamilton under Contract number FA8075-18-D-0004 TO FA8075-19-F-A047. | |||
| 23 | How many awards does the Government intend to issue on this IDIQ? | The Government estimates 3-5 awards; however, this is subject to change depending on the results of the evaluation. The Government will follow the RFP evaluation criteria in FAR 52.212-2 in determining which Offeror(s) offer the best value and will receive an award. | |||
| 24 | Proposal Content, Volume II – Technical, Factor 1 Organizational Experience (d); RFP Attachment 3 – Reference Information Sheet, Blocks 7 and 8 | In the instructions for Block 5 of each Reference Information Sheet, the Government requests that “All of the work described in the summary description i.e., the additional pages attached to the Reference Information Sheet) must have been performed on or after April 2015.” Since the summary descriptions only include work completed after April 2015, would the Government also want the dollar values listed in Blocks 7 and 8 to include the entire period of performance or only the dollar values incurred since April 2015? | Please separate out the value of the work performed since April 2015 since that is the period we are evaluating. | ||

Does the government mean end of contract or a transition out plan for each task order on this IDIQ MAC? | As stated under Section 4.0 of the PWS "The work described below is representative of the type of requirements that may be anticipated throughout the life of this contract. Specific tasks will be initiated through task orders issued under this contract." Meaning that Task Orders may include requirements for a transition out plan for that task order. | ||

FAR 52.212-2 explains how the government will evaluate each factor, including both factors that make up the Technical Volume (Factors 1 & 2). | ||

| 32 | Page 19. Section 15 | We request clarification on the definition of “fee or markups” for purposes of is section. Code of Federal Regulations (CFR 15,404-4) defines fee and profit as renumeration above costs. It is unclear if the government considers G&A a fee. G&A is a cost which is allowable under FAR Part 31.205-46. Please clarify. | G&A may be applied to the reimbursable travel cost amount if that is in accordance with the Contractor's disclosed accounting practices. |

In RFP Attachment 6 “Labor_Rate-Pricing Sheet.xlsx”, Tab 1 LABOR CATEGORY QUALS | The government estimates the minimum knowledge & experience for each LCAT level necessary for contract performance. Will the government allow offerors to define LCAT minimum knowledge & experience necessary for contract performance based on corporate nomenclature, which creates equivalency between years of experience above minimum requirements and holding advanced degrees? | See RFP 52.212-1 Addendum; Volume 5; paragraph B which states "It is recognized that some of the labor category titles used in the solicitation may not exactly match the titles normally used in a particular company operation. Accordingly, in order to permit a rapid comparison between the anticipated labor team shown on the template and the offeror’s actual labor category nomenclature, each proposal must provide a statement of the offeror’s normally used nomenclature for each labor category included in the template, together with a copy of the offeror’s position description for each labor category. Attachment 6 “Labor Rate/Pricing Sheet,” is provided to offerors for the preparation of price proposals. The qualifications identified in Attachment 6 represent the Government’s minimum knowledge and experience necessary for successful contract performance." |
The Government is not looking for Offerors to propose their own minimum qualifications for labor categories.
