M6890917Q7628 Questions from RFQ

1) Question: Reference PWS Para 1.3 - Will all events be conducted on Camp Pendleton or will some be done off site/base and if so will all transportation be provided for those events done off site/base?

Answer: Yes, all land-based events will be conducted on Camp Pendleton and water-based events will be conducted at offshore locations in proximity to Camp Pendleton. Per PWS Para

3.5, the Government will provide transportation for all testing events. All Government-furnished transportation will depart from the AVTB facility at the Del Mar Boat Basin.

2) Question: Reference PWS Para 14 - Since this is a test and evaluation competition between SAIC and BAE the possibility of a COI or influence (non-intentional or intentional) for the evaluation competition is prevalent. Will the contracting office require that all bidding companies formally declare that they have not performed work with or for SAIC or BAE or a subsidiary in any capacity as a prime, subcontractor, vendor or teammate in the last 5 years. By requiring, this from each bidder and any teammates they have will prevent the potential COI in the testing and evaluation competition.

Answer: No, the Government is not requiring a formal negative declaration from all responding vendors. There should be no organizational conflicts of interest (OCI) resulting from providing the emergency medical services during testing. Per PWS Para 9.1, the vendor is responsible for ensuring the non-disclosure of any proprietary information encountered during the performance of this contract. Per PWS Para 14(g), “if the Contractor was aware, or should have been aware, of an organizational conflict of interest prior to award of this contract or becomes, or should have become, aware of an organizational conflict of interest after award of this contract and does not make an immediate and full disclosure in writing to the Contracting Officer, the Government may terminate this contract for default.”

3) Question: Reference PWS Para 3.2 - Please clarify the statement of medical oversight in section

3.2. Since this is being conducted on a military installation medical oversight must be conducted by a military or GS medical professional unless the medical oversight personnel is physically located onsite. Are you also requiring a Medical Director onsite? If so please provide a CLIN to properly price the Medical Director.

Answer: The Vendor is responsible for providing medical control, direction and oversight in accordance with Title 22, Divisions 2.5 and 9 of the California Code of Regulations, as implemented by the San Diego County EMS policies, procedures and protocols. Please see revised PWS paras. 2 and 3. Medical oversight will not be required to be onsite, but EMTs must be affiliated with an approved San Diego County EMS Basic Life Support service provider and Paramedics must be affiliated with an approved San Diego County EMS Advanced Life Support Service Provider.

4) Question: Reference PWS Para 3.2 - Please clarify the EMT level required (EMT 1 or EMT 2) as per page 1-9 “Figure 1-2” in CAMPENO 3500.1?

Answer: As included in the revised PWS Appendix A – Acronyms, the EMT level required is EMT-I, also known as EMT-Basic.

5) Question: Reference PWS Para 3.2 - Please clarify the statement of medical oversight in section

3.2., as there is no reference or requirement in CAMPENO 3500.1?

Answer: Please see answer to Question 3 above for additional information.

6) Question: Please confirm this is a Lowest-Priced Technically Acceptable (LPTA) award.

Answer: No, the evaluation will not be conducted using LPTA procedures. Per FAR Clause 52.212-2 Evaluation – Commercial Items on page 16 of the RFQ, “The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.”

7) Question: Please confirm that you require the prime to have recent (within 2 years) and relevant (medical) past performance verse a prime with no recent medical past performance to present a subcontractors? Especially since this is, a SDVOSB set aside and must perform over 50% of the work.

Answer: First, for the past performance information to be recent, it must have “at least 12 months of performance in the last 36 months” prior to quotation submission. Second, “[t]o determine relevancy, the Government will consider the magnitude, scope, and complexity of each past performance reference.” Lastly, the solicitation states (on page 18 of 32) that “In the case of a vendor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the vendor may not be evaluated favorably or unfavorably on past performance. Therefore, the vendor shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.””

8) Question: With the past performance requirement of 3 recent/relevant PP should there be a requirement for the prime to present a majority of the PP and not rely on the subcontractors and teammates to provide. Especially since this is, a SDVOSB set aside and must perform over 50% of the work.

Answer: No, the Government is not requiring any further restrictions on the past performance and will accept past performance references that may be as prime or subcontractor (including teaming arrangements). The nature of the past performance references provided will be considered in determining relevancy. Please see the answer to Question 7 above for additional information.

9) Question: Is this a new requirement? If not, who is the incumbent, and what is the contract number?

Answer: This is a new requirement and there is no incumbent contractor.

10) Question: Reference RFQ Clause 52.212-1 - Does the Government require resumes for proposed personnel?

Answer: Resumes are neither required nor desired. Staffing plans should indicate the qualifications the offeror requires for the employees it will use in staffing this requirement, including their training or education, experience, certifications and/or licensure.

11) Question: If the answer to question 10 above is affirmative, do they count in terms of the page count?

Answer: Not applicable, resumes are neither required nor desired.

12) Question: Reference PWS Para 3.1 - Will the Government provide a higher level of care provider during periods when the contracts personnel are working.

Answer: As stated in the revised PWS, at 3.1, “Emergency medical personnel providing services under this contract will be responsible for treating minor injuries and providing triage treatment to stabilize patients in preparation for transportation. If an EMT or Paramedic performing services under this contract assesses an emergency situation and determines that a higher level of care is indicated, they are required to immediately notify the AVTB RSO, who will then coordinate the higher level of care and medical evacuation in accordance with CAMPENO 3500.1 para 1011 MEDEVAC Procedures.

13) Question: If the answer to question 12 above is affirmative, does this include ground and/or air transport if required.

Answer: Yes, the AVTB RSO will coordinate the higher level of care with the base EMS, which may include ground and/or air transportation, if required.

14) Question: Reference PWS Para 3.1 - Will the Government designate or make available a Service Medical Officer or Senior Reporting Officer when a higher level of care is indicated.

Answer: No, as stated in the revised PWS para 3.1, when a higher level of care is indicated, the AVTB RSO will coordinate MEDEVAC procedures with Camp Pendleton Range Control and Base

EMS.

15) Question: Reference PWS Para 3.1 - What additional resources, other than the specified contractor and Government furnished resources defined in the SOW (EMT bag, defibrillator, spine board, etc.) what other resources does the Government anticipate are required for “routine and unexpected medical incidents?”

Answer: The PWS has been revised to delete the statement “Anticipate and acquire resources needed for routine and unexpected medical incidents” from PWS para 3.1. The required minimum standards have now been added to revised PWS para 3.4 Equipment.

16) Question: Reference PWS Para 3.3 - It is the Government’s desire to schedule primarily Paramedics to be the primary or lead EMS personnel supported by EMTs when multiple events are in process?

Answer: No, per PWS para 3.1, the Government will primarily require Paramedics for live fire testing events. The contractor should provide the type of personnel specified on a task order issued against the base IDIQ contract.

17) Question: Reference PWS Para 3.4 - Are bidders to assume that while “the Government will not reimburse the Contractor for cell phone or wireless Internet access charges under this PWS” the contractor can accommodate the need for cell phone and wireless Internet access within their Firm Fixed Price?

Answer: The Government will not reimburse cell phone and wireless internet access as direct costs under this contract. Vendors may choose to include charges for cell phone and wireless internet access as indirect costs when calculating their fully burdened rates which are, in turn, used to order services on a Firm Fixed Price basis.

18) Question: Reference PWS Para 3.5 - Will the Government provide parking for contractor privately owned vehicles (POVs)?

Answer: Parking will be available for contractor POVs at the AVTB facility. Emergency medical personnel will be required to accompany the AVTB RSO in Government-furnished transportation to all test sites not located at the AVTB facility.

19) Question: Reference PWS Para 8 - Will the Government make available additional “locker type storage” to allow the contractor to preposition spares and consumables.

Answer: The Government will make available a limited number of additional gear lockers to use for the preposition of spares and consumables.

20) Question: Reference PWS Para 9 - Does the Government require that all reports, communications, and documentation be HIPPA compliant PHI Answer: Yes, all reports, communications and documentation must be HIPPA compliant. Please see revised PWS para 4.1.2 and revised CDRL A002. Personally identifiable information (name of who was treated) has been removed from the Incident Report. The vendor is responsible for ensuring that any reports, communications or documentation that contains protected health information (PHI) collected by EMTs or Paramedics performing services under this contract are HIPPA compliant.

21) Question: If the answer to question 20 is affirmative, can the Government define the specific requirement(s).

Answer: Please see the answer to Question 20 above. The Government is not requiring PHI on the incident reports, however, the vendor is still responsible for HIPPA compliance for any PHI collected during the performance of this contract.

22) Question: Reference RFQ Attachment 2 Wage Determination, pg 3, 12040 Emergency Medical

Technician - Is it the Government’s intent that the RATE applicable to the Emergency Medical Technician also be applied to Paramedics as defined in the PWS.

Answer: Yes, it is the Government’s intent that the Service Contract Act and applicable rate from the Wage Determination for Occupation 12040 “Emergency Medical Technician” applies to the Paramedics because the SCA Wage Determination does not include a specific category for paramedics.

23) Question: Reference RFQ page 27 Minimal Insurance Requirements and PWS Para 3.1 - Given that the Government requires the Emergency Medical Personnel to provide medical support at water testing events, does the Government require that the contractor to provide insurance pursuant to “Longshore and Harbor Workers' Compensation Act” aka US L&H Insurance.

Answer: No, the medical services to be performed during this contract are not covered by the Longshore and Harbor Workers’ Compensation Act.
